The Village of Channahon Committee of the Whole met June 4.

Here is the minutes provided by the Committee:

Village President Protem Greco called the meeting to order at 6:00 p.m. with Trustees Host, McMillin, Perinar, Scaggs and Slocum present.

Also present were Village Administrator Tom Durkin, Director of Community Development and Information Systems Mike Petrick, Finance Director Heather Wagonblott, Chief of Police Shane Casey, Director of Public Works Ed Dolezal, Village Attorney David Silverman and Village Clerk Kristin Hall.

VP Protem Greco informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.

Village President:

Recognition – Officer Liebermann

VP Protem honored Officer Liebermann for his work on May 13th that led to the arrest of two people and seizure of sizeable amount of marijuana and ecstasy pills. He stated that Officer Liebermann’s dedication and approach to policing is one to be emulated for anyone who chooses law enforcement as a career.

Chief Casey presented Officer Liebermann with a certificate of accommodation and stated it wasn’t that long ago that Officer Liebermann was sworn in. He stated since that time he has done great things for the department and community.

Administration Department:

Durkin stated he had no formal items. He stated on Wednesday, June 6th at 7: 00 p.m. at St. Ann’s will be the first Comprehensive Plan Workshops. He stated the workshop is expected to last 1 1⁄2 hours and they are hoping for a large turnout. He further stated that on both June 6th and June 13th, Houseal Lavigne will be conducting interviews all day with key people identified by the Comprehensive Plan steering committee. He also stated that on June 13th, there would be a Business Workshop at 7:30 a.m. at the Village Hall. He stated this will not be the only opportunity for the public and businesses to be involved and provide input. There is a website dedicated to the comprehensive plan update and the links can be found on the Village website. He stated the opportunity for input will always be there.

Community Development & Information Systems:

Discussion – An Ordinance Authorizing the Execution of an Annexation Agreement between the Village of Channahon and Love’s Travel Stops and Country Stores – 2nd Read

Discussion – An Ordinance Annexing Certain Territory to the Corporate Limits of the Village of Channahon, Will and Grundy Counties, Illinois (Love’s) – 2nd Read

Discussion – An Ordinance of the Village of Channahon, Will and Grundy Counties, State of Illinois Rezoning certain Property to C-4 Automotive Service District and Granting a Special Use Permit for a Planned Unit Development (“Love’s Travel Stops and Country Stores”) – 2nd Read

Petrick stated the first three items on the agenda are all related to the Love’s development at Bluff Road and I-55. He stated the ordinance authorizing the execution of the annexation agreement was passed out as it was inadvertently left out of the packet. He further stated that there have been some changes. He stated he is looking to have the ordinance approved, contingent on final staff and attorney approval. He stated he will go over the changes. He stated the modification of the agreement includes changing the timing of the improvements. He further stated in the event that IDOT becomes involved with the signalization and roadway improvements that definitely introduces delay so the language was modified to allow three years for the improvements to be completed if IDOT gets involved and the Village’s participation in the reimbursement for the signal will not begin until the signal is actually installed. He stated that the landscape exhibit would need to be modified to show the decorative fence that was discussed last week. He also stated a few details need to be added with the current owner information. He stated these are the only changes to the ordinance since 1st read and that there have been no changes to the site plan. He stated the second and third item would be deferred as the Annexation states the Village will not execute those until Love’s closes on the property. He stated once notification is received from Love’s that they have closed on the property, those two items will be placed on the consent agenda of the next board meeting.

Discussion – Purchase Replacement Vehicle for Community Development Department

Petrick stated in the Fiscal Year 2018-2019 Budget, $26,500 has been allocated for a replacement vehicle in the Community Development Department, replacing a 2007 Dodge Dakota. He further stated several vehicles were examined, including trucks, SUVs and sedans. He stated it was found that the most versatile of the vehicles currently offered through purchasing cooperatives was the Ford Explorer with 4-wheel drive configuration. He also stated the SUV provides the necessary utility space needed for the Code Enforcement Officer and beneficial passenger space for economic development and administrative needs. He stated that pricing for the vehicle was examined through the South Suburban Purchasing Cooperative, as well as the Illinois State Purchase Contract. He stated that the state contract is the lower priced option, however, the state contract was issued through Wright Automotive, which since has gone out of business. He stated the State of Illinois and Ford Motor Company selected Morrow Brothers Ford to fulfill orders but at a higher price of $1,220 over the original contract with Wright Automotive. He stated the higher price has put the total purchase slightly over budget by $1,130 for a total of $27,630.

Discussion – Approval of Resolution Granting a Six Month Extension – Casey’s General Stores Car Wash Special Use Permit

Petrick stated Ordinance 1908 passed by the Village Board in late November 2017, rezoned property and granted a Special Use Permit for a car wash facility for the construction of the new Casey’s General Store, located just east of the old facility. He further stated that pursuant to the ordinance, Village Code and a letter received from Casey’s, an extension of the Special Use Permit for a car wash for 6 months is being requested as Casey’s moves through the various approvals necessary to begin construction of this new facility within the Village.

Finance Department:

Wagonblott stated she had no formal items.

Police Department:

Chief Casey stated he had no formal items.

Public Works Department:

Discussion – IDI Gazeley (Channahon Corporate Center) – Acceptance of Public Improvements and Release of Improvement Completion Guarantee-

Dolezal stated this guarantee is held as a single bond and was previously reduced to its 20% minimum on June 26, 2017. He stated in accordance with Subdivision and Development Regulations, the developer has requested the Village release the currently held Improvement Completion Guarantee (ICG) and accept public improvements consisting of: curbed roadway with storm sewer, water main, sanitary sewer main, sanitary force main, and a sanitary lift station. He further stated per Village Ordinance, acceptance of public improvements and release of the ICG must include provision of a 2 year Maintenance Guarantee at 20% of the original ICG. He stated the developer has agreed to provide a maintenance guarantee in the amount of $1,165,800.00.

Discussion – Hiring Contractor to Replace a Defective Coil in a Condensing Unit at the Municipal Center-

Dolezal stated a leak has existed in the coil of a condensing unit serving the Municipal Center for the last couple years. He stated our work around to the replacement of the coil has been to refill the system with refrigerant as needed. He further stated that in order to ensure operation of the HVAC at the Municipal Center it is now time to replace the leaking coil for a more permanent fix. He also stated the work was budgeted for this fiscal year, a proposal from Johansen and Anderson was received, in the amount of $22,295.
