Village of Plainfield Committee of the Whole met April 23.

Here is the minutes provided by the Committee:

Mayor Collins called the meeting to order at 7: 00 p.m. Board Present: Trustee Lamb, Trustee Larson, Trustee Newton, Trustee O' Rourke, Trustee Wojowski, and Trustee Bonuchi. Others present: Brian Murphy, Administrator; Jim Harvey, Attorney; Michelle Gibas, Village Clerk; Lou Haussman, Engineer; Scott Threewitt, Lead Engineer; Randy Jessen, Public Improvements Superintendent; Allen Persons, Public Works Director; Jake Melrose, Economic Development Manager; Ken Goska, Building Official; Rich Vogel, Attorney; and Anthony Novak, Police Commander. There were approximately 32 persons in the audience.

Trustee Lamb moved to approve the Minutes ofthe Committee of the Whole Workshop. Second by Trustee Bonuchi. Voice Vote. All in favor, 0 opposed. Motion carried.

Trustee Bonuchi warned everyone to beware of scams.

Trustee Larson congratulated Sargent Munson on being inducted into the Foundation for Excellence Hall of Fame.

Workshop:

1)Bicycle And Pedestrian Improvements

Village Staff gave a presentation regarding bicycle and pedestrian improvements. Staff reviewed completed projects, proposed improvements, potential for funding, estimated costs, and use of sharrows. There was some general discussion regarding the projects. Staff will refine the list of projects, update cost estimates, and update the multi-year improvement program and bring it back to the Board.

#2 P3 Development Agreement

Village Staff reviewed a Public Private Partnership on Village owned property adjacent to the new PACE commuter lot. The Village staff released a Request for Qualifications to identify a development group that would be interested in entering into a Public Private Partnership. The Village received 2 proposals and Northern Builders was chosen as the preferred developer. Mr. Rich Vogel, attorney, reviewed the proposed agreement. There was some general discussion regarding the agreement and the proposed PEMA building. Administrator Murphy stated that staff will continue to work with Northern Builders and bring the agreement back for formal approval.

Mayor Collins thanked everyone and read the reminders.

Trustee Bonuchi moved to adjourn to Executive Session as permitted under the Open Meetings Act, under Section 2( c)( 1) to discuss the appointment, employment, compensation, discipline, performance or dismissal of employees or legal counsel and under Section 2 ( c)( 2), Collective Bargaining, not to reconvene. Second by Trustee Newton. Vote by roll call. Lamb, yes; Larson, yes; Newton, yes; O' Rourke, yes; Wojowski, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried.
