City of Crest Hill City Council met November 18

City of Crest Hill City Council met Nov. 18.

Here is the minutes provided by the council:

The regular meeting of the City of Crest Hill was called to order by Mayor Raymond R. Soliman at 7:00 p.m. in the Council Chambers, 1610 Plainfield Road Crest Hill, Will County, Illinois.

The Pledge of Allegiance was recited in unison.

Roll call indicated the following present: Mayor Raymond Soliman, City Clerk Vicki

y Treasurer Glen Conklin, Alderman John Vershay, Alderwoman Barbara Sklare, Alderwoman Claudia Gazal, Alderwoman Tina Oberlin, Alderman Marco Coladipietro, Alderman Nate Albert, Alderman Joe Kubal.

Also present were: City Administrator Heather McGuire, Assistant City Administrator/HR Director Megan Fulara, Police Chief Ed Clark, Community Development Director Scott McMaster, Director of Water/Wastewater Mark Siefert, Finance Supervisor Ashli Motyka.

Absent were: Alderman Scott Dyke (arrived late), Deputy City Clerk Janet Serdar, Public Works Director Tom Migatz.

Mayor Soliman announced that Alderman Dyke will be here shortly.

APPROVAL OF MINUTES: Mayor Soliman presented the minutes from the regular meeting held on November 4, 2019 for Council approval.

(#1) Motion by Alderman Coladipietro, seconded by Alderwoman Sklare, to approve the minutes from the regular meeting held on November 4, 2019 as presented. On roll call, the vote was; AYES: Ald. Albert, Kubal, Vershay, Sklare, Gazal, Oberlin, Coladipietro. NAYES: None. ABSENT: Ald. Dyke. There being seven (7) affirmative votes, the MOTION CARRIED. (29)

(42) Mayor Soliman presented the minutes from the work session held on November 12, 2019 for Council approval.

(#2) Motion by Alderwoman Gazal, seconded by Alderman Coladipietro, to approve the minutes from the work session held on November 12, 2019 as presented.

On roll call, the vote was; 

AYES: Ald. Albert, Kubal, Vershay, Sklare, Gazal, Oberlin, Coladipietro 

NAYES: None. 

ABSENT: Ald. Dyke. 

There being seven (7) affirmative votes, the MOTION CARRIED.

CITY ADMINISTRATOR: (59) Administrator McGuire introduced Ms. Currier from PMA Securities. Ms. Currier gave a presentation on the bonds and the City rating. The City has been given a double A rating. Mayor Soliman gave a speech and commended everyone who has worked on the bond project. Members of the Council commended everyone who was involved with the project. Administrator McGuire also thanked everyone who worked on the bond project.

(244) City Administrator Heather McGuire presented An Ordinance Authorizing and Providing for the Issue of not To Exceed $12,000,000 General Obligation Bonds (Sales Tax Alternate Revenue Source), of the City of Crest Hill, Will County, Illinois, for the Purpose of Paying the Costs of Financing a New City Building to be used as a New City Hall and a New Police Station and Related Improvements, the Pledge of Certain Revenue To the Payment of Principal and Interest on the Bonds, the Levy Of a Direct Annual Tax Sufficient to Pay Such Principal and Interest if the Pledged Revenues are Insufficient to Make Such Payments, and Authorizing the Sale of Said Bonds to the Purchaser thereof.

(272) Administrator McGuire presented An Ordinance Authorizing and Providing for the Issue of not to Exceed $19,000,000 General Obligation Refunding Bonds (Water And Sewerage System Alternate Revenue Source) of the City of Crest Hill, Will County, Illinois for the Purpose of Refunding Certain Outstanding Alternate Bonds of Said City, Prescribing the Details of Said Bonds, Proving for the Collection, Segregation And Application of said Waterworks and Sewerage System Revenues to the Payment of said Bonds and the Levy of Taxes to Pay the Same if Said System Revenues are Insufficient to Make Such Payment, Authorizing the Execution of an Escrow Agreement in Connection Therewith, and Authorizing the Sale of Said Bonds to the Purchaser Thereof.

(291) Alderman Albert explained that he will be abstaining from the vote due to the nature of his work.

(307) Administrator McGuire presented a request for the cancellation of the December 23, 2019 work session and the December 30, 2019 work session. This was discussed at a previous work session.

(#5) Motion by Alderman Albert, seconded by Alderman Dyke, to cancel the December 23, 2019 work session and the December 30, 2019 work session. 

On roll call, the vote was: 

AYES: Ald. Vershay, Sklare, Gazal, Oberlin, Coladipietro, Albert, Kubal, Dyke. 

NAYES: None.

ABSENT: None. 

There being eight (8) affirmative votes, the MOTION CARRIED. (316)

(331) Administrator McGuire presented a request for the payment and attendance of the City Officials at the Will County Governmental League Holiday Party. The Officials would be responsible to pay for a spouse or guest if they choose to bring one.

(#6) Motion by Alderwoman Oberlin, seconded by Alderman Coladipietro, to approve the attendance of the City Officials at the Will County Governmental League Holiday Party. 

On roll call, the vote was: 

AYES: Ald. Kubal, Coladipietro, Oberlin, Gazal, Sklare, Vershay, Dyke, Albert. 

NAYES: None. 

ABSENT: None.

There being eight (8) affirmative votes, the MOTION CARRIED. (340)

(355) Administrator McGuire presented a RESOLUTION ADOPTING A DISCLOSURE COMPLIANCE POLICY OF THE CITY OF CREST HILL, WILL COUNTY, ILLINOIS. Administrator McGuire went over the background of the request.

