City of Joliet Public Service Committee met May 1.

Here is the minutes provided by the Committee:

Prison Committee of the City of Joliet, Illinois was held on Monday, May 7, 2018 at 4:00 p.m. in the Executive Conference Room, 150 W. Jefferson Street, Joliet, Illinois.

1. Roll Call

Present: Councilwoman Bettye Gavin, Councilman Don "Duck" Dickinson, Councilman Terry Morris.

Absent: None.

Also Present: Steve Jones - Deputy City Manager/Economic Development Director, Jayne Bernard - Planner for the City of Joliet, Greg Peerbolte - Director of the Joliet Area Historic Museum, Nick Mauris - Joliet Area Historic Museum, JD Ross - Co-Chair of the Volunteer Coordination Subcommittee - Old Joliet Prison Preservation Coalition, Sue Regis - Chair of the Visual Arts Subcommittee - Old Joliet Prison Preservation Coalition, Bret Mitchell - Chair of the Facilities & Maintenance Subcommittee - Old Joliet Prison Preservation Coalition.

2. Approval Of Minutes – April 9, 2018

Prison Committee Minutes 4-9-18

Motion to approve the minutes of the April 9, 2018 Prison Committee meeting was made by Councilman Terry Morris.

Motion seconded by Councilman Don "Duck" Dickinson.

Motion carried by the following vote:

Ayes: Councilwoman Bettye Gavin, Councilman Don "Duck" Dickinson, Councilman Terry Morris.

Nays: None.

3. Citizens To Be Heard On Agenda Items

4. Update On Certified Local Government Grant Award For Prison

CLG Grant

Planner Jayne Bernhard updated the Committee on the grant. She stated the City will take part in a State matching grant program to complete a conditions analysis and structural assessment. She stated the grant will cover 80% of the total project with the City funding the remaining 20%. The purpose of the project is to help the City determine which structures should be stabilized and/or removed, as well as which buildings will be repurposed for tours and/or events. She then gave a brief timeline of the proposed project.

A brief discussion was held regarding the consultant selection for the analysis and assessment, the Intergovernmental Agreement, the Request for Proposal process, the property assessment schedule, and any additional grant opportunities.

Deputy City Manager/Economic Development Director Steve Jones informed the Committee of additional grant possibilities being explored for preservation efforts.

5. Presentation By Joliet Area Prison Committee

Prison Preservation Coalition Structure

Executive Director of the Joliet Historical Museum, Greg Peerbolte gave a brief overview of the Old Joliet Prison Preservation Coalition. He stated the Coalition is mostly focused on Joliet Prison West. He stated the Coalition is working in partnership with the City of Joliet Prison Committee to provide actionable volunteerism, obtain further community buy-in, and leverage the unique advantages of the Museum's 501c3 non-profit designation to respectfully and conscientiously tell the story of this incredible site to visitors from around the world.

Greg Peerbolt and members of the Subcommittees explained the structure of the Coalition and the various subcommittees, the Legal & Liability Subcommittee being Chaired by Kevin Cronk, Project Management Subcommittee being Chaired by Lindsey Calasare, Volunteer Coordination Subcommittee being Co-Chaired by JD Ross and Nick Macris, Education & History Subcommittee being Chaired by Pam Owens, Visual Arts Subcommittee being Chaired by Sue Regis, and the Facilities & Maintenance Subcommittee being Chaired by Bret Mitchell.

6. Staff Update:

A. Visit To Ohio State Reformatory (Shawshank Prison)

Steve Jones gave a brief overview of the visit to the Ohio State Reformatory.

A brief discussion was held regarding the visit and options for the Old Joliet Prison.

Councilwoman Gavin gave a brief update on the donation of lighting for the prison.

8. New Or Old Business, not for final action or recommendation

A brief discussion was held regarding attraction signage on the prison property.

9. Adjournment

Motion to adjourn was made by Councilman Terry Morris.

Motion seconded by Councilman Don "Duck" Dickinson.

Motion carried by the following vote:

Ayes: Councilwoman Bettye Gavin, Councilman Don "Duck" Dickinson,

Councilman Terry Morris.

Nays: None.
