Village of Shorewood Village Board met June 9.

Here is the minutes provided by the board:

THE MEETING WAS CONDUCTED BOTH ELECTRONICALLY THROUGH A CONFERENCE CALL WHICH WAS AUTHORIZED BY GOVERNOR PRITZER VIA THE OPEN MEETINGS ACT Per Attorney Dave Silverman AND THE FULL BOARD AND ADMINISTRATOR AT THE VILLAGE HALL.

PUBLIC HEARING

ANNUAL APPROPRIATIONS ORDINANCE FOR THE VILLAGE OF SHOREWOOD, WILL COUNTY, ILLINOIS FOR THE FISCAL YEAR BEGINNING APRIL 1, 2020 AND ENDING

MARCH 31, 2021 Anne Burkholder Finance Director, noted that this was the 2nd Read of the Appropriations Ordinance and that there has been no change since the first read back in May. The total appropriation is $61,782,304.00 which is a 25% increase over the budgeted amount of a little over $49,000,000. The budgeted amount will serve as the Village's operating guidelines. Trustee DeBold made the motion to adjourn the public hearing. Seconded by trustee Warren. Roll Call: Yeas: DeBold, Luciano, Warren, Anderson, Kirkland, and Brockman. Nays: None. Approved. Motion Carried.

ROLL CALL 

After the Pledge of Allegiance to the Flag, the following answered to Roll Call: Mayor Richard Chapman, Trustees: Clarence DeBold, Anthony Luciano, Stevan Brockman, Daniel Warren, Barbara Kirkland and Village Administrator James Culotta Also present electronically were: Trustee Daniel Anderson, Finance Director Anne Burkholder, Police Chief Aaron Klima, Economic Development Director Kelley Chrisse, Chief building Official John Komorowski, Bryan Welch Christopher Burke Engineering, Attorney Marron Mahoney, and Noriel Noriega Public Works Superintendent. The number present constitutes a quorum.

CITIZENS 

The pubic was invited to listen to the meeting and make comments, or email their comments to the Village him all prior to the meeting, but no one chose to do so. However, there was a few citizens listening in.

CONSENT AGENDA

1. Approval of the regular meeting minutes of May 26, 2020 

2. AQpproval of the committee of the whole meeting minutes May 26, 2020 

3. Approval of accounts payable in the amount of $600,777.35 

4. Approval of final payment in the amount of $21,428.81 PT Ferro construction for the Birch Drive Drainage Improvements

5. Approval of payment in the amount of $10,300 to RJN Group for the 2020 Sewer Rehabilitation Program 

6. Approval of payment in the amount of $10,000 Sikich for the Audit ending March 31, 2020

Trustee DeBold made a motion to approve the Consent Agenda. Seconded by Trustee Kirkland. Roll Call: Yeas: DeBold, Luciano, Warren, Anderson, Kirkland, and Brockman. Nays: None. Approved. Motion Carried.

REPORTS AND COMMUNICATIONS 

Proclamations, comments etc. Mayor Chapman noted that Covid 19 has caused many changes throughout the world. It has slowed economics and increased unemployment. During this time Shorewood has had record rainfall, and a FO tornado. There have been riots in the streets throughout the United States and now we are experiencing calm and peaceful demonstrations. Mayor Chapman would like for the residents to stay positive, practice social distancing, and wear masks. SHOREWOOD STRONG!

ORDER OF BUSINESS

1. Consideration for approval of Ordinance 20 – 1972 Granting an Amendment to the Conditional Use for a Planned Unit Development at 102 W. Jefferson St. and 150 Brook Forest Ave. in the Village of Shorewood, Will County, Illinois Anderson's Crossroads Plaza. 1st Read.

Trustee Brockman stated that Dave Anderson appeared at the planning and zoning meeting asking for approval of an amendment to the Anderson's Crossroads Plaza conditional use for the PUD. There was a public hearing held and no one spoke for or against the amendment, and that comes to the board with the 7/0 vote for approval.

