Wilmington City Council met May 7.

Here is the minutes provided by the council:

Call to Order

The Regular Meeting of the Wilmington City Council was called to order at 7:00 p.m. by Mayor Roy Strong in the Council Chambers of the Wilmington City Hall.

Roll Call

Upon Roll Call by the Clerk the following members of the corporate authorities answered “Here” or “Present”:

Aldermen Present Kirwin, Vice, Combes, Persic, Studer, Evans, Butler

Alderman Absent Tutor

Quorum

There being a sufficient number of members of the corporate authorities in attendance to constitute a quorum, the meeting was declared in order.

Other Officials in Attendance

Also, in attendance were the City Clerk James W. Studer, City Administrator/Deputy City Clerk Joie Ziller, and Attorney Bryan Wellner, Police Chief Phillip Arnold

Approval of Minutes

Alderman Combes made a motion and Alderman Kirwin seconded to approve the April 16, 2019

Regular City Council meeting minutes, as amended, and have them placed on file.

Upon roll call, the vote was:

AYES: 7 Combes, Kirwin, Studer, Persic, Evans, Vice, Combes, Butler

NAYES: 0

ABSENT: 1 Tutor

The motion carried.

Swearing of Reelected and Newly Elected City Officials

 Mayor Strong Recognized and presented a certificate to Retiring Alderman Steve Evans

 Mayor Strong swore into Office Newly Elected and Reelected Aldermen Kevin Kirwin, Dennis Vice, Floyd Combes, Ben Dietz, and Jake Tenn.

 After their swearing the Aldermen took their seats.

Quorum

There being a sufficient number of members of the corporate authorities in attendance to constitute a quorum, the meeting was declared in order.

Public Hearing

Alderman Persic made a motion and Alderman Butler Seconded a motion to Enter Public Hearing.

Upon roll call, the vote was:

AYES: 8 Persic, Butler, Kirwin, Combes, Vice, Dietz, Studer, Tenn

NAYES: 0

ABSENT: 0

The motion carried.

Mayor Strong discussed details of the annexation of the property owned by Tyler Issert at Kahler Road & Chesson Court (PIN 09-18-31-300-023-0010 & 09-18-31-300-023-0020) into the Corporate Limits of The City of Wilmington. City Attorney Bryan Wellner elaborated in detail about this annexation.

Alderman Persic made a motion and Alderman Butler seconded to Exit Public Hearing at 7:14 PM.

Mayor’s Report

1. First Responders Appreciation Day hosted by Bob Bolser Country Financial is May 18, 2019 from 11AM to 2PM in the City Hall Parking Lot

2. Approve Tag Day Request - American Legion, Lester Smith Post 191 on May 24, 2019 from 11AM to 12PM

3. American Legion Memorial Day Parade is May 25, 2019 at 11:30AM

4. The City of Wilmington 2018 Annual Water Quality Report is now available. Copies are available at City Hall or downloaded from the city’s website.

Public Comment

Former Alderman Steve Evans Thanked the City of Wilmington for putting up banners in town in the Route 66 District.

Bill Weidling reported that the Wilmington High School was sending the Power Lifting Team to State Competition. He also reported on updates to the Historical Society Building.

Planning & Zoning Commission

1. Alderman Butler made a motion and Alderman Persic seconded to Approve Ordinance No. 19-05-07-01, An Ordinance Annexing Certain Territory to the Corporate Limits of the City of Wilmington, Will County, Illinois.

Upon roll call, the vote was:

AYES: 8 Butler, Persic, Kirwin, Combes, Vice, Dietz, Studer, Tenn

NAYES: 0

ABSENT: 0

The motion carried.

2. Alderman Kirwin made a motion and Alderman Persic seconded to Approve Ordinance No. 19-05-07-02, An Ordinance Rezoning Certain Property and Granting Variances for Lot Size and the Construction of an Accessory Structure Prior to Construction of Principal Building.

Upon roll call, the vote was:

AYES: 8 Kirwin, Persic, Combes, Vice, Butler, Dietz, Studer, Tenn

NAYES: 0

ABSENT: 0

The motion carried.

3. Alderman Vice made a motion and Alderman Butler seconded to Approve Ordinance No. 19-05-07-03, An Ordinance Approving and Authorizing the Execution of an Annexation and Development Agreement Between the City of Wilmington and Tyler Issert.

AYES: 8 Vice, Butler, Persic, Kirwin, Combes, Vice, Dietz, Studer, Tenn

NAYES: 0

1. Alderman Studer made a motion and Alderman Combes seconded Approve the Accounts Payable Report Dated April 30, 2019 and the Accounts Payable Report Date May 7, 2019 as Presented by the City Accountant.

2. Alderman Studer made a motion and Alderman Kirwin seconded to Approve Ordinance No. 19-05-07-04, An Ordinance Calling for a Public Hearing and a Joint Review Board Meeting to Consider Revising the Boundaries of the Redevelopment Project Area for the Wilmington Ridgeport Logistics Center Intermodal Facility Terminal Area (TIF District No. 2), and Amending the Redevelopment Plan and Project for the Wilmington Ridgeport Logistics Center Intermodal Facility Terminal Area (TIF District No. 2)

1. Alderman Persic made a motion and Alderman Combes seconded to Approve the hire of Lynn Rung, City Hall Fiscal Clerk Utility Billing as classified in the American Federal of State, County and Municipal Employees Collective Bargaining Agreement with a start date of May 13, 2019

1. Alderman Persic made a motion and Alderman Combes seconded to Seek and Hire one Full Time Police Officer.

NAYES: 1 Dietz

ABSENT: 0

2. Alderman Butler made a motion and Alderman Persic seconded to approve a 1.8% raise for City Administrator Joie Ziller

ABSENT: 0

3. Alderman Kirwin made a motion and Alderman Vice Seconded to approve a 1.8% raise for Accountant Kim Doglio.

NAYES: 0

ABSENT: 0

4. Alderman Combes made a motion and Alderman Butler seconded to approve seeking and hiring a part time Records Clerk at The City of Wilmington Police Department.

NAYES: 0

ABSENT: 0

5. Alderman Tenn made a motion and Alderman Butler seconded to Approve a 2.5% raise and a one-time stipend of $1,500 for Teresa Fisher.

NAYES: 0

ABSENT: 0

The motion carried.

6. Alderman Vice made a motion and Alderman Kirwin seconded to approve a 1.8% raise for Chief of Police Phillip Arnold.
