The Board of Education of Wilmington Community Unit School District No. 209-U met in regular session on Wednesday, October 9, 2019 at 6:00 P.M. in the Wilmington School District Boardroom. President Cragg called the meeting to order with the following members answering roll call: Anderson, Dziuban, Kunz, Moran, Southall, and Cragg. Stickel absent.
A motion was made by Southall and seconded by Anderson at 6:02 P.M. to discuss in closed session and to take action in open session: The appointment, employment, compensation, discipline, performance or dismissal of specific employees/coaches; and the setting of a price for sale or ease of property owned by the public body. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-absent, and Cragg-aye. Motion carried.
A motion was made by Moran and seconded by Anderson to leave closed session at 6:22 P.M. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-absent, and Cragg-aye. Motion carried.

Administrator Reports:
Mrs. Beth Norman, Bruning School Principal reported:
The Young Rembrandt after school program began on 9/24 and will run for four weeks. Bruning students and staff celebrated Homecoming Week by participating in theme days and the parade. The Wilmington Fire Department visited on 10/08, and allowed all classes to tour the fire truck and ambulance, as well as learn from the firemen about what to do during a fire. A Bus Evacuation drill will be held on 10/10. An Earthquake Drill will be held on 10/17. The second RTI meetings will take place on 10/23 and 10/24. Halloween parties are scheduled for 10/31. The parade will begin at 12:45 PM and parties will be held from 1:00-2:00. Students had an early dismissal on 10/9 at 11:00 AM and staff received training on Oppositional Defiant Disorder. Picture retakes will be held on 10/23. Red Ribbon Week will be held from October 23-31. Vision and Hearing screenings were done on 10/2 and 10/3. Students and staff will not be in attendance on 10/14 to celebrate Columbus Day. The “Paws”ative Behavior drawing this month will be on 10/30. End of the first trimester is 11/6.
Mrs. Venita Dennis, Stevens Intermediate School Principal reported:
The students celebrated Homecoming week with dress up days and a float in the parade. The Young Rembrandt after school program began on 10/2 and will run for six weeks. An Earthquake Drill will be held on 10/17. The Halloween parade and parties will be held on 10/31. The Halloween parade will be at 1:45 PM., followed by the parties. 44 students have signed up for 5th grade band this year. A bus evacuation drill will take place on 10/10. A book fair will take place from 11/4-11/12. Parent/Teacher conferences will take place 11/7 and 11/8. Red Ribbon Week will be celebrated at the end of the month. WE-PTO met 10/1, and the next meeting will be 11/5. Students and staff celebrated our custodians on 10/2 for National Custodian Day. The 5th Grade will travel to Isle A La Cache on 10/10 and 10/11 to learn about Native Americans. The PTO will hold a carnival at SIS on 10/18.
Mr. Adam Spicer, Wilmington Middle School Principal reported:
WMS will celebrate Red Ribbon Week 10/23 – 10/27. Each day will have a different theme for students to participate in. Peers Offering Positive Solutions will take place 11/7. Girls’ basketball is in full swing. Boys’ basketball and wrestling are slated to begin in November. Conferences will be 11/7 and 11/8. First Trimester progress reports went out on 9/27. Congratulations to the new members that were inducted into Beta Club on 9/19. Congratulations to Tanner Kerwin on making the ILMEA District Band. There will be a book fair during the week of parent teacher conferences. On 9/20, 4 eighth grade students went to JJC for the National Fluid Power Challenge. Speech Team will have its first competition on 11/9.
Mr. Scott Maupin, Wilmington High School Principal reported:
Departmental Meetings were held the week of September 9th - 13th. The focus of those meetings were to discuss the following topics: 2019-2020 School Improvement Plan, 2019- 2020 Student Growth, 2019-2020 Program of Studies Update, and Evaluation procedures. PSAT Exams will be given on 10/16. A college fair with over 40 colleges represented will be held on 10/9 at WHS. Parent/Teacher Conferences will be held on 11/7 and 11/8. The Homecoming Dance was held on 10/5. Thank you to all the staff members who helped to make Homecoming 2019 a huge success. The 2019 NHS inductions were held on 9/25 at 7:00 PM. Tri-M inductions were held on 9/26. 8 WHS students will attend the I-8 Leadership conference on 10/23. We have begun the first phase of Naviance College and Career Readiness. The I-8 Chorus Festival will be held at Coal City High School on 11/5. This year’s Volley for the Cure event will take place on 10/15. The third annual Fall Play – Almost Maine – will be held 10/19 and 10/20. Congratulations to September students of the month: Freshmen – Chloe Proffitt and Ren Jewell, Soph – Marshal Dunkin-Fleet and Gladys Camacho, Junior – Haley Crescenti and Kinsey Roth, Senior – Nathan Tworek and Hannah Harvell.

