Call To Order:
Mayor Fleischer called the Regular Session of the Board of Trustees to order at 7:00 p.m.

The Board of Trustees and members of the audience recited the Pledge of Allegiance.

Consent Agenda:
Village Administrator John Tomasoski presented (5) items on the Consent Agenda for Board approval. These items are strictly administrative in nature.
a. Motion to grant approval to Will County to conduct its Residential Electronics & Hazardous Waste Drop-Off Day Saturday, June 23, 2018, at the Hickory Creek Metra commuter parking lot, and to authorize the use of municipal/Village resources for event coordination.
b. Motion to grant approval to Mokena Festa Italiana to conduct its 5th Annual Festa Italiana Sunday, July 15, 2018, utilizing the Front Street commuter lot, and to authorize the use of municipal/Village resources for event set-up and coordination.
c. Motion to grant approval to the Misericordia Heart of Mercy Center to conduct its annual Candy Days fundraising campaign at local businesses within the Village of Mokena on Friday, April 27, and Saturday, April 28, 2018, and to waive all permit and registration fees.
d. Motion to approve minutes from March 19, 2018 Work Session
e. Motion to approve minutes from March 26, 2018 Board Meeting and Work Session
Trustee Engler made a motion to approve Consent Agenda Items 6 (a), (b) (c), (d) and (e) as depicted in the April 5, 2018 Request for Board Action prepared by the Village Administrator. Trustee Metanias seconded.

Finance Report:
Finance Director Barb Damron presented the accounts payable list for April totaling $1,012,607.56. She highlighted the following invoice to be paid.
• $43,104.03 Village of Oak Lawn – Lake Water Debt Payments
Trustee Engler made a motion to approve the monthly accounts payable in the amount of $1,012,607.56. Trustee Metanias seconded.

Presentations/Appointments/Proclamations:
Trustee Mazzorana read his letter of resignation.
Clerk Hersted read a resolution honoring Trustee John Mazzorana.
Trustee Engler made a motion to adopt Resolution 2018-R-005, a resolution honoring Trustee Mazzorana’s 25 years of service to the Village of Mokena and authorize the Village President and Clerk to execute the same. Trustee Siwinski seconded.

Mayor Fleischer presented the signed resolution and honorary street sign to John Mazzorana.
Ken Grey thanked the Mayor for asking him to moderate and John Mazzorana for his 25 years of service.
Former Mayor Mike Everett recalled working with John Mazzorana on annexation agreements and donations to the taxing districts. He stated that John Mazzorana is the reason to not have term limits.
Former Mayor Bob Chiszar stated this is the end of an era and the birth of a legend. He spoke about John Mazzorana’s decision making process and thanked him for his service.
Former Mayor Joe Werner spoke about the impact John Mazzorana had on his life and recalled the first conversation they had at a Park District event. He thanked John Mazzorana for his service.
Community/Economic Development Director Alan Zordan presented a pictorial history of John Mazzorana’s service to Mokena.
Former Planning and Zoning Chairman Rob Horras spoke about the night that John Mazzorana decided to become involved in public service. He thanked John for his service.
Former Village Administrator John Downs recalled meeting John Mazzorana and expressed his great respect for him. He spoke about John Mazzorana’s commitment to Mokena residents, his honesty and his contributions to the community. He thanked John Mazzorana’s family for their support. He defined his legacy with the word “dignity”.
Village Administrator John Tomasoski read a letter from former Village Clerk Patricia Patt.
Village Administrator John Tomasoski spoke about John Mazzorana’s leadership skills. He also highlighted Mr. Mazzorana’s priorities including fiscal responsibility, economic development, policy making and support of staff. He thanked John on behalf of all Village employees for his leadership and passion and wished him the best.
Trustee Richmond recalled his first meeting with John Mazzorana. He thanked him for everything he has done for the community.
Trustee Engler read a letter from former Clerk and Trustee Jane McGinn.
Trustee Engler thanked John Mazzorana for everything he’s done over the years.
Trustee Metanias recalled his first meeting with John Mazzorana and the friendship that developed after he was elected to the Board. He thanked John for serving the Village for 25 years. He has been proud to have served on the Board with him.
Trustee Budzyn spoke about John’s professionalism, passion, wisdom and dedication to the residents of Mokena. He thanked him for his service to the community.
Trustee Joe Siwinski thanked John for his time, service and friendship. He spoke about John’s leadership and his dedication to public service. He spoke about John’s pride in the Village employees.
Village Clerk Hersted recalled her first meeting with John Mazzorana. She considers him as her mentor. She thanked him for his service to the Village.
Mayor Fleischer spoke about John’s professionalism and how much he will be missed.
Mayor Fleischer presented John Mazzorana with a plaque.
Trustee Engler presented John Mazzoran with a Village flag and gifts from the Board and staff.
Ken Grey thanked John Mazzorana and spoke about John’s honesty and professionalism.
John Mazzorana thanked his “Village” family for their friendships. He spoke about serving with former Mayors, Village Clerks and Trustees. He also recalled significant events that occurred over the past 25 years. He spoke about the Board’s conservative fiscal policy. He thanked his family, neighbors and friends for their support.
Trustee Siwinski made a motion to recess the meeting at 8:17 p.m. Trustee Engler seconded.

Utility Grass Cutting Tractor Bid Recommendation Bids were received for the purchase of a Utility Grass Cutting Tractor that was provided for in the FY 18 budget. This is a replacement piece of equipment for the Street Department. The Grass Cutting Tractor is used to mow larger right of ways that the Village mows on a weekly basis. This is a replacement of the current 2000 Case CX80 Utility Tractor. This piece of equipment has lasted 17 years due to the nature of use and good preventative maintenance schedule.
On Wednesday, March 14, 2018 at 10:00 a.m. the bid opening was held.
After reviewing the bids, all bidders met the required specifications and did submit the required documents. The lowest bidder was Martin Implement, Orland Park, Illinois. The total bid of $59,032.00 is $8,968.00 less than the budgeted amount of $68,000. It is staff’s recommendation to award the bid for the Utility Grass Cutting Tractor to the lowest bidder, Martin Implement, Orland Park, Illinois of $59,032.00
Trustee Engler made a motion to award a contract for the Utility Grass Cutting Tractor to the lowest bidder, Martin Implement, Orland Park, Illinois in their bid amount of $59,032.00 and to authorize the Public Works Director to execute same. Trustee Metanias seconded.

Village Administrators Comments:
Village Administrator Tomasoski requested Community/Economic Development Director Alan Zordan update the Board on development and business activities. Mr. Zordan provided an update on pending development projects, announced new businesses, and highlighted businesses offering dental services.
Trustee’s Comments:
Trustee Hersted thanked the Mayor and Board for appointing her and for the support of staff over the past year. She looks forward to serving as Village Trustee and continuing to make Mokena a great place to raise a family and run a business.
Trustee Siwinksi congratulated Trustee Hersted and Clerk Martini.
Trustee Metanias congratulated Trustee Hersted and Clerk Martini. He thanked John Mazzorana for everything he has done for the Village.
Trustee Engler congratulated Trustee Hersted and Clerk Martini.
Trustee Richmond congratulated Trustee Hersted and Clerk Martini. He thanked John Mazzorana for his service.
Clerk’s Comments:
Clerk Martini thanked everyone for the opportunity to serve the Village of Mokena.
Mayor’s Comments:
Mayor Fleischer welcomed Clerk Martini to the Board, congratulated Trustee Hersted and thanked Trustee Siwinski for accepting the Mayor Pro-Tem position on the Board.