(#7) Motion by Alderwoman Oberlin, seconded by Alderman Coladipietro, to approve a RESOLUTION ADOPTING A DISCLOSURE COMPLIANCE POLICY OF THE CITY OF CREST HILL, WILL COUNTY, ILLINOIS. On roll call, the vote was: AYES: Ald. Gazal, Sklare, Vershay, Dyke, Kubal, Coladipietro, Oberlin. NAYES: None. ABSENT: None. ABSTAIN: Ald. Albert. There being seven (7) affirmative votes, the MOTION CARRIED. Resolution #1059 (372)

(389 Administrator McGuire announced that there will be a work session on Monday November 25, 2019 for discussion on the City Hall/Police Station Façade and the Republic Services Waste Proposal.

PUBLIC WORKS DEPARTMENT: (403) Director of Water/Wastewater Mark Siefert gave the Council an update on the sidewalk replacement due to water main breaks. Alderwoman Oberlin asked for an update on the area located at Gaylord Road and Caton Farm Road. Director Siefert explained that Nicor is doing some work and we did a utility location for them. The Mayor gave the Council an update on the work that Nicor is doing in the City. Some of the lines being replaced are close to 60 years old.

ECONOMIC DEVELOPMENT DEPARTMENT: (471) Community Development Director Scott McMaster had no agenda items for discussion Director McMaster announced that the annual Winterfest will take place on November 30, 2019 at the City Building from 4:00 p.m. to 7:00 p.m. Director McMaster announced this year's festival sponsors and entertainment. Mayor Soliman announced that the US Census will also have a table at the event. He explained that they have partnered with the Spanish Center to get a better count of the City this year. He explained why the Census count is important to the City.

POLICE DEPARTMENT: (598) Police Chief Ed Clark had no agenda items for discussion.

MAYOR: (606) Mayor Soliman presented the 2019 Tax Levy Estimates per the memo dated November 18, 2019. He went over the line items in the levy.

(#8) Motion by Alderwoman Oberlin, seconded by Alderwoman Gazal, to approve the 2019 Tax Levy Estimates per the memo dated November 18, 2019. 

On roll call, the vote was: 

AYES: Ald. Ald. Coladipietro, Albert, Kubal, Dyke, Sklare, Gazal, Oberlin. 

NAYES: Ald. Vershay. 

ABSENT: None. 

There being seven (7) affirmative votes, the MOTION CARRIED. (657)

(679) Mayor Soliman commended the various groups in the area that hosted Veterans Day ceremonies.

(760) Mayor Soliman announced that we had two ribbon cutting ceremonies in the City. One at Roberts Sewing Center and the other for the new Speedway Gas Station.

CITY CLERK: (827) City Clerk Vicki Hackney presented a request from the Autumn Ridge Townes Homeowners Association Board of Directors for the use of the Council Chambers for various dates in 2020 per the memo dated November 21, 2019.

(#9) Motion by Alderwoman Sklare, seconded by Alderwoman Gazal, to approve a request from the Autumn Ridge Townes Homeowners Association Board of Directors for the use of the Council Chambers for various dates in 2020 per the memo dated November 21, 2019.

(865) Clerk Hackney wished everyone a Happy Thanksgiving.

CITY TREASURER: (877) City Treasurer Glen Conklin presented the regular and overtime payroll from October 28, 2019 through November 10, 2019 in the amount of $213,951.37.

(887) Treasurer Conklin presented the list of bills in the amount of $821,224.32 for Council approval.

(#10) Motion by Alderwoman Oberlin, seconded by Alderwoman Sklare, to approve the list of bills in the amount of $821,224.32 as presented. 

On roll call, the vote was: 

AYES: Ald. Gazal, Oberlin, Coladipietro, Albert, Kubal, Dyke, Vershay, Sklare. 

NAYES: None. 

ABSENT: None. 

There being eight (8) affirmative votes, the MOTION CARRIED. (893)

UNFINISHED BUSINESS: (913) There was no unfinished business.

NEW BUSINESS: (915) There was no new business.

COMMITTEE/LIAISON REPORTS: (918) Alderman Albert announced that we are having the annual Holiday lights contest again this year. The deadline to enter is December 6, 2019. Awards will be given out at the December 16, 2019 Council meeting. Judging will take place prior to the meeting.

COUNCIL COMMENTS: (952) Alderwoman Oberlin congratulated Speedway on their grand opening. She congratulated Maria Yakos on her grand opening at Willow Falls. She wished everyone a Happy Thanksgiving. Alderwoman Oberlin announced that NuMark Credit Union has applications for Wreaths Across America. The credit union will match the donations that they receive. Alderman Coladipietro wished everyone a Happy Thanksgiving. He also congratulated his nephew for catching his first NFL touchdown pass with the Denver Broncos. Alderman Albert wished everyone a Happy Thanksgiving. He encouraged everyone to attend the Winterfest. Alderman Kubal commended everyone who worked on the recent bond project. He also wished everyone a Happy Thanksgiving. Alderwoman Gazal commended the staff on the bonds. She also commended Director McMaster on his progress with the businesses. She wished everyone a Happy Thanksgiving. Alderwoman Sklare wished everyone a Happy Thanksgiving. Alderman Vershay wished everyone a Happy Thanksgiving. Alderman Dyke wished everyone a Happy Thanksgiving.

PUBLIC COMMENT: (1083) There was no one wishing to address the Council.

There being no further business before the Council, a motion for adjournment was in order.

(#11) Motion by Alderman Dyke, seconded by Alderman Vershay, to adjourn the November 18, 2019 City Council meeting. 

On roll call, the vote was: 

AYES: Ald. Sklare, Gazal, Oberlin, Coladipietro, Albert, Kubal, Dyke, Vershay. 

NAYES: None. 

ABSENT: None.
