Village of Shorewood Village Board met April 28.

MAYOR RICHARD CHAPMAN CALLED TO ORDER THE REGULAR MEETING OF THE SHOREWOOD VILLAGE BOARD AT 7:00 P.M.

THE MEETING WAS CONDUCTED ELECTRONICALLY WHICH WAS AUTHORIZED BY GOVENOR PRITZER VIA THE OPEN MEETINGS ACT Per Attorney Dave Silverman

ROLL CALL 

After the Pledge of Allegiance to the Flag, the following answered to Roll Call: Mayor Richard Chapman, Trustees: Clarence DeBold, Anthony Luciano, Daniel Anderson, Stevan Brockman, Barbara Kirkland and Daniel Warren. Also present: Finance Director Anne Burkholder, Police Chief Aaron Klima, Economic Development Director Kelley Chrisse, Chief building Official John Komorowski, Attorney Dave Silverman, Village Administrator James Culotta and Bryan Welch of Christopher Burke Engineering. The number present constitutes a quorum.

CITIZENS 

The pubic was invited to listen to the meeting and make comments, or email their comments to the Village him all prior to the meeting, but no one chose to do so.

CONSENT AGENDA

1. Approval of the regular meeting minutes of February 18, 2020 

2. Approval of the regular meeting minutes of March 28, 2020 

3. Approval of accounts payable in the amount of $302,003.71

Trustee Anderson made a motion to approve the Consent Agenda. Seconded by Trustee DeBold. Roll Call: Yeas: DeBold, Luciano, Warren, Anderson, Kirkland, and Brockman. Nays: None. Approved. Motion Carried.

REPORTS AND COMMUNICATIONS

1. Proclamations, comments etc. Mayor Chapman noted that the numbers of IL residents that have Covid 19 continues to increase.

Chief Klima addressed the incidence of Covid 19 at Alden Courts in Shorewood. The Herald News reported that based on data received, from the Department of Public Health, under nursing homes and care facilities, there were four cases of Covid 19 and one fatality at Alden. Fire Chief Andy Doyle and Deputy Chief, Howard Hoffman followed up. The 4 cases were staff who haven't been there in some time and the fatality was a person who left Alden 3 to 4 weeks ago At this time, there is no cases reported of Covid 19 at any of the nursing homes or care facilities in the Village of Shorewood.

Mayor Chapman requested that Administrator Jim Culotta and attorney Dave Silverman work on an Ordinance regarding wearing masks and such. He would like to have something in place if needed.

ORDER OF BUSINESS

1. Consideration for approval of Resolution 20R - 982 Providing Certain Emergency Relief for Village Water, Sewer and Refuse Charges.

Administrator, Jim Culotta stated that about 60 residents of Shorewood filed an application for the relief of payment to the Village. He noted that the language changed on the eligibility as to when the unemployment occurred and that it was due to Covid 19. The resident would be required to attest to this fact. 12 residents, more or less, need to get more information to the Village, regarding their on Unemployment insurance status. Some individuals are not eligible to get unemployment insurance because they don't have enough hours or haven't worked for their employer long enough. Jim suggested that the Village open up the Relief, but a letter from their employer who would have to attest that they have reduced hours and such is required.

A lengthy discussion followed, with a lot of different scenarios and options regarding the Resolution.

Trustee Luciano made the motion to approve Resolution 20R - 982 Providing Certain Emergency Relief for Village Water, Sewer and Refuse Charges. Seconded by Trustee Warren. Roll Call: Yeas: DeBold, Warren, Anderson, Luciano, Kirkland, and Brockman. Nays: None. Approved. Motion carried.

2. Consideration for approval of the bid award for the 2020 Motor Fuel Tax (MFT) Street Improvements to PT Ferro Construction Company

Jim Culotta stated that $1,500,000 was budgeted in this fiscal year for MFT. They received bids for street improvements, and the low bid was PT Ferro with $1.22 million There are three revenue streams the on this project. The MFT allocations coming forward for April. The State of Illinois reported that Covid 19 had a negative impact on May distribution of funds. Monies ($927,000) can be saved by scaling back on repairs at Sharp Drive and Center Court.

