Regular Meeting of the Committee of the Whole of the City of Lockport, Illinois was held on Wednesday, April 18, 2018 at 7:00 p.m. in the Board Room, 3rd Floor, of the Central Square Building, 222 E. Ninth Street, Lockport, Illinois. Mayor Steve Streit called the Meeting to order at 7:00 p.m.

Mayor’s Report:

Liaison’s Reports:

1. Alderwoman Joanne Bartelsen: Beautification Committee extending their program to include adopt-a-road program. Other nearby communities do something similar. Committee is seeking nearby community groups to help maintain the street. Signs will be posted to designate

2. Alderwoman Renee Saban: Lockport Live’s first event will be May 10, Downtown Derby Dash. The website will be up-and-running soon, with all the details.

3. Alderwoman Catherine Perretta:

a. Safe Passage program available during regular Police Office hours, 8-5:30.

b. Lockport Love Bowling fundraiser is May 4.

Staff Reports:

IDOT Section 130 Safety Grant Funds/Illinois Commerce-

City Administrator, Ben Benson, presented the Staff report on the Safety Grant funds. Several crossings and improvements in Lockport. Federal government has designated $1 million dollars for projects with no requirement for matching funds from Lockport. 10% of the funding is from the railroads, 90% is from the federal government. A total of $6 million was available throughout the State of Illinois; Lockport received $1 million. Lockport has up to 5 years to implement the enhancements with these funds.

Discussion among the Council about the grants, how the funds can be used, ad future possibility of obtaining more funds. These funds are intended to be strictly for safety improvements, and cannot be used toward any quiet zone improvements.

Action: No action required at this time.

2018 Bond Sale – Info Only-

Finance Director, Lisa Heglund, presented the Staff report that the City will be going to a bond sale, for a total of $9 Million. Lockport has a bond rating of AA+. Bond sale will be held on May 2.

Action: No action at this time; information only.

Cleaning Contract Selection-

Director of Public Works, Brent Cann, presented the Staff report on the proposals. Five proposals received; four of the bids covered the properties for which the City was requesting bids. The contract is intended to cover a 2 1⁄2 year time period. The best bid represents a significant monthly cost savings for the City.

Division & Gougar Signalization Funding Resolutions/IDOT Resolution and Resolution No. 18- 017-

Director of Public Works, Brent Cann, presented the update on the Resolution, which represents funding on the project, 20% match for the 80/20 grant. This is an MFT resolution and a City resolution thru the general fund.

2019 Peterbilt Plow Trucks. Quantity: 2/Resolution No. 18-019-

Director of Public Works, Brent Cann, presented the Staff report to request 2 Peterbilt plow trucks. Of the City’s existing equipment, 2 of the plows have incurred costly repairs.

Citywide Grass Cutting – City properties discussion, Contractor selection-

Director of Public Works, Brent Cann, presented the Staff report regarding properties across the City that the City maintains. As proposed, and has been accounted for in the budget, hiring 3 staff for the summer, 600 hours each, from mid-May thru early September. Pairing those individuals with a full-time employee should allow everything to be cut on a rotation, more frequently, from once-a-month to every two weeks.

15 acres of the City are cut by Contractors. To consolidate, the City has RFPs out for proposal. The request is that we would have bids presented to Council on May 2.

Discussion among the Council about the rationale for hiring landscape contractors. Some islands around the city are near heavy traffic and high speed traffic, which is risky for part-time, lesser experienced staff. Contractors are better-suited to this type of maintenance work. In addition, for the high-traffic, sections of the City, like Lincoln Landing, the Contractors have more skill for those more visible properties. Contractors also have access to other and larger equipment to maintain City properties. In order for the City to support some of the City properties, the City would need to invest in equipment, which can be done in the future.

The proposal is that this is an interim step, for this year; future years we can consider and plan for permanent staff.

New Business:

1. Alderman Darren Deskin: drainage issues on the West side of Lockport, South of Division Street, by the waste treatment plant. Residents are seeking solutions. Brent Cann provided details on the problematic area. City has created a small proposal to get the surveying and elevation done, which will be presented to Council. Possible solution may include retention pond and storm sewers. $100K is budgeted in CIP, which may or may not cover this concern. Request of Council to review bids and concerns for additional funds, or repurpose funds. Expect to have information in next week or two for Council review.

2. Director of Public Works, Brent Cann: downtown Lockport, between 9th and 10th Street on the East side, the parking along State Street will be closed, 9 am to 4 pm, Thursday and Friday. The road will re-open at 4 pm. This is for a water main trench. “No Parking” signs will be visible in advance.

3. Director of Public Works, Brent Cann: April 27-30 road closure. From Friday, April 27 at 10 pm thru April 30 at 5 am, between railroad track and State Street will be closed West of tracks between railroad and Rt. 53. Local traffic will be able to navigate thru Lockport. No access for trucks during this closure. This is the only overnight closure for the project.
