A. Announcement and Oath of Al Roechner as Joliet Police Chief

The City Manager appointed Al Roechner as the Chief of Police.

Christa Desiderio, City Clerk, administered the Oath of Office for Chief Roechner.

Nancy Roechner pinned Chief Roechner with his badge.

Al Roechner thanked the Mayor, Council, and City Manager for giving him the opportunity to serve Joliet as Chief of Police.

B. Discussion on the City Manager’s Proposed 2019 Budget

The City Manager briefly discussed changes to the proposed budget.

Jim Ghedotte, Finance Director, gave a presentation on the 2019 Proposed Budget.

A brief discussion was held regarding the proposed 2019 Budget.

The City Manager stated the applicant's attorney requested this item be tabled to the January 15, 2019 Council Meeting.

The City Clerk advised that this is a Public Hearing so any public comments would be in order at this time

Mayor O’Dekirk opened the Public Hearing and asked if there were any comments.

XII. CITY MANAGER:

The City Manager highlighted the Thanksgiving Parade. He discussed the "At Your Door Program" for electronics and household hazardous waste by Waste Management. He recognized Lt. Robert Brown for his work arresting suspects of a 7-Eleven robbery.

Per Mayor O'Dekirk's request, the City Manager explained the City's holiday lights map on the City's website.

XIV. PUBLIC COMMENTS:

William Stanford, Terminal Operator, spoke in opposition of Council Memo #634- 18: Resolution Imposing a Moratorium on the Issuance of Class V Permits East of Route 59 (Video Gambling in Liquor Establishments).

Peggy Randall spoke regarding pet concerns and COUNCIL MEMO #630-18: Ordinance Amending Chapter 6, Section 6-6, Cruelty to Animals by Adding Three Further Restrictions.

XV. MAYOR AND COUNCIL COMMENTS:

Councilwoman Gavin thanked the Joliet Police Department for their Shop with a Cop event.

Councilman Hug discussed a fundraising event for Forest Park Community at Plainfield South High School. He congratulated JCA on their State Football Championship.

Councilwoman Quillman highlighted the Shop with a Cop event.

Mayor O'Dekirk highlighted the Shop with a Cop event, Slammers open house toy drive, Cornerstone champagne luncheon, story time with Santa at the library, Light-Up the Holidays Parade. Mayor O'Dekirk congratulated JCA football team for their State Football Championship. He congratulated and highlighted the swearing-in of Circuit Judges David Garcia and Vincent Cornelius. He also highlighted the ribbon cutting of the Beef Shack.