Kelley Chrisse noted that approval of the amended conditional use for the PUD would provide clarification on the site plan, landscaping, signage, as well as grant staff flexibility for minor alterations from the approved PUD. Administrative flexibility is needed to ensure that minor modifications such as architectural details, signage, etc. to the 3rd building does not hold up construction of the final piece of the development.

Trustee Brockman made the motion to approve Ordinance 20 - 1972 Granting an Amendment to the Conditional Use for a Planned Unit Development at 102 W. Jefferson St. and 150 Brook Forest Ave. in the Village of Shorewood, Will County, Illinois Anderson's Crossroads Plaza and waive the second read. Seconded by Trustee Warren. Roll Call: Yeas: DeBold, Warren, Luciano, Kirkland, and Brockman. Nays: None. Anderson Passed. Approved. Waived the 2nd Read. Motion carried.

2. Consideration for waiving rent payments by the Shorewood Area Chamber of Commerce.

Jim Culotta noted that the staff at the Chamber of Commerce has not had access to their offices due to Covid 19 restrictions, and would like the rent waived for June and the remainder of the year. The Shorewood Chamber and the businesses has been affected financially, by the economic downfall. Carol Wagner, the President of the Chamber, asked for this consideration, in order to continue to provide services to Shorewood businesses.

Trustee Luciano brought forth many questions which he would like answered before a decision is made. He also wondered if it was a conflict of interest to waive the rent. Attorney Silverman will look into this.

Trustee Warren made the motion to table the waiving of rent payments for the Shorewood Area Chamber of Commerce until further review. Seconded by Trustee Kirkland. Roll Call: Yeas: DeBold, Luciano, Warren, Anderson, Kirkland. Nays: Brockman. Approved. Motion Carried.

3. Consideration of an Ordinance 20-1973 Permitting the Off-Premise Sale of Alcoholic Beverages at Certain Locations in the Village and Amending the Shorewood Traffic Code to Conform with Such Permitted Sales (first read)

On June 2, Governor Pritzker signed new legislation that allows the sale of mixed drinks and cocktails for off-premises consumption. Despite this new law, Shorewood liquor license holders would not benefit would without changes to the Village code. The proposed ordinance formalizes the sale of liquor to-go and is consistent with state law. The following liquor license classifications would be permitted to sell alcoholic beverages for off-premises consumption subject to state law: A, A-1, B, B-1, B-2, and B-3. The ordinance details how the beverages should be sealed, labeled and transported. The ordinance also amends the Shorewood Traffic Code to allow enforcement by local ordinance. As such, it provides our police officers flexibility in charging violators Lastly, this is a temporary ordinance that automatically sunsets on June 2, 2021.

Trustee DeBold made the motion to approve Ordinance 20-1973 Permitting the Off-Premise Sale of Alcoholic Beverages at Certain Locations in the Village and Amending the Shorewood Traffic Code to Conform with Such Permitted Sales and waive the 2nd read. Seconded by Trustee Warren. Roll Call: Yeas DeBold, Warren, Luciano, Kirkland, Anderson and Brockman. Nays: None. Approved. Waived the 2nd Read. Motion carried.

4. Discussion of IDOT's Proposed Design Alternatives for US 52 Widening Project

Jim Culotta reported that on May 29 IDOT requested Village feedback on alternative designs for 2 intersections on US 52, picnic Street and Summer Street. These 2 sidestreets have a large existing elevation differential between US 52 and the adjacent residential properties resulting in steep roadway profile grades. Picnic Street as an existing profile grade of 13%. Summer Street has a similar existing steep profile grade of 12.6%. The proposed improvements at this location result in a wider US 52 footprint to provide operational improvements at the Illinois 59 and US 52 intersection, and a shared-use path. 2 alternatives were presented. Alternative A: maintain US 52 access at Picnic Street and Summer Street Alternative B: permanently close US 52 access at picnic Street in summer Street. After weighing the pros and cons, staff recommends Alternative A which would maintain access to both Picnic and Summer Streets at US 52.

