A. Gypsy Moth Treatment – Nancy Johnson, Plant Pesticide Specialist, Illinois Department of Agriculture
Nancy Johnson gave a presentation on Gypsy Moth Treatments of 1,122 acres in around the Pilcher Park area of Joliet mid-May. She stated the last treatment in Joliet was in 2010.

1. Proclamation – Arbor Day 2018
Councilwoman Quillman read a Proclamation issued by Mayor O'Dekirk proclaiming April 27, 2018 as Arbor Day.
Ms. Rita Renwick accepted and thanked the Mayor and Council for their recognition.
2. Proclamation – Boxer Joseph “Jo Jo” Awinongya – 2018 Silver Gloves National Champion
Councilman Hug read a Proclamation issued by Mayor O'Dekirk recognizing Joseph "Jo Jo" Awinongya as the 2018 Silver Gloves National Champion.
Joseph "Jo Jo" Awinongya accepted and thanked the Mayor and Council for their recognition.
B. Mayor O’Dekirk – Appointments
Motion to appoint Gideon Blustein to serve as a non-voting member and Mary Beth Gannon, Katie Lowry, and reappoint Christine Policandriotes, as a voting member, Quinn Adamowski, Sharon Merwin, Kevin Heinemann as voting members of the Joliet Historic Preservation Commission was made by Councilman Michael F. Turk.

VI. Council Committee Reports:
A. Finance
Councilman Turk stated the Finance Committee met this evening at 5:30 p.m. in the Executive Conference Room and discussed the 2017 Annual City Collector's Report. He stated the Committee also reviewed the Personnel Summary, Travel Expense Report, Invoices Paid and found them all to be in order and recommended their approval.
B. Prison
Councilwoman Gavin stated the Prison Committee met on April 9, 2018 and asked the Deputy City Manager/Economic Development Director Steve Jones give an overview of the meeting. Mr. Jones gave a brief presentation on the removal of the overgrowth on the far west property of the prison by Homer Tree Service. He stated the Committee discussed events leading up to the opening of the prison property to the public. He stated there are volunteer work dates set for May 19th and 20th. He briefly discussed a three day event scheduled to take place Aug 24-26, 2018 with live music, food, and tours. He stated the all the profits will go to the prison restoration fund. He stated Sunday, August 26 commemorates the 200th anniversary of the State of Illinois and there is a Route 66 motorcycle ride that will begin at the prison and end in Springfield. He stated the Committee also discussed future use of the "open space" on the east side of the prison property.
A brief discussion was held regarding the Joliet Area Historical Museum’s efforts to find denotation for the restoration of the prison.
C. Public Service
Councilman Hug stated the Public Service Committee met today at 4:00 p.m. and reviewed the purchase of a new police vehicle with drug forfeiture funds, a new pedestrian bridge on Ottawa Street, and the Black Road (IL Route 59 – US Route 30) Traffic Signal Interconnection Improvements Project. He stated the Committee also reviewed contracts.

The Biweekly Payroll Summary Reports of the total cost of regular salaries for the period February 16 through March 1, 2018, including a Summary of Overtime and an Overtime Budget Status Report, were accompanied by a recommendation from the City Manager that said Regular Payroll be approved.

F. Council Memo #208-18: Position Vacancies
A communication from the City Manager contained his recommendation that he be authorized to: 1) Fill three summer laborer positions in the public utilities department, 2) Fill one laboratory intern in the Public Utilities Department, 3) Fill six summer laborers in the Public Works Department, 4) Fill four urban forestry interns in the Public Works Department, and 5) Fill one management intern in the City Manager’s Office.
Motion to concur in the recommendations of the City Manager was made by Councilman John E. Gerl.

XII. City Manager:
The City Manager gave suggestions, for Mayor and Council's consideration, on ways to make the Council agenda process more efficient.
The City Manager briefly highlighted the soft opening of the Joliet Gateway Center.
A brief discussion was held regarding the future grand opening of the Gateway Center on June 6, 2018.

Michelle, resident of Riverside Subdivision, spoke regarding traffic and road condition issues in the Riverside Subdivision.
XV. Mayor And Council Comments:
Councilman Hug congratulated his daughter and all the other children recognized for being in the top 5% academically at Plainfield Central High School.
Councilwoman Quillman discussed app issues and phone calls.
In response to Mayor O'Dekirk's question, the City Manager briefly discussed the review of the City's policy and practice of personnel on administrative leave.
Mayor O'Dekirk highlighted the ribbon cutting for Primary Care of Joliet, Stepping Stones opioid taskforce conference, Natalie Manley’s annual child abuse prevention campaign, Easter Seals’ telethon, and the new Gateway Center train station.