Ms. Ellen Wandless, Business Manager reported:
State of Illinois owes us $309,382.35, last October they owed $358,133.86; As of today, we have received 93.80% of our real estate tax revenue. Last October, we had received 93.96%; The Board will be asked later in the meeting to approve a bid submitted on 10/3 for the 2019-2020 Building Trades house supplies and materials. Illinois Central has contacted us and asked to schedule a meeting to discuss our next contract with them.
Kevin Feeney, Curriculum Director reported:
Today was an SIP day where staff received training on Oppositional Defiance, CPR/AED, Trimester Assessments, SAT Curriculum and Assessment Alignment. We are currently researching a new Middle School Science textbook series. All K-5 students participated in Fall benchmark assessments. All K-8 departments are developing Trimester assessments. The new AIMSWEB Plus program is being utilized to monitor our TRI and Special Education students in grades K-8. Teachers in K-5 are in the second year of implementing the Zones of Regulation. WHS Juniors are taking PSAT/NMSQT exams on 10/16.

Act on the Consent Agenda: A motion was made by Southall and seconded by Moran to approve the Consent agenda items as presented for the Wednesday October 9, 2019 meeting of the Wilmington Community Unit School District 209-U Board of Education. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-absent, and Cragg-aye. Motion carried.
A motion was made by Anderson and seconded by Southall to accept the letter of resignation submitted by Stephanie Perez from the position Wilmington High School 4- Hour Custodian, effective October 16, 2019. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-absent, and Cragg-aye. Motion carried.
A motion was made by Southall and seconded by Dziuban to approve Mr. Spicer’s recommendation to ratify the employment of Caitlyn Welch as the Wilmington Middle School 7th Grade Basketball coach for 2019-2020 school year, at Step 1 in the salary schedule. Stipends are set by the current Collective Bargaining Agreement, and employment is contingent on completion of all paperwork, and meeting all local, state and federal guidelines. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall- aye, Stickel-absent, and Cragg-aye. Motion carried.
A motion was made by Moran and seconded by Southall to approve Mr. Maupin’s recommendation to employ Alexis Gilbert as a Wilmington High School Physical Education teacher for the 2019-2020 school year, at BA Step 3 in the salary schedule. The prorated salary will be $16,821.27 for January 21, 2020 through the end of the 2019-2020 school term. Employment is pending the compliance with all federal, state, and local guidelines. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-absent, and Cragg-aye. Motion carried.
A motion was made by Southall and seconded by Anderson to approve Document No 10-1-19– Wilmington Middle School Winter Co-Curricular Assignments for 2019-2020. A motion was made by Southall and seconded by Anderson to authorize the seeking of bids for the sale of the 2018-2019 Building Trades Class House with a minimum bid of $259,000.00. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel- absent, and Cragg-aye. Motion carried.
A motion was made by Anderson and seconded by Dziuban to ratify the adjustments to the Memorandum of Understanding for the Support Staff Negotiated Collective Bargaining Agreement, as previously agreed upon. Anderson-aye, Dziuban-aye, Kunz-aye, Moran- aye, Southall-aye, Stickel-absent, and Cragg-aye. Motion carried.
A motion was made by Southall and seconded by Anderson to ratify an amended employment contract covering July 1, 2019 through June 30, 2020 for Valerie Viano (non- union District Office Accounts Receivable Clerk) as per document #10-3-19. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-absent, and Cragg-aye. Motion carried.
A motion was made by Moran and seconded by Anderson to approve Dr. Swick and Ms. Wandless recommendation to accept the bid from Alexander Lumber for $19,840.74 for building supplies and materials to be used for the Building Trades House project to begin in the 2019-2020 school year.Anderson-aye, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-absent, and Cragg-aye. Motion carried.
