Joliet City Pre Council met May 14.

Here is the minutes provided by the Council:

I. Roll Call:

Present: Mayor Robert O'Dekirk, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin, Councilman John E. Gerl, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilman Michael F. Turk.

Absent: Councilman Larry E. Hug.

Also Present: City Manager David A. Hales, Corporation Counsel Martin Shanahan, Jr.

II. Presentations:

A. Bicentennial Park Concert Series Summer 2018 – Short Term Loan Funding – Presented by Lori Carmine, Manager

Ms. Carmine gave a brief overview of recommendations to broaden programs at Bicentennial Park.

A brief discussion was held regarding Bi-Parks plan for a summer Concert Series as well as parking concerns.

Councilman Hug entered the meeting at 5:37 p.m.

B. 2018 IDOT Statewide Planning and Research Grant Program Proposed Application for Funding the Joliet Intermodal Transportation Master Plan – Presented by David Hales, City Manager and Jim Trizna, Public Works Director

The City Manager introduced John Greuling and Doug Pryor from the Will County Center for Economic Development (CED).

Mr. Hales briefly explained the joint effort between the City and the County to solicit an application for a planning and research grant in an amount up to $250,000. He stated the purpose of the grant is to address the current and future transportation issues and the on-line application deadline is this Wednesday. He stated the grant will build on the previously approved Will County Freight Mobility Plan and proposed I-80 upgrades as well as help determine what the future transportation needs are. He then explained that the grant is federally funded and requires a local match of monies, which the City of Joliet and Will County will each contribute $25,000. He stated what is lacking is the plan for the ultimate build out and something that is needed to help guide future discussions to better understand what the transportation system may need to look at if the area meets build out status.

Mr. Greuling, President/CEO Will County CED, gave a brief overview of the need for this grant.

Mr. Trizna, Director of Public Works, spoke in favor of the grant stating earlier studies of the area by the City did not include the current and future development’s impact on the infrastructure. He also discussed the need for the private sector's investment in the roadway network.

In response to Councilman Gerl's questions, Mr. Jackson, Director of Community Development, stated the City is in the process of developing requests for qualifications for a City-wide Comprehensive Plan. He stated this will be an 18-24 month process.

The Council gave consensus to move forward to submit the application for approval.

John Sheridan spoke as President of the Cunningham Neighborhood Organization regarding concerns with Council Memo #263-18: Issuance of Class “E” Liquor License at 700 Ruby Street – El Primo #2. He stated the Cunningham Neighborhood Organization endorses the Liquor License.

b. An Ordinance Approving a Special Use Permit to Allow Construction of a New Car Wash as an Accessory Use to an Auto Service Station, Located at 3021 Plainfield Road

3. Council Memo #268-18: Ordinance Amending Sec 2-160, Service Fee for Returned Checks, of the City of Joliet Code of Ordinances (Imposing a Service Charge Equal to that Charged by the Bank Utilized by the City Plus $5.00)

4. Council Memo #269-18: Ordinances Regarding Administrative Adjudication

a. Ordinance Consolidating the Fines in the City of Joliet Code of Ordinances into Section 1-8, Renamed Penalty for Violation of Code; Continuing Violations, and Updating the General Penalty Provisions of the City of Joliet Code of Ordinances (Consolidating, Amending and Updating the Penalty Sections throughout the City Code to Reference Section 1-8)

b. Comprehensive Ordinance Consolidating and Updating the Procedure for Administrative Adjudication of the City of Joliet Code of Ordinances (Consolidating Administrative Adjudication into Chapter 3, Revising the Procedures for Administrative Adjudication Violations and Updating the Procedure for Appeals to an Administrative Hearing)

c. Ordinance Amending Chapter 19, Article II, Division 6, Illegally Parked, Abandoned, Inoperable or Stolen Vehicles, and Article IV, Impoundment, of the City of Joliet Code of Ordinances (Revising the Procedure to Impound Disabled and Abandoned Vehicles and Consolidating and Updating the Impoundment of Vehicles Involved in Certain Offenses)

Corporation Counsel Marty Shanahan explained a correction to the amendment of: c. Ordinance Amending Chapter 19, Article II, Division 6, Illegally Parked, Abandoned, Inoperable or Stolen Vehicles, and Article IV, Impoundment, of the City of Joliet Code of Ordinances (Revising the Procedure to Impound Disabled and Abandoned Vehicles and Consolidating and Updating the Impoundment of Vehicles Involved in Certain Offenses)

B. Resolutions:

1. Council Memo #271-18: Resolution Accepting a Grant from the Illinois Housing Development Authority’s Abandoned Residential Property Municipal Relief Program

The City Manager gave a brief overview of this Council Memo.

Mr. Jackson stated this grant will be in the order of $250,000. He stated the plan would be 14 blighted structures in the City.

2. Council Memo #272-18: Resolution Declaring Certain City of Joliet Property as Surplus

The City Manager gave a brief overview of this Council Memo. He stated this will be discussed at tomorrow's Finance Committee Meeting.

3. Council Memo #273-18: Resolution Appropriating Motor Fuel Tax Funds in the Amount of $3,834,705.60 for the 2018 MFT Roadways Resurfacing Contract A – MFT Sect. No. 18-00514-00- RS to Austin Tyler Construction

The City Manager stated Council Memos #276-18 and #277-18 and the Amendments, Change Orders, and Payments will be reviewed at the Public Safety meeting tomorrow evening.

A. Award Of Contracts:

1. Council Memo #275-18: Request for Authorization to Award a 3- Year Contract for the Unified Electronic Payment System to Paymentus for Approximately $100,000 per Year

The City Manager stated the Finance Committee will review this item tomorrow evening.

2. Council Memo #276-18: Request Authorization to Award a Contract for the 2018 – 2020 City of Joliet Mosquito Abatement Program to Clarke Environmental in the Amount of $33,048.00, $33,708.00, and $34,383.00 Respectively

Motion to enter closed session to discuss personnel, collective bargaining, land acquisition or conveyance and pending or threatened litigation after which the meeting will be adjourned was made by Councilwoman Bettye Gavin.

Motion seconded by Councilwoman Jan Hallums Quillman.
