MAYOR RICHARD CHAPMAN CALLED TO ORDER THE REGULAR MEETING OF THE SHOREWOOD VILLAGE BOARD AT 7:00 P.M.
THE MEETING WAS CONDUCTED ELECTRONICALLY WHICH WAS AUTHORIZED BY GOVENOR PRITZER VIA THE OPEN MEETINGS ACT Per Attorney Dave Silverman
ROLL CALL
After the Pledge of Allegiance to the Flag, the following answered to Roll Call: Mayor Richard Chapman, Trustees: Clarence DeBold, Anthony Luciano, Daniel Anderson, Stevan Brockman, Barbara Kirkland and Danie! Warrcii. Also present: Finance Director Anne Burkholder, Police Chief Aaron Klima, Economic Development Director Kelley Chrisse, Chief building Official John Komorowski Attorney Dave Silverman and Village Administrator James Culotta The number present constitutes a quorum.

The pubic was invited to listen to the meeting and make comments, or email their comments prior to the meeting, but 110 Oilc close to do so.
CONSENT AGENDA
1. Approval of the regular meeting minutes of February 18, 2020
2. Approval of the regular meeting minutes of March 10, 2020
3. Approval of accounts payable in the amount of $1,899,830.01
4. Approval of payment in the amount of $41,341 to the Fields on Caton Farm for the 2019 Ash Tree Replacement Programs
5. Business Registration Fee Waiver Troy Community School District 30-C
6. Request to Facilitate the Order of Personal Protective Equipment from the Demure International Trading.
7. Approval of Order of Personal Protective Equipment from Vertiteque USA Inc.
Trustee Anderson made a motion to approve the Consent Agenda, removing #1 as amended. Seconded by Trustee DeBold. Roll Call: Yeas: DeBold, Luciano, Warren Anderson, Kirkland, and Brockman. Nays: None. Approved as Amended. Motion Carried.
REPORTS AND COMMUNICATIONS
1. Proclamations, comments etc. Mayor Chapman urged the residents of Shorewood to please participate in utilizing Personal Protective Equipment, He noted that the Village is operating under the Governor's instructions. The Mayor and the Board extended their gratitude to Chief Klima as he is doing a great job navigating us through Covid19, keeping us all informed, in an attempt to keep us all safe.
Chief Klima stated that there were biweekly meetings between all the Village Department heads, Police and Fire Department, the entities associated with the Village, Public Works Department, and County and Regional Partners. There is excellent communication and cooperation between everyone. The Village is getting very good direction from the County and the State. There should be clear guidance coming in regards to regular travel, vacation and events. In the meanwhile, Chief Klima asks that the residents of Shorewood, BE PATIENT, STAY AT HOME AND WASH YOUR HANDS. If you have any concerns you can always go on the Village website which has all the departments listed and contact information.
ORDER OF BUSINESS
1. Consideration for approval of Resolution 20R – 980 Adopting the Village of Shorewood Budget for the fiscal year 2020 – 2021
Anne Burkholder noted that the budget had been presented to the Board and thoroughly discussed during a Budget Workshop. There were no material changes the budget since then. The budget was not amended to include reimbursement for expenses due to Covid 19 as no one has any idea what those might be at this time.
Trustee Anderson made the motion to approve Resolution 20R - 980 Adopting the Village of Shorewood Budget for the fiscal year 2020-2021. Seconded by Trustee Anderson. Roll Call: Yeas: DeBold, Luciano, Warren, Anderson, Kirkland, and Brockman. Nays: None. Approved. Motion carried.
2. Consideration for approval of Resolution 20R - 981 Providing Certain Emergency Relief for Village Water, Sewer and Refuse Charges.
The discussion that followed entailed the criteria that needed to be met to realize the relief of payment for Village water, sewer and refuse charges due to the impacts of Covid 19, and all the layoffs that ensued. It is suggested that the monthly charges would be waived for and not to exceed two calendar months for those collecting unemployment benefits.
Administrator, Jim Culotta stated that the residents of Shorewood would have to fill out an application for the relief of payment to the Village. He noted that the language changed on the eligibility as to when the unemployment occurred and that it was due to Covid 19. The resident would be required to attest to this fact.
Trustee DeBold questioned whether there would be any date of unemployment referenced in the application and suggested March 17, the date the state issued the emergency order. He also questioned whether residents would have to reapply for the second month. Jim Culotta replied that a statement would have to be submitted that would affirm the status of unemployment for the second month would have to be presented to the Village. When trustee DeBold asked Administrator Culotta what the approval time would be he responded 24 hours Monday through Friday.
Trustee Kirkland had 2 items she questioned. One was item G. in the Resolution. Currently, the Resolution states that the Village Administrator “may” charge for excessive use of water such as watering lawns or filling pools, etc. Trustee Kirkland suggested that the wording be changed to "will”. Everyone agreed and the change will be made Secondly, she asked about residents who facing hardship or reduced wages who are not eligible for unemployment benefits which could be verified by their employer, and receive relief. It was suggested that they revisit that option in the next 2 weeks.
Trustee Luciano wants to hold off on adopting this resolution until there's more discussion and possible solutions regarding the emergency relief for Village Water, Sewer and Refuse charges. He noted the Board still has time to amend the resolution as the Village will not be shutting off any of residents for non payment for the next 2 months.
Trustee Warren stated that he thinks it will give the residents of Shorewood, who are unable to pay, peace of mind that the Village is going to be providing emergency relief.
The Mayor suggested that the Board adopt Resolution 20R-981 tonight as they can always have another resolution drafted to meet the needs of residents facing hardship and reduced hours due to Covid 19.
Trustee Luciano made the motion to table Resolution 20R-981 Providing Certain Emergency Relief for Village Water, Sewer and Refuse Charges until the next meeting. Seconded by Trustee Kirkland. Roll Call: Yeas: DeBold, Kirkland and Luciano. Nays: Anderson, Brockman, and Warren, and President voting Nay. Motion failed.
Trustee Anderson made the motion to approve Resolution 20R - 981 Providing Certain Emergency Relief for Village Water, Sewer and Refuse Charges. Seconded by Trustee Warren. Roll Call: Yeas: DeBold, Warren, Anderson, Kirkland, and Brockman. Nays: Luciano. Approved. Motion carried.
REPORTS
Trustee Anderson PW update 4/14/2020
Due to social distancing limited cruise have been working doing street sweeping and mulching. There was one water valve failed and was repaired.
Trustee Warten Noted that the staff was doing a great job adjusting to limitations due to the coronavirus.
Trustee Brockman The next P & Z meeting is tentatively May 6, but most likely May 20, at 7:00 in the Village Board Room. There is no agenda yet. Great job everyone.
Trustee Kirkland Parks and Recreation Update for April 14, 2020
April programs have been canceled and refunds will be issued. Any upcoming programs will be monitored as we navigate through Covid 19. Trustee Kirkland noted that the staff has been doing a great job.
Upcoming Events
The Garage Sale, Earth Day and Arbor Day events are postponed until further notice.
Trustee Luciano
The Citizens Advisory Committee meeting for April 23, 2020 has been canceled. If anyone interested in joining the CAC committee please contact Tony the other committee members listed on the village website. All residents are welcome to attend. Trustee Luciano noted the staff was doing a great job.
EXECUTIVE SESSION- personnel to consider the appointment, employment, compensation, discipline, performance, or dismissal of specific employees.
Mayor Chapman and the Board thanked the staff, patrol officers, first responders, and our Administrator, Jim Culotta, for doing a great job.
