Mr. Navarro gave a brief update of the 2018 Joliet Marketing Media Plan, campaign partners, campaign objectives and programming.

John Sheridan spoke regarding Council Memo #371-18 (A & B): A: Ordinance Amending the 2018 Annual Budget for the City of Joliet in the Amount of $50,000 for Operational Expenses Related to the Joliet Area Historical Museum Operations at the Joliet Correctional Center and B: Resolution Authorizing Execution of a Memorandum of Understanding Between the City of Joliet and the Joliet Area Historical Museum for Operations at the Joliet Correctional Center and concerns with the Memorandum of Understanding with the Joliet Historical Museum and possible cost saving options.
Heather Mills, General Manager, gave a brief update on the Slammers season and upcoming events planned for the stadium.
Mike Hansen, Attorney for the Slammers, spoke regarding the current lease terms.

The Deputy Liquor Commissioner gave a brief update on this Council Memo.

A. Council Memo #367-18: Annexation of 197 Acres Located at the Northeast Corner of Schweitzer Road and South Chicago Street, Classification to I-1 Zoning and Approval of an Annexation Agreement (A- 10-18) (WITHDRAWN)
The City Manager stated the petitioner withdrew this item.

The City Manager gave a brief overview of this Council Memo stating a condition of all illuminated signage be turned off by 10 p.m.
2. Council Memo #370-18: Ordinance Amending the 2018 Annual Budget for the City of Joliet for GIS Software License Maintenance in the Amount of $38,024.66 to Environmental Systems Research Institute (ESRI)
The City Manager gave a brief overview of this Council Memo. A brief discussion was held regarding centralizing software management.
3. Council Memo #371-18 (A & B): A: Ordinance Amending the 2018 Annual Budget for the City of Joliet in the Amount of $50,000 for Operational Expenses Related to the Joliet Area Historical Museum Operations at the Joliet Correctional Center and B: Resolution Authorizing Execution of a Memorandum of Understanding Between the City of Joliet and the Joliet Area Historical Museum for Operations at the Joliet Correctional Center
Deputy City Manager, Steve Jones gave a brief update on the progress at the prison.
Joliet Historical Museum Director Greg Peerbolte discussed the Inaugural Tour Program, including tour objectives, background, proposed fee structure, income composition forecast, expense composition forecast, guest safety, tour process, tour route, and an update of the grounds.
A lengthy discussion was held regarding the operations of the Joliet Correctional Center and the Memorandum of Understanding.
4. Council Memo #372-18: Ordinance Adding Chapter 20, Conditions Detrimental to Health - Public Nuisance, Article I, Nuisances, Division 3, Feeding of Wild Animals and Waterfowl (Regulations on the Feeding of Wild Animals and Waterfowl)

Mr. Hernandez spoke regarding the Cunningham neighborhood and his support for the prison project and Joliet Police.
Mr. John Sheridan spoke regarding safety concerns in the City.
Police Chief Brian Benton spoke in response to the safety concerns shared by John Sheridan.

Motion to enter closed session to discuss personnel, collective bargaining, land acquisition or conveyance, pending or threatened litigation, and discussion of closed meeting minutes after which the meeting will be adjourned was made by Councilwoman Jan Hallums Quillman.
