City of Joliet City Council met Nov. 18.

A lengthy discussion was held regarding the enterprise parking fund, lack of maintenance to the parking lots/decks, structural assessment, maintenance cost estimates, additional sources of funding/subsidizing the parking fund, and fees charged by surrounding communities. Additional discussions were held regarding privatizing the parking.

Tom Osterberger, attorney for petitioner, introduced members of NorthPoint in attendance at the meeting and briefly discussed the history of the proposed property and surrounding parcels.
Tom George gave a presentation on the proposed NorthPoint development.
A brief discussion was held regarding possible warehouse tenants, road widening, flood plain/water detention, transfer of property ownership to the forest preserve district if they are interested, establishment of a committee and regular reporting to council of any complaints, interest of developer to establish an enterprise zone, and time frame of development of 103 acres.

Kendall Jackson, Director of Community Development, explained staff's review of adult-use cannabis establishments authorized by the Cannabis Regulation and Tax Act and the proposed zoning districts and setbacks for these establishments. A brief discussion was held regarding the number of permitted establishments and setting policy for approving areas for these establishments throughout the city.
