City of Joliet Special City Council met June 24.

Here is the minutes provided by the council:

I. ROLL CALL

PRESENT: Mayor Robert O'Dekirk, Council Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman Larry E. Hug, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Counciwoman Sherri Reardon, Councilman Michael F. Turk.

ABSENT: Councilman Terry Morris.

ALSO PRESENT: Interim City Manager Steve Jones, Corporation Counsel Martin J. Shanahan, Jr.

II. CITIZENS TO BE HEARD ON AGENDA ITEMS

Mary Beth Gannon addressed the Mayor and Council concerning the hiring of an Interim City Manager.

III. DISCUSSION ON THE HIRING OF JIM HOCK AS INTERIM CITY MANAGER

A lengthy discussion was held by the Mayor and Council regarding: the process to remove Marty Shanahan as Interim City Manager, hiring Jim Hock as the Interim City Manager, conflict of interest with Marty Shanahan as Interim City Manager during the hiring process, past selection process of City Managers, revisions to the Interim City Manager and City Manager job descriptions, five emails sent requesting removal of Marty Shanahan as Interim City Manager, flyer mailed to residents, leaking of information from closed session meetings to the public, concerns expressed regarding Jim Hock being hired to bust the City's unions, and next steps in the hiring process.

Interim City Manager Steve Jones discussed the need for the Mayor and Council to decide on several items when extending the offer of Interim City Manager to Jim Hock.

A brief discussion was held regarding additional changes as well as new or added language to the Interim City Manager and City Manager job descriptions to be brought back to the Land Use and Legislative Committee.

Mayor and Council came to a consensus to have Jim Hock attend the July 1, 2019 Council Meeting.

IV. PUBLIC COMMENTS

Ben Komar spoke regarding the Open Meetings Act and Marty Shanahan as Interim City Manager.

Marietta Perez thanked the five council members for opening the hiring process and spoke regarding the importance of transparency.

John Sheridan spoke regarding job duties of city staff, proposed Interim City Manager and City Manager job description changes and meeting minutes.

Tim Duda spoke regarding the dismissal of and his opinion to reinstate Martin Shanahan as Interim City Manager.

Larry Crawford spoke regarding the need for an inclusive hiring process and protecting the closed session process.

John Dillon spoke regarding IMRF pensions and the hiring of a new City Manager.

Robert Hernandez spoke regarding having an open and transparent selection process.

Sheri Kirchner addressed the Council regarding the hiring process.

Hudson Hollister spoke regarding the importance of continuity of leadership.

V. ADJOURNMENT

Motion to adjourn was made by Councilwoman Bettye Gavin.

Motion seconded by Councilman Michael F. Turk.

Motion carried by the following vote:

AYES: Council Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman Larry E. Hug, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Counciwoman Sherri Reardon, Councilman Michael F. Turk.

NAYS: None.