Trustee Anderson made the motion to approve the Bid Award for the 2020 Motor Fuel Tax (MFT) Street Improvements to PT Ferro Construction Company as amended by scaling back repairs on Sharp Dr and Center Court. By_Seconded by Trustee DeBold. Roll Call: Yeas: DeBold, Warren, Anderson, Kirkland, Brockman. and Luciano. Nays: None. Approved as Amended. Motion carried.

3. Consideration for approval of Resolution 20 R-983 for an Improvement Under the Illinois Highway Code (2020 MFT program).

Bryan Welch from Christopher Burke Engineering stated that the Resolution appropriates a certain amount of money for the Village to use from MFT. He also noted that he was requesting approval of a Preliminary Engineering and Construction Guidance Agreement for Motor Fuel Tax Funds 2020 with Christopher B Burke Engineering

4. Consideration for approval of a Preliminary Engineering and Construction Guidance Agreement for Motor Fuel Tax Funds 2020 with Christopher Burke Engineering

Trustee Anderson made the motion to approve Resolution 20 R-983 for an Improvement Under the Illinois Highway Code (2020 MFT program), and a Preliminary Engineering and Construction Guidance Agreement for Motor Fuel Tax Funds 2020 with Christopher Burke Engineering ($70,000). Seconded by Trustee DeBold. Roll Call: Yeas: DeBold, Warren, Luciano, Anderson, Kirkland, and Brockman. Nays: None. Approved. Motion carried.

5. Discussion on the Black Road and Shorewood Drive Intersection Project

Jim Culotta noted that the Board approved a contract with PT Ferro Construction to construct improvements at the intersection. To date, PT Ferro is relocating the utilities. Jim suggested that the Village delay progress on the project due to Covid 19. He is recommending to make an amendment to the contract and not to proceed with the project as scheduled and put it off until April 1, 2021. PT Ferro's prices will not change until June 2021. Jim noted he expects the utility work to be completed this year per PT Ferro.

One of the vendors, who produces the mast arms cannot hold the cost and since it takes approximately five months or more, from the time you order to completion, Jim recommends proceeding with mast arms.

Concern arose as to how long the intersection would be closed for construction. Mr. Culotta replied two weeks.

REPORTS

Trustee Anderson PW update 4/28/2020 

Due to social distancing limited crews have been working doing street sweeping and mulching. There was a water valve that failed and was repaired in Saddlebrook, Communication radio was replaced at River Rd.

Trustee Anderson suggested the Board give Kelley Chrisse and Jim Culotta authorization to move forward with ideas on how to assist small businesses. The Board Members agreed to give Kelley authorization to move forward.

Attorney Silverman commented that the Board could ratify actions at the next board meeting.

Trustee Brockman 

The next P & Z meeting is tentatively May 6, 2020, at 7:00 in the Village Board Room. There are two items on the agenda. A conditional use at 301 Amendodge for truck and trailer repair by Onsite Truck and Trailer Repair. Also, at 207 Earl Contigo Auto Sales is asking for conditional use for indoor sales for their Internet auto sales.

Trustee Kirkland Parks and Recreation Update for April 28, 2020

The parks and playgrounds remain closed. The playground equipment is off limits. There should be no large group activity. Social distancing should be practiced in the parks.

Upcoming Events The Community Garden is May 1st.

Trustee Kirkland wants to remind everyone that Trustee Luciano wanted to table the Resolution and was told the Resolution could be amended at a later date.

Trustee Luciano 

The Citizens Advisory Committee meeting for April 23, 2020 has been canceled. The May meeting is also has been canceled due to the Governor's restrictions. Since the CAC doesn't meet over the su next meeting will be in the fall of 2020. Trustee Luciano commented that at the last meeting, it was his understanding, that the resolution could be supplemented at a later date. He also stated that he doesn't feel everyone on unemployment should receive relief, if by being on unemployment they haven't had reduced income.

Trustee Anderson made a motion to adjourn. Seconded by trustee Kirkland. Roll Call: Yeas: DeBold, Luciano, Warren Anderson, Kirkland, and Brockman. Nays: None. Approved. Motion Carried. 8:05 P.M.
