City of Joliet Public Service Committee met April 3.

1.Roll Call
Present: Councilman Larry E. Hug, Councilman Don "Duck" Dickinson, Councilwoman Bettye Gavin.
Absent: None.
Also Present: David A. Hales - City Manager, Allison Swisher - Interim Director of Public Utilities, Greg Ruddy - Public Works Administrator, Russ Lubash - Traffic Engineer, David Ortiz - Civil Engineer I, Mike Eulitz - Public Assets Supervisor, and David Rawlings, Architect.
2. Approval Of Minutes
March 20 Minutes
Motion to approve the Minutes of the Public Service Committee Meeting from March 20, 2018 was made by Councilman Larry E. Hug.
Motion seconded by Councilman Don “Duck” Dickonson.

3. Citizens To Be Heard On Agenda Items
David Rawlings, Architect is representing Basinger's Pharmacy Drive Thru and if anything comes up he will address.
4. Contracts
a. Request for Authorization to Approve Annual Service Agreement for Sewer System Monitoring
Allison Swisher, Interim Director of Public Utilities, discussed the Annual Service Agreement for Sewer System Monitoring, in the amount of $59,922.00, on behalf of EmNet, LLC. Councilman Hug asked if any fines have been incurred. Allison stated fines will not be incurred until 2025 after significant repairs have been completed.
b. Request for Authorization to Approve a Professional Services Agreement for the 2018 Sanitary Sewer Investigation and Rehabilitation Program
Allison Swisher discussed the 2018 Sanitary Sewer Investigation and Rehabilitation Program, in the amount of $458,433.00, on behalf of RJN Group Inc. We are required to do these investigations per the IEPA. This year (2018) will cover Rock Run Interceptor area, Idylside, Northeast Area 1 and 2. Twin Oaks will be done in 2019. The break in connections can't be turned off; these areas are rehabilitated with grout and other types of repairs. If downspouts are found to be connected to the sanitary sewer, the I&I reduction work is done the year following the Investigation and Rehabilitation.
c. Request for Authorization to Purchase Flooring for the Interior Spaces at the Joliet Route 66 Stadium
Mike Eulitz, Public Assets Supervisor, discussed the Joliet Route 66 Stadium Flooring purchase, in the amount of $46,753.50, on behalf of Performance Floors Corp. This was reviewed and the original memo was revised to remove replacement of carpeting in the suites. These carpets will be cleaned and replaced in 2019.
The removal of carpeting in the suites and the revised Memo has been reviewed by the Stadium Committee. Does not need to be approved by Public Service.
Motion to recommend Authorization to Approve: a) an Annual Service Agreement for Sewer System Monitoring and; b) a Professional Services Agreement for the 2018 Sanitary Sewer Investigation and Rehabilitation Program to full Council was made by Councilwoman Bettye Gavin.

Motion to remove c) Request for Authorization to Purchase Flooring for the Interior Spaces at the Joliet Route 66 Stadium was made by Councilwoman Bettye Gavin. This has been approved by the Stadium Committee.

5. Change Orders / Pay Estimates / And Final Payments
a. Request for Authorization to Approve Change Order No. 1 for the 2017- 2018 Snow Removal for the Downtown City Center Area and the Commuter Lot Area
Greg Ruddy, Public Work Administrator, discussed Change Order No. 1 for the Snow Removal for the Downtown City Center Area and the Commuter Lot Area, in the amount of $16,798.00, to Georges Landscaping Inc.
b. Request for Authorization to Approve Change Order No. 1 and Payment Request No. 8C for the 2017 City of Joliet Bituminous Patching Materials Contract
Mike Eulitz discussed Change Order No. 1 for the 2017 City of Joliet Bituminous Patching Materials Contract, in the amount of $22,932.00, on behalf of D Construction and Payment Request No. 8C, in the amount of $20,706.66, to D Construction.
Motion to recommend Request for Authorization to Approve: a) Change Order No. 1 for the 2017-2018 Snow Removal for the Downtown City Center Area and the Commuter Lot Area; and b) Change Order No. 1 and Payment Request No. 8C for the 2017 City of Joliet Bituminous Patching Materials Contract to full Council was made by Councilwoman Bettye Gavin.

6. Ordinances And Resolutions
a. Application for a Drive Thru Permit for a Basinger’s Pharmacy at 2219 Jefferson Street
Russ Lubash, Traffic Engineer, discussed the Basinger's Pharmacy at 2219 Jefferson Street. Councilwoman Gavin asked when the project will start. Mr. Rawlings stated it is a precast building and they are excited to get started with construction. It will be one way around the building.
b. Resolution Authorizing the Acquisition of 308 Lawton Avenue
c. Resolution Authorizing the Acquisition of 853 Adler Street
Allison Swisher discussed Item "b" and and Item "c" for property acquisitions. These properties are the last two properties that needed to be purchased. Fence will be installed as part of our current project on River and Adler.
d. Resolution Authorizing a Preliminary Engineering Agreement with CSX Transportation Inc. for the Houbolt Road (Hollywood Road) Railroad Crossing Widening
David Ortiz, Civil Engineer I, discussed Resolution Authorizing a Preliminary Engineering Agreement with CSX. This railroad work improves the at-grade crossing and lighting. Estimated costs are $27,720.00. The State of Illinois Department of Transportation has already paid the City for the Design Engineering.

a. Report on Hydrant Repairs
Allison Swisher stated that eight (8) hydrants have been repaired since the last meeting and currently there are 19 that are out of service.
b. Report on Valves
Allison Swisher stated four (4) valves were repaired, one was replaced, one had bolts replaced, and two had valve boxes that were reset.
c. Utilities Contracted Services
Allison Swisher stated nothing at this time.
d. Water Main Breaks
Allison stated a total of 108 water main breaks were repaired in 2018 and five repaired since the last meeting.
