Community Development Director Kendall Jackson stated Phase 19 is in preparation for future development of Houbolt Bridge.

6. Council Memo #185-18: Ordinance Approving the Vacation of Obsolete Public Utility Easements at the Water’s Edge, Housing Authority of Joliet P.U.D. (V-1-18)

7. Council Memo #186-18: Ordinance Approving the Reclassification of 40 Acres at the Southeast Corner of Breen Road and Route 53 from B-3 Zoning and R-1B Zoning to I-1 Zoning (Z-4- 18)

Kendall Jackson informed the Mayor and Council this would allow future development of an industrial site.

8. Council Memo #187-18: Ordinance Approving the Reclassification from I-1 Zoning to B-3 Zoning (Z-5-18) and an Ordinance Approving a Special Use Permit to Allow an Auto Customization, Auto Accessory Installation, and Used Car Sales Business, 2409 W. Jefferson Street (Petition 2018-13)

Kendall Jackson informed the Mayor and Council this item was previously denied before Council. He stated this is a proposal for rezoning and staff is in support of this rezoning.

A brief discussion was held regarding the purpose and conditions of the Special Use Permit.

Michael Hansen, attorney, spoke on behalf of the petitioner.

9. Council Memo #188-18: Ordinance Approving the Reclassification of 5.33 Acres from B-3 Zoning to I-1 Zoning (Z-6- 18) and a Resolution Approving an Amendment to an Annexation Agreement for 130 E. Laraway Road (A-4-18)

A brief discussion was held regarding truck traffic on Zipf Road and the hours of operation of the proposed business.

2. Council Memo #191-18: Resolution Authorizing the Execution of a CDBG Subrecipient Agreement Between the City of Joliet and Senior Services of Will County in an Amount up to $65,000.00

Kendall Jackson explained the services provided by Senior Services of Will County.

3. Council Memo #192-18: Resolution Authorizing the Execution of a CDBG Subrecipient Agreement Between the City of Joliet and Holsten Human Capital Development in an Amount up to $90,000.00

The City Manager gave a brief overview of this Council Memo.

A brief discussion was held regarding the partnerships involved in this agreement.

4. Council Memo #193-18: Resolution Authorizing the Acquisition of 853 Adler Street in the Amount of $73,900.00

The City Manager gave a brief overview of this Council Memo.

Councilman Mudron left the meeting at 6:05 p.m. Councilman Mudron returned to the meeting at 6:06 p.m.

5. Council Memo #194-18: Resolution Authorizing the Acquisition of 308 Lawton Avenue in the Amount of $70,000.00

6. Council Memo #195-18: Resolution Authorizing a Preliminary Engineering Agreement with CSX Transportation Inc. for the Houbolt Road (Hollywood Road) Railroad Crossing Widening in the Amount of $27,720.00

IT Director/CIO Dave Braner briefly explained the contract with Sentinel Technologies.

2. Council Memo #198-18: Request Authorization to Approve a Professional Services Agreement for the 2018 Sanitary Sewer Investigation and Rehabilitation Program with RJN Group Inc. in the Amount of $458,433.00

3. Council Memo #199-18: Request Authorization to Purchase Flooring for the Interior Spaces at the Joliet Route 66 Stadium with Performance Floors Corp. in the Amount of $66,499.00

The City Manager gave a brief overview of this Council Memo informing the Mayor and Council the Stadium Committee is recommending a revised memo.

Public Works Administrator Greg Ruddy stated the recommended change is for the removal of the carpet for the suite areas on the third floor and is approximately a $20,000 savings.

4. Council Memo #200-18: Request Authorization to Approve Annual Service Agreement for Sewer System Monitoring with EmNet LLC in the Amount of $59,922.00

The City Manager gave a brief overview of this Council Memo.

B. Amendments, Change Orders And Payments:

1. Council Memo #202-18: Request Authorization to Approve Change Order No. 1 in the Amount of $22,932.00 and Payment Request No. 8C for the 2017 Bituminous Patching Materials Contract with D Construction in the Amount of $20,706.66

Judy Kreiser spoke regarding the noise in the area of Vetter Road. The Council asked Community Development Director Kendall Jackson to reach out to Mars regarding the noise.

Kathy Garthus spoke regarding concerns of drag racing and the noise near Vetter Road.
