FINANCE COMMITTEE MEETING of the City of Joliet, Illinois was held on Tuesday, June 19, 2019 at 5:30 p.m. in the Executive Conference Room, Second Floor, Joliet Municipal Building, 150 W. Jefferson Street, Joliet, Illinois.

1. Roll Call

PRESENT: Councilman Michael F. Turk, Councilman Pat Mudron, Councilwoman Sherri Reardon.

ABSENT: None.

ALSO PRESENT: Councilwoman Jan Hallums Quillman, Director of Finance James Ghedotte, Director of Human Resources Kathy Franson, Public Assets Supervisor Mike Eulitz, Budget Officer Kenneth R. Mihelich, Area Executive Vice President of Gallagher Benefit Services Phil Algozino, Area Vice President of Gallagher Benefit Services Tim Mooney, and Journalist for The Herald News Rachel Barks.

2. Approval of Minutes – Regular Meeting – May 21, 2019

Motion to approve the minutes of the May 21, 2019 Finance Committee Meeting was made by Councilman Pat Mudron.

Motion seconded by Councilwoman Sherri Reardon.

Motion carried by the following vote:

AYES: Councilman Michael F. Turk, Councilman Pat Mudron, Councilwoman Sherri Reardon.

NAYS: None.

3. Citizens to be Heard on Agenda Items

None.

4. Authorization to Award Contract for Comprehensive Benefit Consulting/Broker Services

Director of Human Resources Kathy Franson reviewed the Authorization to Award Contract for Comprehensive Benefit Consulting/Broker Services. Discussion held regarding Gallagher Benefit Services.

Motion to recommend Authorization to Award Contract for Comprehensive Benefit Consulting/Broker Services was made by Councilwoman Sherri Reardon.

Motion seconded by Councilman Pat Mudron.

Motion carried by the following vote:

AYES: Councilman Michael F. Turk, Councilman Pat Mudron, Councilwoman

Sherri Reardon.

NAYS: None.

5. Monthly Financial Report

Director of Finance James Ghedotte briefly reviewed the Invoices Paid Report.

Motion to approve the Monthly Financial Report, Personnel Summary, Travel Expense Report and Invoices Paid Report was made by Councilman Pat Mudron.

Motion seconded by Councilwoman Sherri Reardon.

Motion carried by the following vote:

AYES: Councilman Michael F. Turk, Councilman Pat Mudron, Councilwoman Sherri Reardon.

NAYS: None.

9. Old/New Business – (not for final action or recommendation)

a. Update on Fleet

Mr. Ghedotte gave an update on the fleet. Brief discussion held regarding the fleet. Further discussion held on the timeline of the budget and audit as well as the gas tax.

10. Public Comments

None.

11. Closed Session – If required; to discuss personnel, collective bargaining, land acquisition or conveyance and pending or threatened litigation after which the meeting will be adjourned.

None.

Motion to adjourn 12. Adjournment was made by Councilman Pat Mudron.
