City of Crest Hill City Council met Nov. 4.

Here is the minutes provided by the council:

The Pledge of Allegiance was recited in unison.

Roll call indicated the following present: Mayor Raymond Soliman, City Clerk Vicki Hackney, City Treasurer Glen Conklin, Alderman John Vershay, Alderwoman Barbara Sklare, Alderwoman Claudia Gazal, Alderwoman Tina Oberlin, Alderman Marco Coladipietro, Alderman Nate Albert, Alderman Joe Kubal

Also present were: Alderman Scott Dyke, City Administrator Heather McGuire, Assistant City Administrator/HR Director Megan Fulara, Deputy City Clerk Janet Serdar, Police Chief Ed Clark, Public Works Director Tom Migatz, Community Development Director Scott McMaster.

Absent were: Director of Water/Wastewater Mark Siefert, Finance Supervisor Ashli Motyka.

APPROVAL OF MINUTES: Mayor Soliman presented the minutes from the regular meeting held on October 21, 2019 for Council approval.

(#1) Motion by Alderwoman Sklare, seconded by Alderman Coladipietro, to approve the minutes from the regular meeting held on October 21, 2019 as presented. 

On roll call, the vote was: 

AYES: Ald. Albert, Kubal, Vershay, Sklare, Gazal, Oberlin, Coladipietro. 

NAYES: Ald. Dyke. 

ABSENT: None. 

There being seven (7) affirmative votes, the MOTION CARRIED. (33)

(46) Mayor Soliman presented the minutes from the work session held on October 28, 2019 for Council approval.

(#2) Motion by Alderman Coladipietro, seconded by Alderwoman Gazal, to approve the minutes from the work session held on October 28, 2019 as presented.

On roll call, the vote was: 

AYES: Ald. Oberlin, Coladipietro, Albert, Kubal, Vershay, Sklare, Gazal. 

NAYES: None. 

ABSENT: Ald. Dyke. 

There being seven (7) affirmative votes, the  MOTION CARRIED. (49)

(61) Mayor Soliman asked to deviate from the regular agenda for several presentations. Jeff Hettrick representing Com-Ed presented the City with an energy efficiency award.

This is due to the City switching the streetlights to LED lights. Mr. Hettrick gave a presentation on Com-Ed's energy efficiency program. Mayor Soliman gave a brief speech. Members of the Council thanked Mr. Hettrick for the presentation. Mr. Hettrick explained how the residents can participate in the program.

(249) Ryan Lisner the owner of Bricks N Mini Figs and the President of the Crest Hill Chamber of Commerce was in attendance. Mr. Lisner gave a presentation on the Chamber of Commerce and their mission. He explained how a business can become a member and the cost of membership. Chamber luncheons are currently on the 4th Wednesday of the month at 11:30 a.m. Mr. Lisner announced that his business, Bricks N Min Figs will now be selling new Lego sets along with the used ones they sell. Mr. Lisner gave a presentation on the business. Alderwoman Gazal asked if they will continue with the birthday parties. They would. Members of the Council commended Mr. Lisner on his work with the Chamber and on the success of his business.

(621) Alderwoman Oberlin and Alderman Albert presented the food pantry, and the area schools with a donation from the Events Committee. Each organization received a check for $750.00. Representatives from the food pantry and schools gave a speech. Jackie Hall from Chaney Monge School announced that they will be holding their annual Veterans Day program on November 7, 2019 at 10:00 a.m. Alderman Albert announced that these donations come from the proceeds of the annual City picnic. Alderwoman Oberlin gave a brief speech. Mayor Soliman gave a speech.

CITY ADMINISTRATOR: (971) City Administrator Heather McGuire presented a request for the approval of the placement of an ad in Heritage Corridor travel guide at the cost of $410.00. This was discussed at a previous work session.

(#3) Motion by Alderwoman Gazal, seconded by Alderman Coladipietro, to approve a request for the approval of the placement of an ad in the Heritage Corridor travel guide at the cost of $410.00. 

On roll call, the vote was: 

AYES: Ald. Oberlin, Gazal, Sklare, Vershay, Kubal, Albert, Coladipietro. 

NAYES: None. 

ABSENT: Ald. Dyke. 

There being seven (7) affirmative votes, the MOTION CARRIED. (982)

(1001) Administrator McGuire announced that there will be a work session on Monday November 12, 2019 for discussion on the proposal from Republic Services, the Tax Levy presentation and the medication disposal bin.

PUBLIC WORKS DEPARTMENT: (1016) Public Works Director Tom Migatz had no agenda items for discussion. Alderwoman Gazal asked for an update on the sidewalks. Director Migatz gave the Council an update. Alderman Vershay asked for an update on the curbs in the 1600 block of Hickory. Director Migatz explained that this is being done by the same contractor that is doing the sidewalks. This should be completed before winter.

