Fairmont School District 89 Committee of the Whole met June 11.

Here is the minutes provided by the committee:

I. Call to Order – President Mr. Spoonhour called to order the Fairmont School Board Meeting at 12:00pm, on Tuesday June 11, 2019.

II. Roll Call – Members Present: Mrs. Hunsaker, Mrs. Pierzchalski, Mrs. Posey and Mr. Spoonhour.

Members Absent: Mr. Burns, Mrs. Custer and Mrs. Wright.

III. Petitions and Communication to the Board – In accordance with Board Policy 2:230, individuals may address the Board only at the appropriate time as indicated on the agenda and when recognized by the Board President. Comments shall be limited to 2 minutes.

b. Presentation about the Evidence-Based Funding Model by Leroy Schools Superintendent Gary Tipsford,

IV. Committee Reports: Select New Committee Membership-Mr. Spoonhour briefed on items a-c

a. Board Committees:

i. Finance Committee- Mr. Spoonhour, Mrs. Hunsaker and Mrs. Posey

ii. Policy Committee- Mrs. Custer

iii. Parent Teacher Advisory Committee – Mrs. Wright, Mrs. Posey and Mrs. Hunsaker

iv. Behavioral Interventions Committee – Mrs. Pierzchalski, Mrs. Wright, Mrs. Posey and Mrs. Hunsaker

b. Finance / O and M Committee –Mr. Lou Spoonhour, Mr. Jerry Burns, Gerry Yeggy, Brian Chandler

i. Technology Updates – Mr. Chandler mentioned the telephones system was installed at the school. Spoke of the new security system installed at the school as well. There will be an E - Recycling the second week of July.

c. Policy Committee – Ms. Karen Hunsaker

V. New Business. Next Board Meeting- Action / Discussion Items which Dr. Cepela briefed on items a-i.

a. Personnel –

i. Staffing 2019-2020. We continue to look at staffing for the FY 19-20 school year. This is will be an information and discussion item only. Link to the EBF Model of School Funding.

ii. Hire Preschool Teacher

iii. Additional Hires

iv. Preschool for All Grant - Submitted

b. June Board Meeting is June 19, 2019

c. Title 1 District Plan – required Board Approval. This is a final Reading

d. End of Year Invoices: Some Federal Grants are finished June 30, 2019. We would like permission to pay any grant related invoices received between the June 20 Board meeting and June 30, 2019. This is a second and final reading.

e. Transfer Funds to Bond and Interest: Transfer money from $167377 from Operations and Maintenance Fund and $4930.50 from Working Cash to Debt Service Fund to cover the cost of our Alternative Revenue Bonds as a permanent transfer. This is a second and final reading.

f. Preliminary Budget: The Finance Committee will continue to work on the budget for the next several months. This is a second and final reading for approval of the Preliminary Budget.

g. Prevailing Wage: As a result of Public Act 100-154, local school districts are required to adopt the Prevailing Wage Resolution at the June Board meeting.

h. Cancel July Board meeting. It is recommended that we cancel the July Board Meeting. The district will pay all bills as usual with Board approval in August. This is an action item.

VII. Superintendent’s Report: Dr. Cepela commented on items a-d

a. Next regularly scheduled Board Meeting is Wednesday, June 19, 2019 at 5:30 at Fairmont School District 89 Board Room.

b. Preparing for 2020 – continuous updates on Personnel

c. Triple I Conference – November 22-24, 2019. Registration opens June 3. Please let Mrs. Lujan know your plans.

d. Upcoming dates:

i. June 3 – 27 – Summer School

ii. June 3 – August 2 – YMCA Camp (31 enrolled)

iii. June 12 – LASEC / Lockport Superintendent’s Meeting

iv. June 17 – Fairmont Community Partnership Meeting

v. July 1 – 4th of July Week we are closed the 4th and 5th of July – many are taking the entire week off.

VIII. Misc. Mr. Spoonhour mentioned that negotiations are going well and there is a healthy and reasonable exchange taking place.
