City of Wilmington City Council met Aug. 7.

Here is the minutes provided by the council:

Call to Order

The Regular Meeting of the Wilmington City Council on August 7, 2019 was called to order at 7:00 p.m. by Mayor Roy Strong in the Council Chambers of the Wilmington City Hall.

Roll Call

Upon Roll Call by the Clerk the following members of the corporate authorities answered “Here” or “Present”:

Aldermen Present Persic, Kirwin, Combes, Vice, Butler, Dietz, Studer, Tenn

Quorum

There being a sufficient number of members of the corporate authorities in attendance to constitute a quorum, the meeting was declared in order.

Other Officials in Attendance

Also, in attendance were the City Administrator/Deputy City Clerk Joie Ziller, City Clerk James W. Studer, Director of Public Works Darin Fowler, Accountant Kim Doglio and, City Attorney Brian Wellner, Police Chief Phillip Arnold

Approval of Minutes

Alderman Vice made a motion and Alderman Kirwin seconded to approve the July 16, 2019 Regular City Council meeting minutes, as amended, and have them placed on file.

Upon roll call, the vote was:

AYES: 8 Vice, Kirwin, Persic, Combes, Dietz, Butler, Tenn, Studer NAYS: 0

The motion carried.

Mayor’s Report

Mayor Strong announced the appointment of Part-Time Wilmington Police Officer James Goody.

Alderman Tenn made a motion and Alderman Studer seconded to Approve the Mayoral Appointment of Part-Time Wilmington Police Officer James Goody.

Upon roll call, the vote was:

AYES: 8 Tenn, Studer, Persic, Kirwin, Vice, Combes, Dietz, Butler 

NAYES: 0

The motion carried.

Mayor Strong swore Wilmington Police Officer James Goody into office.

Public Comment

Peggy Kunz of 1511 Elwood St. issued a verbal complaint to the Council regarding the activities of the property owner adjacent to her. She stated that this property owner burns illegally and unsafely.

Planning & Zoning Commission

The next meeting is scheduled for Thursday, August 15, 2019 at 5:00 p.m.

Committee Reports

Buildings, Grounds, Parks, Health & Safety Committee

The next scheduled meeting is Wednesday, August 14, 2019 at 5:30 p.m.

Water, Sewer, Streets and Alleys Committee

The next scheduled meeting is Wednesday, August 14, 2019 at 6:00 p.m.

Police & ESDA Committee

The next scheduled meeting is Tuesday, August 13, 2019 at 5:30 p.m.

Finance, Administration & Land Acquisition Committee

Alderman Studer made a motion and Alderman Dietz seconded to Approve the Accounts Payable Report as Presented by the City Accountant.

Upon roll call, the vote was:

AYES: 8 Studer, Dietz, Persic, Kirwin, Vice, Combes, Butler, Tenn 

NAYES: 0

ABSENT: 0

The motion carried.

Alderman Studer made a motion and Alderman Dietz seconded to Approve Ordinance Number 19-08-07-01 – An Ordinance Authorizing the Execution of A Real Estate Purchase Contract and the Purchase of Property Described as Vacant Land at N. Water Street & Van Buren Street, Wilmington, Illinois 60481

Upon roll call, the vote was:

AYES: 8 Studer, Dietz, Persic, Kirwin, Vice, Combes, Butler, Tenn 

NAYES: 0

ABSENT: 0

The motion carried

Alderman Studer made a motion and Alderman Dietz seconded to Approve Ordinance Number 19-08-07-02 – An Ordinance Approving the City of Wilmington Ridgeport Logistics Center Intermodal Facility Terminal Area (TIF District No. 2) Amended Redevelopment Plan and Project for the Amended Redevelopment Project Area.

Upon roll call, the vote was:

AYES: 8 Studer, Dietz, Persic, Kirwin, Vice, Combes, Butler, Tenn 

NAYES: 0

ABSENT: 0

The motion carried

Alderman Dietz made a motion and Alderman Kirwin Seconded to Approve Ordinance Number 19-08-07-03 – An Ordinance Designating the City of Wilmington Ridgeport Logistics Center Intermodal Facility Terminal Area (TIF District No. 2) Amended Redevelopment Project Area

Upon roll call, the vote was:

AYES: 8 Dietz, Kirwin, Persic, Vice, Combes, Butler, Tenn, Studer 

NAYES: 0

ABSENT: 0

The motion carried

Alderman Dietz made a motion and Alderman Kirwin Seconded to Approve Ordinance Number 19-08-07-04 – An Ordinance Adopting Tax Increment Financing for the City of Wilmington Ridgeport Logistics

Center Intermodal Facility Terminal Area (TIF District No. 2) Amended Redevelopment Project Area

Upon roll call, the vote was:

AYES: 8 Dietz, Kirwin, Persic, Vice, Combes, Butler, Tenn, Studer 

NAYES: 0

ABSENT: 0

The motion carried