ECONOMIC DEVELOPMENT DEPARTMENT: (1059) Community Development Director Scott McMaster presented AN ORDINANCE AMENDING ORDINANCE CHAPTER 10.01 OF THE CITY OF CREST HILL CODE OF ORDINANCES PERTAINING TO RESTRICTED TRUCK TRAFFIC. Director McMaster explained that this is in regards to truck traffic along Patrick Drive east of lot #11-04-29-301-002 0000 and all of Kubinski Drive.

(#4) Motion by Alderman Coladipietro, seconded by Alderwoman Sklare, to approve AN ORDINANCE AMENDING ORDINANCE CHAPTER 10.01 OF THE CITY OF CREST HILL CODE OF ORDINANCES PERTAINING TO RESTRICTED TRUCK TRAFFIC. 

On roll call, the vote was: 

AYES: Ald. Gazal, Oberlin, Coladipietro, Albert, Kubal, Vershay, Sklare. 

NAYES: None. 

ABSENT: Ald. Dyke. 

There being seven (7) affirmative votes, the MOTION CARRIED. Ordinance #1829 (1079)

(1095) Director McMaster informed the Council that we will get the truck route signs posted on these roadways.

(1098) Director McMaster announced that the annual Winter Event will take place on Saturday, November 30, 2019 from 4:00 p.m. to 7:00 p.m. at the Municipal Building. He thanked the sponsors of the event.

(1138) Alderman Vershay asked for an update on the fitness center on Weber Road. Director McMaster explained that they have only changed names.

POLICE DEPARTMENT: (1144) Police Chief Ed Clark had no agenda items for discussion. Mayor Soliman thanked the Police Department for the extra Halloween patrols. Alderman Vershay asked if there will be a grace period before the Police begin writing tickets for trucks on Patrick and Kubinski. Administrator McGuire said that we would give them 30 days before we start to issue tickets.

MAYOR: (1225) Mayor Soliman announced that he received a letter from Lockport Township Fire District announcing that the new Chief will be John O'Conner. Paul Hertzman recently retired as the Chief.

CITY CLERK: (1290) City Clerk Vicki Hackney had no agenda items for discussion.

(1300) Clerk Hackney announced that the City building will be closed on Monday, November 11, 2019 in observance of Veterans Day.

CITY TREASURER: (1306) City Treasurer Glen Conklin presented the regular and overtime payroll from 10-14-19 to 10-27-19 in the amount of $226,153.94. Treasurer Conklin presented the comp time buy back payroll in the amount of $20,997.90.

(1321) Treasurer Conklin presented the list of bills in the amount of $1,407,249.44 for Council approval.

(#5) Motion by Alderwoman Oberlin, seconded by Alderwoman Sklare, to approve the list of bills in the amount of $1,407,249.44 as presented. 

On roll call, the vote was; 

AYES: Ald. Oberlin, Coladipietro, Albert, Kubal, Vershay, Sklare, Gazal. 

NAYES: None. 

ABSENT: Ald. Dyke.

There being seven (7) affirmative votes, the MOTION CARRIED. (1328)

UNFINISHED BUSINESS: (1345) There was no unfinished business.

NEW BUSINESS: (1347) There was no new business.

COMMITTEE/LIAISON REPORTS: (1349) Alderman Albert announced that the City will be holding the annual Holiday Lights Contest. Alderwoman Oberlin announced the last day to enter is December 6, 2019. Forms are available at City Hall or on the City website.

(1404) Mayor Soliman commended all of the Veterans who have served our City and Country. Mayor Soliman commended the schools for the Veterans Day programs that they put on.

COUNCIL COMMENTS: (1447) Alderwoman Sklare asked that we remember our Veterans on November 11th. Alderwoman Gazal announced that the sidewalk at Borio and Renwick is in. Alderwoman Oberlin wished everyone a Happy Veterans Day. She also encouraged everyone to participate in Com-Ed's energy program. Alderman Coladipietro wished all the student athletes good luck in their upcoming events. Alderman Albert announced that Richland School is having a fund raiser on November 13, 2019 at Pot Belly's on Plainfield Road from 4:00 p.m. to 7:00 p.m.

PUBLIC COMMENT: (1535) There were no citizens wishing to address the Council.

There being no further business before the Council, a motion for adjournment was in order.

(#6) Motion by Alderman Albert, seconded by Alderman Vershay, to adjourn the November 4, 2019 City Council meeting. 

On roll call, the vote was: 

AYES: Ald. Sklare, Gazal, Oberlin, Coladipietro, Albert, Kubal, Vershay. 

NAYES: None. 

ABSENT: Ald. Dyke. 

There being seven (7) affirmative votes, the MOTION CARRIED. (1545)
