COUNCIL MEMO #519-19: Position Vacancies

A communication from the City Manager contained his recommendation that he be authorized to: 1) Fill one police patrol officer position and any subsequent vacancies which may occur.

He also spoke regarding COUNCIL MEMO #529-19: Ordinance Amending Section 1-8, Section 3-4, and Sections 19-141, 176, 180, 182, 194, and 207 of the Code of Ordinances, Amending and Updating Parking and Enforcement and COUNCIL MEMO #526- 19: Ordinance Amending Chapter 31 of the Code of Ordinances in Regards to Water and Sewer Rates – 2019.

Garland Mayes spoke regarding COUNCIL MEMO 528-19: Ordinance Adding Chapter 28 – Taxation, Article XX, Municipal Cannabis Retailers’ Occupation Tax (Imposing a Cannabis Retailers’ Occupation Tax) and reinvesting the tax dollars back into the area of the community already most affected by the use of marijuana.

A brief discussion was held concerning the downside of waiting to approve an increase in water rates until a cost figure was determined for the new water source as well as the downside of at least postponing the increase for 1 year.

XII. CITY MANAGER:

The Interim City Manager informed the Mayor and Council of the City being the recipient of the Governor's Home Town Award for the volunteer efforts at the Old Joliet Prison.

XIII. NEW BUSINESS (Not for Final Action or Recommendation):

The Mayor, Council, and Steve Jones discussed resolutions to disagreements amongst the Council.

Mayor O'Dekirk briefly discussed the attendance of Chicago Mayor Lori Lightfoot at the October 8, 2019 Environmental Commission Meeting to discuss Lake Michigan as an alternative water source.

XIV. PUBLIC COMMENTS:

Brandon Harris addressed the Mayor, Council, and Chief Roechner regarding political propaganda. 

Mady Perez spoke regarding a shooting incident at the Mexican Independence Parade, Mayor and Council disagreements, and the legalization of cannabis.

John Sheridan spoke regarding the disagreements at City Hall.

XV. MAYOR AND COUNCIL COMMENTS:

Councilman Dickinson encouraged all to support the Breast Cancer Awareness Month.

Councilwoman Quillman highlighted Detective James Hargrow attendance at the National Black Police Officer Association and recipient of the 2019 Willie Smoot Organizational Meritorious Award.

Councilwoman Reardon thanked the S.W.A.T. team and first responders for their efforts during the recent murder/suicide.
