Village of Plainfield Committee of the Whole met Feb. 10.

Here is the minutes provided by the committee:

Mayor Collins called the meeting to order at 7: 00 p.m. Board Present: Mayor Collins, Trustee Calkins, Trustee Kalkanis, Trustee Larson, Trustee Wojowski, Trustee Benton, and Trustee Bonuchi.

Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Jon Proulx, Planning Director; Lonnie Spires, Building Official; Randy Jessen, Public Improvements Superintendent; Scott Threewitt, Lead Engineer; Arlan Schatke, Engineer; Derek Wold, Engineer; Dan Biermann, Water Superintendent; Doug Kissel, Wastewater Superintendent; Traci Pleckham, Management Services Director; and John Konopek, Chief of Police.

There were approximately 3 persons in the audience.

Trustee Larson moved to approve the Minutes of the Committee of the Whole Workshop held on January 27, 2020. Second by Trustee Bonuchi. Voice Vote. All in favor, 0 opposed. Motion carried.

Motion carried.

WORKSHOP

1) 2020- 2021 DRAFT FISCAL YEAR BUDGET

Allen Persons, Doug Kissel, and Dan Biermann gave a presentation highlighting the draft 2020- 2021 Budget for the Water and Wastewater Division. Staff reviewed the mission statement, organizational chart, population growth, staff ratio, personnel growth, Lake Water Station and System, Cost Savings Initiatives, water production, and Capital Repair and Replacement including Village Green Improvements, lift station improvements, sewer lining and rehabilitation, vehicles, SCADA, sewage treatment equipment/machinery, and EPA required capital studies. Traci Pleckham reviewed the budget detail for water and sewer revenue and expenses.

Randy Jessen, Scott Threewitt, and Arlan Schatke gave a status update presentation on the Village' s Capital Projects including the Village Green, Old Town, 127th Street and Plainfield Naperville Road, Indian Boundary Road structure replacement, Lockport Street sidewalk, Lockport Street refresh, 143rd Street East and West Extension, PACE/PEMA/Wood Farm Road, Pavement Condition Index, and the Street Improvement Program. Traci Pleckham reviewed the budget detail for Capital Improvements revenue and expenses. Mrs. Pleckham noted that the budget detail will need to be updated to reflect the delay in the 127th Street and Naperville Plainfield Road traffic signal and Renwick Road projects.

Traci Pleckham reviewed the budget detail for the Motor Fuel Tax and Downtown TIF.

On. motion from trustee Larson and second by Trustee Bonuchi, the meeting adjourned at 7: 48 p.m.
