V. Council Committee Reports:
A. CTIS
Councilwoman Quillman stated the CTIS Committee gave their report at the Pre-Council Meeting yesterday.
B. Diversity & Community Relations
Councilwoman Gavin stated the Diversity & Community Relations Committee met May 29, 2018 at 4:00 p.m. and heard a presentation and request from Cornel Darden with the African-American Business Association (AABA) asking the City to do a disparity study. She stated staff is researching firms and the cost for the study. Once staff has complied the results the Committee will hold another meeting.
C. Public Safety
Councilman Gerl stated the Public Safety Committee met this evening in the Executive Conference room to discuss numerous items, including Council Memo #297-18: Resolution Authorizing Execution of an Intergovernmental Cooperation Agreement Between the City of Joliet and the Joliet Park District (Taste of Joliet) and Council Memo #306-18: Request for Authorization to Amend the 2018 Budget and to Purchase One E-One Typhoon Fire Engine for the Fire Department from Fire Service Incorporated for $586,429, which the Council will be taking action on today.
D. Public Service
Councilman Hug stated the Public Service Committee met this evening in the Executive Conference Room at 4:00 p.m. and reviewed contracts and change orders. He stated the Committee discussed the items on tonight's Agenda pertaining to the demolition of the old State's Attorney's building and the reimbursement of these funds by Will County. He discussed COUNCIL MEMO #296-18: Resolution Approving a Lease Agreement for the Food/Beverage Space at the Gateway Center Train Station with John Georgouses for $500 a Month.
E. Stadium
Councilman Mudron stated the Stadium Committee met on June 4, 2018 and Mike Eulitz, Public Assets Supervisor, gave a presentation on COUNCIL MEMO #301-18: Request for Authorization to Purchase Pavilion Materials from Parkreation Inc. in the Amount of $48,875.00 for the Joliet Route 66 Baseball Stadium.
Mayor O'Dekirk thanked Mike Eulitz and City staff for attending to a request by the Miracle League concerning an issue in the restrooms at the Stadium.
A brief discussion was held regarding the artificial turf at the ballpark.

A communication from the City Manager contained his recommendation that he be authorized to: 1) Fill one Police Patrol Officer position; 2) Fill one Communications Director in the Police Department; 3) Fill one Utilities Clerk in the Roadways Division; and 4) Fill one Utility Billing and Collection Manager in the Finance Department and any resulting subsequent vacancies which may occur with these positions.

Mr. Hansen addressed concerns raised by the Council at the Pre- Council meeting yesterday with regards to: 1) Closing two entrances from Wilcox Street, leaving only the entrance onto the property from Route 30; 2) All work will be completed behind closed doors; and 3) The business will have five parking spaces, including one as a handicap space.
Kendall Jackson, Director of Community Development, discussed the closure of the second entrance to the property located off Wilcox Street and parking space issues.

Motion to adopt a Variation of Use to Allow a B-3 Use in a B-1 District and a Special Use Permit to Allow an Auto Tire and Repair Facility in an Existing Building, Located at 701 Plainfield Road with the following conditions: 1) Closing two entrances off Wilcox Street, which allows only once entrance to the property off Route 30; 2) All work will be done behind closed garage doors; 3) 5 parking spaces, including one handicap space; and 4) A staff approved Engineer site plan submitted by the petitioner prior to the issuance of any building permits was made by Councilman John E. Gerl.

XI. City Manager:
In response to the City Manager's request, Jim Ghedotte - Director of Finance, explained both the positive and negative impact the approved 2019 Fiscal Year State Budget will have on the City.
In response to Mayor O'Dekirk's question, Mr. Ghedotte stated that the State's budget is balanced on operations; however, the budget does not address the billions of dollars in backlogged bills they need to pay. Councilman Hug also discussed State budget items.
The City Manager discussed the need for the City to reach out to local legislators.
In response to the City Manager's request, Allison Swisher – Interim Director of Public Utilities, reviewed the 2017 Water Quality Report with the Mayor and Council.
The City Manager discussed public documents related to the disturbing news on Innovative Pavilion of Colorado and the impact this will have on their scope of work, their lack of progress, and their promises to the City.
In response to the City Manager’s request, Jim Trizna - Director of Public Works address the Mayor and Council concerning maintenance work being performed on the north elevator at City Hall. He discussed the relocation of various meetings for ADA compliance.
The City Manager discussed an open house on Wednesday, June 27, 2018 from 4:00-7:00 p.m. at the Joliet Junior College Event Center concerning the Houbolt Road/Hollywood Road toll bridge project. He stated representatives of CenterPoint will also be in attendance at the meeting.
XII. New Business (Not For Final Action Or Recommendation):
Mayor O'Dekirk asked Police Chief Benton to come before the Council with a comprehensive plan for school safety.
XIII. Public Comments:
Bob Filotto spoke regarding Joliet's Citizens' Police Academy.
Lorin Lynch, Business Agent for the Joliet Stage Hands IATSE Local #124, and Ed Rachel, President for the Joliet Stage Hands IATSE Local #124, thanked the Mayor and Council for their past support of the Rialto as well as for the upcoming Rock-the-Block event.
XIV. Mayor And Council Comments:
Councilman Gerl highlighted the IHSA Boys State Baseball Tournament at Route 66 Stadium this weekend.
Councilwoman Quillman reminded everyone to protect children and pets by not leaving them in a hot car. She highlighted P.A.W.S. on Route 66 and the production of Joseph and the Amazing Technicolor Dream Coat at Bicentennial Park.
Councilman Turk extended his condolences to the families of Ben Moreno and Joe Troha.
Mayor O'Dekirk highlighted New Orleans North, ribbon cutting at the Gateway Transportation Center, It's Amazing Boutique, and the new adult education center at Day Break Center. He thanked the Joliet Fire Department Honor Guard Memorial Day service at St. John’s Church. He also highlighted the Joliet Police Department's Award Ceremony at the Jacob Henry Mansion, Harrah's 25 Anniversary celebration, and Relay for Life.
