ILLINOIS COMMERCE COMMISSION: ICC Hosts 2018 National Conference of Regulatory Attorneys

Illinois Commerce Commission issued the following announcement on April 30.

Chicago, IL….From April 22 to 25, 2018, the Illinois Commerce Commission (ICC) hosted the 2018

National Conference of Regulatory Attorneys (NCRA) in Chicago. NCRA is an annual conference

organized by the National Association of Regulatory Utility Commissioners Subcommittee on Law to

provide educational and networking opportunities specifically for government utility regulatory

attorneys.

The theme of this year’s Conference, the 41st in NCRA’s history, was “The Changing Art and

Architecture of Utility Regulation.” Attendees heard from a series of expert panelists on cutting-edge

legal and regulatory issues such as the impact of federal income tax reform, trends in the regulation of

renewable energy, cybersecurity, and “utility of the future” studies that are occurring in several states.

Other speakers addressed legal and economic principles affecting utility regulation, including recent

insights from the field of behavioral law and economics. The conference concluded with interactive

presentations on workforce diversity and inclusion, government transparency, and legal ethics.

“The ICC was delighted to host this year’s NCRA,” said Jay Hines-Shah, 2018 NCRA President and

General Counsel of the Illinois Commerce Commission. NCRA presents a unique opportunity for public

utility commission attorneys and administrative law judges from around the country to stay informed of

emerging energy and utility industry issues, and to share best practices from the evolving regulatory

environment.”

“As the host of this year’s NCRA, the ICC was able to share the expertise of our commissioners and

staff,” said ICC Executive Director Cholly Smith. “We are pleased to see Illinois’s continued

recognition as a leader in efforts to support innovation and modernization, including through the work of

our regulatory attorneys and administrative law judges.”

NCRA has met each year since 1978. This Conference is attended by public utility attorneys and

administrative law judges who work for state or federal regulatory agencies. NCRA was previously held

in Chicago in 2004.
