REGULAR MEETING of the Committee of the Whole of the City of Lockport, Illinois was held on Wednesday, June 19, 2019 in the Board Room, 3rd Floor, of the Central Square Building, 222 E. Ninth Street, Lockport, Illinois. Mayor Pro-Tem, Darren Deskin, called the Meeting to order at 7:00 p.m.

TEMPORARY CHAIR:

Section 30.003: Where the absence or disability of the Mayor is to be of very short duration and no individual is required to be granted the powers of the Mayor, the Council shall elect one of its member Temporary Chairman.

MOTION FOR ELECTION OF DARREN DESKIN AS TEMPORARY CHAIRMAN FOR BOTH CITY OUNCIL AND COMMITTEE OF THE WHOLE, MADE BY GILLOGLY, SECONDED BY LOBES. VOICE VOTE ON THE MOTION. MOTION CARRIED.

a.Thank you to volunteers for all the help at Old Canal Days

b.Congratulations to Public Works – 1 year without any injuries or accidents

c.Beautification Awards – nomination form is available on the website at Lockport.org homepage under City News (Lockport.org/beautification). Awards will be in August.

ITEMS RECOMMENDED TO BE PLACED ON THE AGENDA FOR CONSENT OR ACTION AT THE NEXT REGULARLY SCHEDULED CITY COUNCIL MEETING

PZ-1 Special Use Permit for an Outdoor Eating Area for a Restaurant/Bar (Large, more than 800 sf/10 tables) and Final Development Plans for New Parking Area and Trash Enclosure (rear of building) for the property located at 1025 S. State St. (PZC Case No. 2019-010)

Director of Community & Economic Development, Ed Lelo, presented the Staff report and shared the façade and patio rendering. Façade and patio design was presented at May H&A meeting. Planning & Zoning recommended consideration and approval of motion(s) as follows.

A.) A motion to approve a Special Use Permit to allow a Large Outdoor Area for a Director of Public Works, Brent Cann

A.) A motion to approve a Special Use Permit to allow a Large Outdoor Area for a Restaurant/Bar acceptable within the C4 District and

B.) A motion to approve Final Development Plans for a 1,550 sf covered wood deck and site improvements acceptable within the C4 District with the following conditions:

1. Any items identified in Engineering Memo#2 dated June 3, 2019 will need to be addressed.

2. Construction will need to match what was approved by the Heritage and Architecture Commission, any changes will need to be reviewed separately.

3. Separate sign permit application will be need to be submitted.

4. Private Parking provided shall be marked for employees only subject to building code requirements.

Discussion among the Council on a few concerns including the parking area and trash enclosure. The neighbor and Applicant have a verbal agreement regarding use of the trash enclosure. The recommendation is that the adjacent property owners work together to create a written contract or agreement regarding the use of the dumpster.

DIRECTION: Add to the Consent Agenda for the July 17, 2019 City Council meeting

CED-1 Façade Grant Program – 201 E. 9th Street, Mint Salon

Director of Community & Economic Development, Ed Lelo, presented the Staff Report, and the Applicant’s request to replace a portion of the façade. The existing façade is in a state of disrepair. The Applicant will be required to submit appropriate paperwork before work can actually begin.

DIRECTION: Add to the Consent Agenda for the July 17, 2019 City Council meeting

PW-1 Amended MFT Resolution for Maintenance of Streets and Highways by Municipality Under the Illinois Highway Code

City Administrator, Ben Benson, presented the Staff Report to add budget for pavement marking and crack filling, adding to the MFT projects for this year. Seeking consideration on Consent at next City Council Meeting.

DIRECTION: Add to the Consent Agenda for the July 17, 2019 City Council meeting

NEW BUSINESS

•Middle Alignment – meeting is planned for June 20, in which it is expected that the Middle Alignment would be rescinded.

•Lockport Homer Youth Theatre – presenting Frozen this weekend. First theater group in Illinois to get permission by Disney to perform Frozen.

•Lighting downtown – Brent Cann updated Council on the status of lighting. The City has received several free LED bulbs and LED fixtures that will be installed for review. Based on the change-out, and feedback, the City will make a decision on what to pursue.

•State Street – close to the end of the project; work at 9th and State. The City is working diligently; mast arms are expected for an August completion. Regarding budget and funding, the project is approximately $300,000 under budget. As a result of the surplus, engineering will be seeking consideration for some work on curb and gutter work in specific spots within the City.

•City Well – The well is in-place; initial tests have taken place. In July, engineering will present to Council to go to bid for treatment facility. Expectation is that within 18 months we should have a functioning well.

•Division by Prime – within next week directional drilling is scheduled for additional pipes.

•Discussion among the Council regarding the possibility of adding flashing crossing lights. These lights have been banned in Illinois. Other discussions and ideas are being considered for specific spots where there may be no crossing area, or need more visibility.

•Railroad crossing arm will be installed by CN by end of July.

MOTION BY GILLOGLY, SECONDED BY SABAN, TO ADJOURN THE CITY COUNCIL MEETING, AT 7:26 PM. VOICE VOTE ON THE MOTION. MOTION CARRIED.
