PRESENT : Mayor Robert O’Dekirk, Councilman Don "Duck" Dickinson,Councilman John E. Gerl, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilman Michael

  1. PRESENTATIONS:

    A. Introduction of Four Newly Appointed Deputy Police Chiefs

    Police Chief Al Roechner introduced the four newly appointed Deputy Police Chiefs Marc Reid, Mike Batis, John Perona, and Darrell Gavin- Deputy Chief of Investigations. Each Deputy Chief thanked the Mayor and Council for the opportunity to serve the City of Joliet in this capacity.

    None

IV. APPROVAL OF AGENDA:

Motion to approve the Agenda as written with the following change: Move Council Memo #664-18: COUNCIL MEMO #664-18 Ordinances Approving the 2019 Annual Budgets for the City of Joliet, the Joliet Public Library, and the Foreign Fire Insurance Board to be voted on first under Ordinances was made by Councilman Michael F. Turk.

Motion seconded by Councilwoman Jan Hallums Quillman. 

Motion carried by the following vote:

AYES: Councilman Don "Duck" Dickinson, Councilman John E. Gerl, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilman Michael F. Turk

A communication from the City Manager contained his recommendation that he be authorized to: 1) Fill one Winter Intern position in the Public Utilities Department, 2) Fill two Police Patrol Officer positions, 3) Fill two Police Lieutenant positions, and 4) Fill two Police Sergeant positions and any subsequent vacancies which may occur.

D. COUNCIL MEMO #652-18: Regular Payroll for August 17 - August 30, 2018 - $3,398,837.39

The Biweekly Payroll Summary Reports of the total cost of regular salaries for the period August 17 through August 30, 2018, including a Summary of Overtime and an Overtime Budget Status Report, were accompanied by a recommendation from the City Manager that said Regular Payroll be approved.

E. COUNCIL MEMO #653-18: Regular Payroll for August 31 - September 13, 2018 - $3,452,320.51

The Biweekly Payroll Summary Reports of the total cost of regular salaries for the period August 31 through September 13, 2018, including a Summary of Overtime and an Overtime Budget Status Report, were accompanied by a recommendation from the City Manager that said Regular Payroll be approved.

F. COUNCIL MEMO #654-18: Regular Payroll for September 14 - September 27, 2018 - $3,518,337.23

The Biweekly Payroll Summary Reports of the total cost of regular salaries for the period September 14 through September 27, 2018, including a Summary of Overtime and an Overtime Budget Status Report, were accompanied by a recommendation from the City Manager that said Regular Payroll be approved.

G. COUNCIL MEMO #655-18: Regular Payroll for September 28 - October 11, 2018 - $3,310,489.08

The Biweekly Payroll Summary Reports of the total cost of regular salaries for the period September 28 through October 11, 2018, including a Summary of Overtime and an Overtime Budget Status Report, were accompanied by a recommendation from the City Manager that said Regular Payroll be approved.
