Mayor’s Report:

Liaison’s Reports:

1. Alderman Darren Deskin requested an update on the Water Bill report. Brent Cann provided an update on the report, which can be confusing to read. In the future, the document will be summarized, and more understandable. In summary, the bill in the latest water bill showed that there were no violations in the prior year. Clarification requested about “normal ranges” which are governed by governmental regulations; details will be provided in the next meeting for the latest report.

2. Alderman Darren Deskin requested an update on how the City is under budget. Finance Director, Lisa Heglund shared that a report that the City is $985K below the forecasted CIP. Which projects on the CIP may be able to be scheduled? Some of the resurfacing projects from future years can be scheduled; projects at 8th and Valley, or the project at Summit may be good candidates to bring back to City Council for consideration.

3. Alderwoman Renee Saban provided an update on the Lockport Live Derby Dash. Great attendance and a fun night. More fun events to come!

4. Alderwoman Catherine Perretta provided an update on the Lockport Police Dunkin Donuts event. Lockport Police are seeking volunteers to participate in this year’s annual dunking fundraising event.

5. Mayor Steve Streit shared details about the City’s Intern program. Mayor Steve acknowledged and thanked the interns for the following interns, who were present:

a. Alivia, Summer Art Series Intern

b. Adriana, Lockport Chamber Intern

c. Andrew Smigelski, City Council Intern

d. Diana Zimmerman, Planning & Zoning Intern

Staff Reports:

Amending Chapter 30 of the Lockport Code of Ordinances as it pertains to the City Council and City Officials/Ordinance No. 18-023-

City Attorney, Sonni Williams, provided details of the Amendment to Chapter 30. The recommended amendments would update the City’s antiquated Ordinance, and would allow for updates provided in the Open Meetings Act. One of the updates would, under specific circumstances, allow Council members the ability to attend Council meeting remotely. Specific conditions will apply, including a 48 hours advance notice for remote attendance at a City meeting and under specific reasons such as illness, business or City reason, or family emergency, and a quorum at Council has to approve the member to participate. Additional amendments include the elimination of the appointment of the City Attorney on an annual basis, bond requirements, and oath requirements for non-elected City employees.

Requesting the approval of the Ordinance amendment at the next City Council meeting.

Action: Add as a Consent Item on the City Council Meeting on June 6.

Amending Chapter 111 of the Lockport Code of Ordinances as it pertains to the Number of Licenses and Limitations on Number of Classes of Liquor Licenses/ Ordinance No. 18-024-

City Attorney, Sonni Williams, provided details of a request by Pops to serve liquor. The City has a limit to the number of liquor license. Pops has requested single servings of beer or wine for on-site consumption. Pops is a family-friendly environment, that is open until 9 pm at the latest.

Requesting the approval of the Ordinance amendment at the next City Council meeting.

Action: Add as a Consent Item on the City Council Meeting on June 6.

Tentative Budget Calendar Fiscal Year 2019 (January 2019 - December 2019)-

Finance Director, Lisa Heglund, presented an update on the Budget Calendar. Details to be provided at an upcoming Council meeting with the goal of seeking to have the budget approved by December 5.

Final Development Plans - Phase One, Final Subdivision Plat-Overall, & Plat of Dedication for an Industrial Business Park/west of I-355, south of 143rd, east of Archer Avenue, and north of 151st Street/Prologis LP-

Director of Community & Economic Development, Pamela Hirth, presented the Finnal Development Plans, Final Subdivision Plat and Plat of Dedication for Prologis. Phase 1 will include construction of public roadway, re-construction of detention basins, parking, landscape and utilities. The project includes 5 buildings, 4 outlots that are transitional buffer areas, parking areas, dock doors

The final development plan is in compliance. The project was presented to Plan & Zoning on May 2, and approved the plan subject to conditions. Staff is seeking direction to place this item on the June 6 Council agenda for final consideration.

Members of the Prologis Team are available to answer any questions.

The deep well in the area of Prologis will have no impacts to the deep wells; shallow wells will replenish naturally. After digging the well, City Engineering will evaluate if there are any concerns.

Regarding the bike path, the $50K donation from Prologis will be donated for a bike path, the location of which is yet-to-be decided, but it will not be located by Smith Road.

Additional clarification related to the process and timing of requesting permits and when construction can begin.

Public comments:

1. Roy Adcock 16356 W 146th Place, Lockport Heights, addressed the Council to express his concerns about filtration and deep well issues in the area, bike path concerns by Smith Road.

15th Street to 18th Street (Hamilton to Madison) Design Engineering Services-

Director of Public Works, Brent Cann, presented an update on the four different projects that had been planned over four years, condensed down to 1 bid, 1 construction season, 1 set of permits. The City had originally budgeted each of the projects, by consolidating them the cost is significantly reduced. Design will take place in the next 6-8 months; work is expected to be completed in the year 2020, and will go out to bid in December, 2019. The funding for these projects is the result of the City’s recent bond sale.

Action: Add as a Consent Item on the City Council Meeting on June 6.

Public Comments:

1. Mary Lou Miller, address the Council regarding the process of applying to participate in the

Old Canal Days event, and challenges with Karen Yackley at Kraft Show Productions.
