Village of Mokena Board of Trustees met March 12.

Call To Order:
Mayor Fleischer called the Regular Session of the Board of Trustees to order at 7:00 p.m.
Pledge Of Allegiance:
The Board of Trustees and members of the audience recited the Pledge of Allegiance.
Roll Call/Establishment Of Quorum:
Clerk Hersted called the roll and the following Trustees were present:

Also present were: Clerk Jillian Hersted; Village Administrator John Tomasoski; Finance Director Barb Damron; Public Works Director Lou Tiberi; Assistant Village Administrator Kirk Zoellner; Police Chief Steve Vaccaro; Community/Economic Development Director Alan Zordan; Civil Engineer Dan Peloquin; and Village Attorney Carl Buck.
Discover Mokena:
Nathan Lagacy from Mental Edge Counseling Sports Psychology Consulting stated that he works with athletes, performers, and teams on the mental side of the sport, or performance. He also provides mental skills training to help regulate emotions such as anger, performance anxiety, motivation, goal-setting, focus and other concerns.

Clerk Hersted presented the Community Calendar.

Consent Agenda:
Village Administrator John Tomasoski presented (7) items on the Consent Agenda for Board approval. These items are strictly administrative in nature.
a. Motion to accept the recommendations of the Site Plan and Architectural Review Committees, thereby approving the site plan and building elevations as depicted on the attached exhibits for the property located at 9697 W. 191st Street.
b. Motion to grant approval to the Mokena Chamber of Commerce to conduct its Mokena Mud Turtle Race fundraiser Saturday, May 5, 2018, and to authorize the use of municipal/Village resources for event coordination.
c. Motion to grant approval to the Mokena Community Park District to conduct its Chi- Town Showdown 5K on Saturday, May 12, 2018, utilizing LaPorte Road from Mokena Street to Kirkstone, and to authorize the use of municipal/Village resources for event coordination.
d. Motion to grant approval to the Mokena Baseball/Softball Association to conduct its annual MBSA Parade on Sunday, June 3, 2018, utilizing the McGovney Street commuter parking lot and Mokena Street from McGovney Street to Mokena Main Park for the parade route; and to authorize the use of municipal/Village resources for event coordination.
e. Motion to grant approval to the Mokena VFW to conduct its annual Memorial Day procession and ceremonies on Monday, May 28, 2018, utilizing Wolf Road and other Village-owned property, and to authorize the use of municipal/Village resources for event coordination.
f. Motion to approve minutes from the February 19, 2018 Work Session.
g. Motion to approve Minutes from the February 26, 2018 Board Meeting.
Trustee Engler made a motion to approve Consent Agenda Items 6 (a), (b) (c), (d), (e) (f), and (g) as depicted in the March 8, 2018 Request for Board Action prepared by the Village Administrator. Trustee Metanias seconded.
Trustee Budzyn requested a quick overview of the proposal for Item a.
Grant Manny of Location Finders International, owners of the property, stated the exterior of the building will remain as is. The canopy area will be utilized as an outdoor break area for employees. The interior of the building will be converted to medical offices.
Trustee Budzyn inquired about the business hours.
Terry Sezik, Director of Out-Patient Services for Linden Oaks, stated that the primary purpose of this facility is to provide higher levels of out-patient care. He explained the hours for partial hospital care, intensive out-patient care, and traditional out-patient care.
Trustee Budzyn inquired if they would be hosting AA and NA meetings at this facility.
Mr. Sezik stated that this location would provide mental health support to groups such as the National Association of Mental Health (NAMA) and Depression and Bipolar Support Alliance (DBSA). They do not have a straight addictions program designed for this site.
Trustee Budzyn inquired when these groups would meet.
Mr. Sezik stated these meetings are more community-based and therefore are normally in the early evening to provide easier access.
Trustee Budzyn inquired about the participation level.
Mr. Sezik stated that he has had groups ranging in size from 5 to 25 participants.
Trustee Budzyn inquired if parking would be adequate for all their services.
Mr. Manny stated they are requesting an additonal 10 parking spaces. They have a parking agreement with Mr. Benny’s where each business will share parking during peak times.
Trustee Richmond requested confirmation that the outdoor area is intended as a break area for employees.
Mr. Manny confirmed it was.

Finance Report:
Finance Director Barb Damron presented the accounts payable list for March totaling $755,858.60. She highlighted the following invoice to be paid.
• $52,428.03 Morton Salt Inc. – Road Salt
• $11,513.26 Physio-Control Inc. – (6) AEDs and Pads
Trustee Engler made a motion to approve the monthly accounts payable in the amount of $755,858.60. Trustee Siwinski seconded.
Trustee Budzyn requested confirmation that the 319 project was for Crystal Creek.
Civil Engineer Dan Peloquin confirmed that was correct.

Presentations/Appointments/Proclamations:
Prior to the proclamation being read, Mayor Fleischer mentioned the names of some Mokena residents that served in Vietnam including Robert Stanek, Tino Lettieri, Robert Powers, Sergeant Lon and Jim Schlegel.
Clerk Hersted read a proclamation in honor of Vietnam Veterans Day on March 29th.

Public Works Director Lou Tiberi presented a contract extension for pond maintenance. The contract is for pond maintenance that has been performed by a contractor for the past 18 years and consists of servicing eighteen ponds throughout the Village. Services include water quality monitoring to ensure a healthy aquatic environment, chemical applications to address water quality and aquatic vegetation (algae control). The contract requires the contractor to treat the ponds bi-weekly between May and September and comply with all environmental and EPA regulations.
Bids were received for the Pond Maintenance Program in April 2017. This contract was bid for one year with a mutual option of renewal for a second year. Clarke Aquatic of St. Charles, Illinois was the low bidder for this program for FY 2018 in the total amount of $20,356.00 and did a satisfactory job. Pursuant to the contract, Clarke intends to renew the contract for the exact same terms and price as last year for this year, FY 2019.
Trustee Engler made a motion to renew the contract for the FY 2019 Pond Maintenance Program with Clarke Aquatic of St. Charles, Illinois, in the amount of $20,356.00 and to authorize the Village President and Village Clerk to execute same. Trustee Metanias seconded.

Trustee’s Comments:
Trustee Richmond referred to the Vietnam vets proclamation and asked that when you see a vet to thank them.
Trustee Engler extended her condolences to the Dolehide family and wished everyone a Happy St. Patrick’s Day.
Trustee Metanias wished everyone a Happy St. Patrick’s Day.
Trustee Budzyn thanked veterans and announced his son was recently promoted to the rank of Major in the United States Air Force.
Village Administrators Comments:
Village Administrator Tomasoski requested Community/Economic Development Director Alan Zordan update the Board on development and business activities. Mr. Zordan provided an update on pending development projects, announced new businesses, and highlighted businesses offering products and services to help celebrate St. Patrick’s Day.
Clerk’s Comments:
Clerk Hersted encouraged residents to come to the Village Hall to early vote.
Mayor’s Comments:
Mayor Fleischer reminded the Board to complete their Statement of Economic Interest and wished everyone a Happy St. Patrick’s Day.
