City of Wilmington City Council met May 21.

Here is the minutes provided by the council:

Call to Order

The Regular Meeting of the Wilmington City Council on May 21, 2019 was called to order at 7:00 p.m. by Mayor Roy Strong in the Council Chambers of the Wilmington City Hall.

Roll Call

Upon Roll Call by the Clerk the following members of the corporate authorities answered “Here” or “Present”:

Aldermen Present Persic, Kirwin, Combes, Vice, Butler, Dietz, Studer, Tenn

Quorum

There being a sufficient number of members of the corporate authorities in attendance to constitute a quorum, the meeting was declared in order.

Other Officials in Attendance

Also, in attendance were the City Administrator/Deputy City Clerk Joie Ziller, City Clerk James W. Studer, Director of Public Works Darin Fowler and Attorney Bryan Wellner, Police Chief Phillip Arnold

Approval of Minutes

Alderman Combes made a motion and Alderman Dietz seconded to approve the May 7, 2019 Regular City Council meeting minutes, as amended, and have them placed on file.

Upon roll call, the vote was:

AYES: 8

NAYS: 0

The motion carried.

Mayor’s Report

No Report

Public Comment

Public Comment was made by a number of citizens. The topic of all of the comments were the water billing issues. The list of those making comment are as follows.

The next scheduled meeting is Tuesday, June 11, 2019 at 5:30 p.m.

Finance, Administration & Land Acquisition Committee

1. Alderman Studer made a motion and Alderman Butler seconded to approve the Accounts Payable reports dated February 5, 2019.

Upon roll call, the vote was:

AYES: 8 Studer, Butler, Persic, Kirwin, Vice, Combes, Deitz, Tenn 

NAYES: 0

ABSENT: 0

The motion carried.

2. Alderman Deitz made a motion and Alderman Kirwin seconded to Approve Ordinance No. 19-05-21-01 – An ordinance Approving the Issuance of Supplemental TIF Note 1

Upon roll call, the vote was:

AYES: 8 NAYES: 0 ABSENT: 0

The motion carried

The Next Scheduled Meeting is Tuesday, June 18, 2019 at 6:00PM Ordinance & License Committee

The next scheduled meeting is Tuesday, June 11, 2019 at 6:00 p.m.

Personnel & Collective Bargaining Committee

Alderman Persic made a motion and Alderman Butler seconded to Approve the Hire of Martin E. Haderlein as a Patrolmen for the Police Department as classified in the Metropolitan Alliance of Police Chapter #129.

Upon roll call, the vote was:

AYES: 8

ABSENT: 0

Executive Session

Alderman Persic made a motion and Alderman Butler seconded to go into Executive Session at 7:15 p.m. to discuss the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Specific Employee(s) [5 ILCS 120/2(c)(1)]

Upon roll call, the vote was:

AYES: 8 Persic, Butler, Kirwin, Vice, Combes, Dietz, Tenn, Studer 

NAYES: 0

ABSENT: 0

The motion carried.

Alderman Persic made a motion and Alderman Butler seconded to move to close Executive Session at 8:08 p.m.

Upon roll call, the vote was:

AYES: 8 Persic, Butler, Kirwin, Vice, Combes, Dietz, Tenn, Studer 

NAYES: 0

ABSENT: 0

Executive Action

Alderman Persic made a motion and Alderman Butler Seconded to Approve the Hire of a Full- Time Administrative Assistant, Trisha Hoppenrath, at the Wilmington Police Department

Upon roll call, the vote was:

AYES: 8 Persic, Butler, Kirwin, Vice, Combes, Dietz, Tenn, Studer 

NAYES: 0

ABSENT: 0

Adjournment

Motion to adjourn the meeting made by Alderman Butler and seconded by Alderman Kirwin. Upon voice vote, the motion carried. The Regular Meeting of the City of Wilmington City Council held on May 21, 2019 adjourned at 8:15 p.m.
