City of Braidwood City Council met Oct. 8.

Here is the minutes provided by the council:

Call to Order: The Regular Meeting of the Braidwood City Council on October 8th, 2019 was called to order at 7:00 p.m. by Mayor Jones in the Council Chambers of the Braidwood City Hall. 

Pledge of Allegiance: Mayor Jones requested all rise for the Pledge of Allegiance. 

Roll Call: Upon Roll Call by the Clerk, the following members of the corporate authorities answered “Here” or “Present”;

Elected Officials;

Present: Commissioner Saltzman, Commissioner Money, Commissioner Smith, Commissioner Hart and Mayor Jones

Absent:

Appointed Officials;

Present: City Attorney Wellner, City Administrator Altiery, Chief Lyons, City Engineer Weber and City Clerk Fisher

Absent:

Quorum: There being sufficient members of the corporate authorities in attendance to constitute a quorum, the meeting was declared in order.

Public Comment: Michael Tomasek commented on the City's upcoming review of the Cannabis Act; Bill Rulien appreciated the cleanup the City is doing in town; George Kocek thanks for using chambers for a presentation.

Approval of Minutes: Commissioner Smith made a motion, seconded by Commissioner Saltzman, to approve meeting minutes from the October 8th, 2019 Regular Council Meeting. Motion carried with 5 ayes; O nays. (Saltzman, Money, Smith, Hart and Jones)

Mayor's Report: Mayor Jones requested to approve a Resolution to Proclaim October 23-31, 2019, Red Ribbon Week. Commissioner Money made the motion, seconded by Commissioner Smith, to approve the Resolution to Proclaim October 23-31, 2019, Red Ribbon Week. Motion carried with 5 ayes; O nays. ( Money, Smith, Saltzman, Hart and Jones. The Mayor then commented on repair of sidewalks within the City.

Administrator Report: Administrator Altiery advised that Com Ed will be sending a crew to mow and clean up the area at Center and Rt. 53. He further stated that he is seeking approval to hire two part-time Clerks for the City Hall. Commissioner Hart made a motion, seconded by Commissioner Money, to approve hiring two part-time Clerks for the City Hall. Motion carried with 5 ayes; O nays. (Hart, Money, Saltzman, Smith and Jones) Altiery requested a vote to approve Clerk Fisher to attend the MCI Conference, from October 13-18, 2019, for an approximate amount of $1,500.00. Commissioner Saltzman made a motion, seconded by Commissioner Smith, to approve the Clerks attendance at the MCI Conference. Motion carried with 5 ayes; 0 nays. (Saltzman, Smith, Hart, Money and Jones)

City Clerk Report: Clerk acknowledges the re-appearance of the representative for the Reed -Custer Panthers seeking approval to host a tag days on October 13th, from 9:00am -12:00pm, and October 14th, 2019, from 11:00am-2:00pm, at the intersections of Routes 113 and 53, and Routes 113 and 129, in the City of Braidwood. Commissioner Smith made a motion, seconded by Commissioner Money, to approve the Tag Days. Motion carried with 5 ayes; 0 nays. (Hart, Saltzman, Money, Smith and Jones)

Engineer Report: Engineer Weber reports on the repairs needed to the salt storage building as well as the Route 66 Business Park

Chief of Police: No report

City Attorney Report: Attorney Wellner advised that, effective January 2020, Local Branch Court will no longer be held in Braidwood, but will be combined with Wilmington's Local Branch Court at the Wilmington City Hall, on the third Monday of every month at 9:00am.

A. Executive Session: Commissioner XXX, made a motion, seconded by Commissioner XXX, discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees (5 ILCS 120/2(c)(1)) Commissioner Money made a motion, seconded by Commissioner Smith to enter Executive Session. Motion carried with 5 ayes; 0 nays. (Money, Smith, Hart, Saltzman and Jones)

Accounts & Finance Report: Commissioner Saltzman made a motion, seconded by Commissioner Smith, Commissioner Saltzman made a motion, seconded by Commissioner Hart, to approve the Accounts Payable Report in the amount of $124,027.34 dated 10/08/2019. Motion carried with 5 ayes; 0 nays. (Saltzman, Hart, Money, Smith, and Jones) Commissioner Saltzman made a motion, seconded by Commissioner Smith, to approve the Payroll Report, in the amount of $124,027.34, dated 10/24/2019. Motion carried with 4 ayes; 0 nays. (Saltzman, Money, Smith, and Jones) Commissioner Saltzman states he has a person in mind to hire for part-time treasurer and will present a motion at next meeting.

Streets & Public Improvement Report: Commissioner Smith reports how badly he need to repair roads.

Public Property Report: Commissioner Money reports the immense amounts of water that fell in a matter of hours and how the crew worked together seamlessly to ensure that the systems remains functioning to prevent damage to residents and property. He also listed the duties performed by the Water and Sewer Crews within the last two weeks.

Public Health & Safety Report: Commissioner Hart advises that in the last 2 weeks, there were 177 Calls for Service, 62 Premise Checks, and 16 Traffic Stops

Planning & Zoning Report: The next planning and Zoning meeting is scheduled for October 21st, 2019 at 6:00pm

Old Business: Commissioner Smith voices concern over a property in the Township and that maybe the City and Township could work together on a resolution.

New Business: No report

Adjournment: Commissioner Saltzman made a motion, seconded by Commissioner Smith , to adjourn the October 8th, 2019, regular meeting of the Braidwood City Council. Motion carried with 5 ayes; 0 nays. (Saltzman, Smith, Hart, Money and Jones)
