City of Brainwood City Council met Sept. 24.

Call to Order: The Regular Meeting of the Braidwood City Council was called to order at 7:00 p.m. by Mayor Jones in the Council Chambers of the Braidwood City Hall.
Roll Call: Upon Roll Call by the Clerk, the following members of the corporate authorities answered “Here” or “Present”;
Elected Officials;
Present: Commissioner Saltzman, Commissioner Money, Commissioner Smith, and Mayor Jones
Absent: Commissioner Hart
Appointed Officials;
Present: City Attorney Wellner, City Administrator Altiery, Chief Lyons, City Engineer Weber and City Clerk Fisher
Absent:
Quorum: There being sufficient members of the corporate authorities in attendance to constitute a quorum, the meeting was declared in order.
Pledge of Allegiance: Mayor Jones requested all rise for the Pledge of Allegiance.
Public Comment: James McTee, of 146 Parkway, stating that his neighbor is continuing to create water issues for him on his property. Administrator Altiery advised that himself and the Mayor were out at the property and the neighbor is putting drainage in that will actually benefit Mr. McTee. This is Mr. McTee’s second appearance at Council Meeting; he states that if the City doesn’t address his issue, he will seek other measures. Michelle Paloro, of the Reed Custer Jr. Panthers Club, is requesting a Tag Day Fundraiser, to be held on October 13, from 9:00am -12:00pm, and October 14, 2019, from 11:00am- 2:00pm, at the intersections of Rt.113/Rt.53 and Rt. 113/Rt.129. Shree Salazar, of the Braidwood Youth Coalition, is requesting a Proclamation declaring the week of October 23-31, 2019 Red Ribbon Week.
Approval of Minutes: Commissioner Saltzman made a motion, seconded by Commissioner Money, to approve meeting minutes from the September 10th, 2019 Regular Council Meeting. Motion carries with 4 ayes; 0 nays. (Saltzman, Money, Smith, and Jones)
Mayor’s Report: Mayor Jones thanked Ace Hardware for providing and planting the flowers around the City of Braidwood signs.
Administrator Report: Administrator Altiery commented on how much was learned at the IML Conference. Altiery further stated that TIF and MFT funds need to be reviewed and utilized, suggested the creation of a committee to review the new Illinois Cannabis Law and advised that Freedom of Information Acts will become part of public reading at Council meetings Altiery also requested financing for Clerk Fisher to attend the IML conference, A roll call was taken to ratify and passed with 3 Ayes; 1 Nay. (Ayes; Saltzman, Money, Jones: Nay; Smith)
City Clerk Report: The Knights of Columbus requested approval to host the National Life Chain, on October 6, 2019 from 2:30pm-3:30pm. Commissioner Saltzman made a motion, seconded by Commissioner Smith, to approve this request. Motion carried with 4 Ayes; 0 Nays. (Saltzman, Smith, Money, Jones)
Engineer Report: Engineer Weber reports he has been in contact with the engineer at IDOT reference MFT. General maintenance paperwork will be prepared.
Chief of Police: Chief Lyons presented Ryan Roth a Good Samaritan Certificate for his role in recognizing and reporting a fellow student having a seizure on the school bus thereby initiating rapid administration of medical intervention. Between 09/12 and 09/24/2019, there were 144 calls for service and 5 arrests. Chief Lyons stressed that Braidwood Police Department Facebook is a great tool for law enforcement, citing over 24,000 views of a car burglary suspect which eventually led to the identification and arrest of said suspect.
City Attorney Report: Attorney Wellner will soon provide information on the Cannabis Act for review by the City.
Executive Session:
Accounts & Finance Report: Commissioner Saltzman made a motion, seconded by Commissioner Smith, to approve a Resolution Authorizing the Permanent Cash Transfer of Funds from the Water Fund (2) to the General Corporate Fund (1 to be Effective for Fiscal Year 2019. Commissioner Money had questions reference this that could not be answered at this time. Motion was tabled pending further information. Commissioner Saltzman made a motion, seconded by Commissioner Hart, to approve the Accounts Payable Report in the amount of $79,183.18, dated 09/24/2019. Motion carried with 4 ayes; 0 nays. (Saltzman, Money, Smith, and Jones) Commissioner Saltzman made a motion, seconded by Commissioner Smith, to approve the Payroll Report, in the amount of $122,938.03, dated 09/24/2019. Streets & Public Improvement Report: Commissioner Smith made a motion, seconded by Commissioner Saltzman, to appoint Rich Bolatto to Supervisor of Public Works. Motion does not carry with 2 ayes; 2 nays. (Ayes; Smith, Saltzman: Nays; Money, Jones)
Public Property Report: Commissioner Money reports a lot was learned at the IML Conference. In the last 2 weeks, annual testing of sprinklers and alarms were done at sewer plant buildings. Vortex industries was in and did yearly calibration and certification of flow meters, lab equipment, level meters. Blower #1 failed (seized up), Delta Industries was called in; technician dismantled and took the blower with him for repair, the Effluent Phosphorus level rose to a point had to start up chemical feed system. Also, the Water Department built a work bench and shelves for repair inventory at water plant, pulled waste pumps, cleaned rags from pumps, operated check valves and lubricated them, pulled drainage pump station pump, pulled scum pit pump, cleaned rags from pump, hosed down the pit, cleaned sludge
beds, cleaned pump and pit, mowed grass at plants and lift station, and continued cleaning up areas around the plants and replaced the outside light on the water plant with new LED model. Public works placed a new flag pole at the Zoo, mowed and weed eated around the City and its buildings, cleaned inside the Vac-Con and 6 wheeler as well as cleaned the oil cooler and radiator on the six wheeler, cleaned the shop, cleaned up gravel at Main and English, hauled 2 six wheeler loads of dirt to English and Eureka and leveled it, raised a fire hydrant and two valve boxes at Braidwood town homes and one valve box on EZ St., placed safety railing on the loft as requested by insurance, as well as performed day to day service calls reported to City Hall.
Public Health & Safety Report:
Planning & Zoning Report: A special meeting will need to be scheduled for a time in October.
Old Business: Halloween hours were established to be on October 31st, 2019 from 4:00pm – 8:00pm. New Business: No report