After a lengthy discussion regarding which alternative would be best for the community and the residents on Summer and Picnic streets, the Board directed Administrator Culotta to let IDOT know that the preferred choice is Alternative A.

5. Consideration for approval of a Design Contract with TRIA Architecture for a Public Works Facility.

Jim Culotta along with Attorney Silverman and Public Works Superintendent Noriel Noriega, worked with TRIA Architecture to come up with a design contract for the new Public Works Facility Project. Jim Culotta noted that the project will be in 3 phases; design, bidding, and construction observation. There is no construction schedule at this point in time. The funds are available and have been budgeted for the design. The staff recommends approval of the design contract at 5.25% of the cost of work and 2% for construction observation versus a lump sum fee.

Trustee DeBold made the motion that the Board approves the TRIA Contract for Design paid at 5.25% of the cost of work and 2% cost for Construction Observation. Seconded by Trustee Luciano. Roll Call: Yeas: DeBold, Luciano, Warren, Anderson, Kirkland, and Brockman. Nays: None. Approved. Motion Carried.

6. Consideration for approval of the Annual Appropriations Ordinance 20 – 1974 for the Village of Shorewood, Will County, Illinois for the fiscal year beginning April 1, 2020 and ending March 31, 2021.

Trustee DeBold made the motion to Approve the Annual Appropriations Ordinance 20 – 1974 for the Village of Shorewood, Will County, Illinois for the fiscal year beginning April 1, 2020 and ending March 31, 2021. Seconded by Trustee Kirkland. Roll Call: Yeas: DeBold, Luciano, Warren, Anderson, Kirkland, and Brockman. Nays: None. Approved. Motion Carried.

7. Consideration of Resolution 20 R-986 Ratifying an Energy Supply Agreement between the Village of Shorewood and AEP Energy Inc. for Village-owned Streetlights.

And Burkholder Finance Dir., noted that the rate is slightly less than 2 12 cents per kilowatt hour which is a lower rate than last year. The rate is the lowest pricing since 2011.

Trustee DeBold made the motion to approve Resolution 20 R-986 Ratifying an Energy Supply Agreement between the Village of Shorewood and AEP Energy Inc. for Village-owned Streetlights. Seconded by Trustee Warren. Roll Call: Yeas: DeBold, Luciano, Warren, Anderson, Kirkland, and Brockman. Nays: None. Approved. Motion Carried.

REPORTS

PW update 6/9/2020 

Public Works department returned to full crews as of June 1 

The crews of what are still working on tree removal from the storm damage. 

Storm sewer jetting is still going on.

The next P & Z meeting is July 1, 2020, at 7:00 in the Village Board Room. There is no agenda yet. A conditional use at 301 Amendodge for truck and trailer repair by Onsite Truck and Trailer Repair, public hearing was continued for one month.

Parks and Recreation Update for June 9, 2020

Tennis courts at Four Seasons & the Disc Golf Course at Shorewood Park are now open. Please adhere to posted guidelines for use. 

Playgrounds, splash pads, and fitness equipment will remain closed for at least the remainder of Phase 3 

The Summer Shorewood Connection is now available digitally. Information will continually be updated as we move through the Reopen Illinois plan. Check back for new information on COVID-19, Events, and Programming 

Community Wide Clean-Up has been rescheduled for July 28

Trustee Luciano 

The Citizens Advisory Committee doesn't meet over the summer so the next meeting will be in the fall of 2020. Trustee Luciano stated that if anyone was interested in joining the Ctizens Advisory Committee they can contact him or any members of the committee through their emails found on the Village website.

EXECUTIVE SESSION- Personnel, to consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees. There was no executive session.

Trustee Warren made a motion to adjourn from the regular meeting. Seconded by Trustee Kirkland. Roll Call: Yeas: DeBold, Luciano, Warren Anderson, Kirkland, and Brockman. Nays: None. Approved. Motion Carried. 7:57 P.M.
