A. CALL TO ORDER
Mayor Roudez called this special meeting of the Board of Trustees to order at 6:15 p.m.

Also present were Village Manager Ernestine B. Beck-Fulgham, Village Attorney Michael Castaldo, Jr., Acting Police Chief Deborah Wilson, Fire Chief Brian Chellios, Public Works Director Darrell Byther, Cable/Communication Specialist Neva Jenkins, Keely Childress, Village Collector Claudia Webb, and Village Clerk Dorothy R. Jones.
Mayor Roudez led the audience in the pledge of allegiance to the Flag of the United States of America.
C: General Public Comments
Mrs. Mary Truss voiced concerns related to Aqua, and asked if the Village is charging Aqua for the use of 90 Town Center; questioned whether Public Works is equipped with appropriate snow removal equipment; asked residents to assist in saving the planet by properly disposing of plastic bottles; stated that she is looking into establishing a Historical Society to tract our history. She commented that the Kindness Club will be doing snow removal for those who need it during the winter, and picking up debris to help keep our community clean. She introduced Kindness Club Member Sinclair Bell who presented flowers to her Mother Trustee Sonia Jenkins-Bell to celebrate her birthday, noting that her father was working and could not be in attendance.
D: ACTION ITEMS
Trustee Williams moved, Trustee Jenkins-Bell seconded a motion to approve this ordinance.
Trustee Brooks voiced concerns with the differences in the tax levy and the budget, and asked to know where the extra $130,00.00 would come from. And due to the financial crisis, the Village has been in, he does not want to deviate from the plan the Village had in place prior to him being on the Board.
Manager Beck-Fulgham responded that the levy is increased to 4.99% to cover the additional increase in the fire and police pension.
Trustee Bolding commented that she agrees with Trustee Brooks. However, she met with Manager Beck-Fulgham and had her concerns addressed.
Ayes: Trustees Williams, Franklin, and Mayor Roudez.
Nays. Trustees Brooks and Bolding.
Absent: Trustee McMullan.
Abstained: Trustee Jenkins-Bell.
Motion To Approve Failed.
Motion To Re-consider Action Taken on Item D-1:
Trustee Jenkins-Bell moved, Trustee Bolding seconded a motion to reconsider votes taken.
Ayes: Trustees Williams, Jenkins-Bell, Franklin, Bolding, McMullan and Mayor Roudez.
Nays. Trustee Brooks.
Absent: None.
Motion To Reconsider Carried.

Motion To Approve Carried Ordinance Number O2019-38.
D-2: A Resolution Accepting The Annual Treasurer's Report Of The Village Of University Park, Cook and Will Counties, Illinois For the Fiscal Year Ended April 30, 2019
Trustee Franklin moved, Trustee Bolding seconded a motion to approve this resolution.
Ayes: Trustees Williams, Jenkins-Bell, Franklin, Bolding, McMullan and Mayor Roudez.
Nays. None.
Absent: None.
Abstained: Trustee Brooks.
Motion To Approve Carried Resolution Number R2019-38.
D-3: Motion Authorizing TIF Payment To Family Dollar.
Trustee Brooks moved, Trustee Williams seconded a motion to approve this motion.
Ayes: Trustees Williams, Brooks, Jenkins-Bell, Franklin, Bolding, McMullan and Mayor Roudez.
Nays. None.
Absent: None.
Motion To Approve Carried.
D-4: Motion Authorizing TIF Payment To Clorox.
Trustee Franklin moved, Trustee Jenkins-Bell seconded a motion to approve this motion.
Ayes: Trustees Williams, Brooks, Jenkins-Bell, Franklin, Bolding, McMullan and Mayor Roudez.
Nays. None.
Absent: None.
Motion To Approve Carried.
D-5: Bills Payable
Trustee Williams moved, Trustee Bolding seconded a motion to approve the listing of General Operating Expenses for the Village of University Park that occurred on November 27, 2019 thru December 19, 2019. Expenses will be charged to the following funds:
General Fund $ 308,410.65
Road and Bridge Fund $ 332.32
Town Center Fund $ 10,261.97
TIF IV Fund $ 1,000.00
TIF V Fund $ 1,000.00
TIF VI Fund $ 1,000.00
Payroll Fund $ 6,335.12
Total: $ 328,340.06
Ayes: Trustees Williams, Franklin, McMullan and Mayor Roudez.
Nays. None.
Absent: None.
Abstained: Trustees Brooks, Jenkins-Bell, and Bolding.
