INVOCATION: Rabbi Charles Rubovits, Joliet Jewish Congregation, 250 N. Midland Avenue

Councilman Mudron gave the invocation.

II. PRESENTATION:

A. Rialto Square Theatre – Valerie Devine, Executive Director

Jeff Pierson, Vice President of the Rialto Board, thanked the Mayor and Council for their support of the Rialto and introduced Jim Roolf with the City Center Partnership.

Jim Roolf, on behalf of the City Center Partnership, briefly discussed the Rialto Square Theatre, the City's recommitment to supporting the theatre, and the commitment of City Center Partnership.

Val Devine, Executive Director – Rialto Square Theatre, gave an overview of the Rialto budgets, development and sponsorships, programming highlights, community outreach, and patron’s comments.

Councilwoman Gavin thanked Val, Rialto staff, and the Board of Directors for their work.

B. Introduction of John Wilson - Vice President of Sales/Marketing – Joliet Slammers

Mr. Wilson introduced himself and committed to improving customer service, attendance, and promotions; as well as hosting more community nights at the Route 66 Stadium.

1. Proclamation Honoring the Joliet Junior College 93’-94’ NJCAA Men’s Division 2 Basketball National Champions on their 25th Anniversary

PROCLAMATION - JJC MEN'S BASKETBALL

Councilwoman Quillman read a Proclamation issued by Mayor O'Dekirk honoring the Joliet Junior College 93’-94’ NJCAA Men’s Division 2 Basketball National Champions on their 25th Anniversary.

David Dwyer accepted and thanked the Mayor and Council for their recognition.

2. Proclamation Honoring - Including You Inc.

PROCLAMATION - INCLUDING YOU, INC.

Councilwoman Gavin read a Proclamation issued by Mayor O'Dekirk Honoring - Including You Inc.

Julia Alexandra accepted and thanked the Mayor and Council for their recognition. She also recognized and thanked all those who sponsor Including You Inc. and those individuals working with her.

Councilman Hug entered the meeting at 5:50 p.m.

IV. APPROVAL OF AGENDA:

Motion to approve with the following changes: Remove COUNCIL MEMO #574-18: Request for Authorization to Award a Contract for the 2018 – 2019 Snow Removal for the Downtown City Center Area and the Commuter Lot Area and remove COUNCIL MEMO #580-18: Request for Authorization to Award a Contract for Elevator Maintenance for 2019-2021 from the Agenda was made by Councilwoman Bettye Gavin.

V. CITIZENS TO BE HEARD ON AGENDA ITEMS:

John D'Attomo, attorney representing the petitioner of Council Memo #566-18: Ordinance Approving a Special Use Permit to Allow a Staffing and Recruitment Office within an Existing Tenant Space, Located at 423 Collins Street, discussed Innovative Staffing, the proposed location for the staffing agency, and the placement of Joliet residents in permanent positions.

A brief discussion was held regarding employees of Innovative Staffing, their pay scale, health benefits, and ability to be hired full time by the actual company.

Roberto Jesus Clack, spoke regarding labor standards associated with staffing agencies and warehouses.

Ann Baskerville spoke regarding the two proposed staffing agencies.

Charlotte Droogan spoke regarding staffing agencies and warehouse workers.

Charles Lovett spoke regarding staffing agencies and warehouse workers.

Tim Bell with Chicago Worker’s Collaborative spoke regarding staffing agencies and warehouse workers.

Robert Hernandez spoke regarding staffing agencies.

Ms. Smith spoke regarding staffing agencies.

Sonia Diodata, HR Metrics, discussed the operations of her staffing agency.

Alicia Feliciano spoke regarding staffing agencies.

Councilwoman Gavin encouraged residents to vote.

Councilman Hug and Interim City Manager briefly discussed City flags.

XIV. PUBLIC COMMENTS:

Robert Hernandez spoke regarding comments made during the meeting.

Wayne Horne spoke regarding flags displayed by the City. He invited all to the Veterans Day Ceremony on Sunday, November 11, 2018 at the Will County Courthouse.

XV. MAYOR AND COUNCIL COMMENTS:

Councilman Dickinson highlighted Pink Heels. As a part of the Pink Heels program, both Councilman Dickinson and Councilwoman Gavin asked for prayer for a child.

Mayor O'Dekirk highlighted the ribbon cutting at Nowell Park, tour of the Barber building, Greentown Will County event, ceremony at Cantigny Post by the Will County building trades, African-American Business Association Dinner, Project Acclaim event, Joliet Jewish Congregation Solidarity Sabbath event, and street naming for Margaret Graves.

XVI. CLOSED SESSION to discuss the following subjects:

Motion to enter closed session to discuss personnel, collective bargaining, land acquisition or conveyance and pending or threatened litigation after which the meeting will be adjourned was made by Councilwoman Jan Hallums Quillman.
