Councilman Turk arrived at approximately 5:35 p.m.

A. Proclamations:

1. 2018 IHSA Large Division State Champions- Joliet West Varsity

Competitive Cheerleading Team Proclamation - IHSA Varsity Cheerleading Champions 2018

Councilman Dickinson read a Proclamation congratulating the Joliet West Varsity Competitive Cheerleading Team on their 2018 IHSA Large Division State Championship.

Amy DiForti, Head Coach, accepted and thanked the Mayor and Council for their recognition.

2. 2018 IHSA Class 2A State Champion- Joliet Catholic Academy -

Dean Hamiti Proclamation - IHSA Wrestling Champion 2018

Councilman Mudron read a Proclamation issued by Mayor O'Dekirk congratulating Dean Hamiti, who attends Joliet Catholic Academy, for his 2018 IHSA Class 2A State Championship.

Dean Hamiti accepted and thanked the Mayor and Council for their recognition.

Mike Hansen congratulated Councilman Mudron on being the first State Wrestling Champion from Joliet Catholic High School.

B. Mayor O’Dekirk – Appointments

There were no appointments this evening.

III. Approval Of Agenda:

Motion to approve the Agenda as written with the following change: Remove Council Memo #133-18 a Request Authorization to Purchase Flooring for the Interior Space at the Joliet Route 66 Stadium was made by Councilwoman Bettye Gavin.

Motion seconded by Councilwoman Jan Hallums Quillman. Motion carried by the following vote:

IV. Citizens To Be Heard On Agenda Items:

Kathy Kreiser addressed the City Council regarding Council Memo #119-18: Application for a Drive Thru Permit for a Dunkin Donuts Restaurant at 21670 CenterPoint Way.

Greg Ruddy, Public Works Administrator, explained the driveway entrances into the Dunkin Donuts located at CenterPoint Way and Vetter Road.

V. Council Committee Reports:

A. Public Service

Councilman Hug stated the Public Service Committee met this evening to discuss contracts for the ongoing Combined Sewer Overflow (CSO) project and Council Memo #119-18: Application for a Drive Thru Permit for a Dunkin Donuts Restaurant at 21670 CenterPoint Way. He stated the Committee was given a brief presentation on the City's current fleet. He stated items were recommend to full Council for approval except Council Memo #133-18 a Request for Authorization to Purchase Flooring for the Interior Space at the Joliet Route 66 Stadium, which has been remanded to the Stadium Committee.

The minutes of the Combined Council Meeting of the Council of the City of Joliet, Illinois held on Tuesday, January 2, 2018 at 6:30 p.m. stand approved as recorded.

B. Council Memo #115-18: Position Vacancies

A communication from the City Manager contained his recommendation that he be authorized to:

1) Fill one SharePoint Tech Analyst position in the Information Technology Department and

2) Fill two Firefighter/Paramedic positions and any subsequent vacancies.

C. Council Memo #116-18: Regular Payroll for December 22, 2017 – January 4, 2018 – $3,564,177.17

The Biweekly Payroll Summary Reports of the total cost of regular salaries for the period December 22, 2017 through January 4, 2018, including a Summary of Overtime and an Overtime Budget Status Report, were accompanied by a recommendation from the City Manager that said Regular Payroll be approved.

D. Council Memo #117-18: Regular Payroll for January 5, 2018 – January 18, 2018 – $3,632,572.08

The Biweekly Payroll Summary Reports of the total cost of regular salaries for the period January 5, 2018 through January 18, 2018, including a Summary of Overtime and an Overtime Budget Status Report, were accompanied by a recommendation from the City Manager that said Regular Payroll be approved.

Motion to concur in the recommendations of the City Manager was made by Councilwoman Bettye Gavin.

In response to Councilman Turk's question, Fire Chief Joe Formhals stated a total of 9 firefighter positions will be filled.

A brief discussion was held regarding the restriction of truck traffic on Vetter Road.

Motion seconded by Councilman Pat Mudron. Motion carried by the following vote:

The City Clerk advised that this is a Public Hearing so any public comments would be in order at this time.

Mayor O’Dekirk opened the Public Hearing and asked if there were any comments.

XIII. Public Comments:

Robert Hernandez addressed the Mayor and Council concerning the presentation given by Mr. Ivory regarding minority participation ordinance for inclusion and procurement at yesterday's Pre-Council Meeting.

Judy Kreiser addressed the Mayor and Council concerning the Mars Warehouse on Vetter Road and Council Memo #119-18: Application for a Drive Thru Permit for a Dunkin Donuts Restaurant at 21670 CenterPoint Way.

In response to Ms. Kreiser's request, the City Manager stated we can ask for extra patrol to enforce the truck routes and the Public Works Director to review the truck signage.

Kathy Kreiser addressed the Mayor Council concerning the noise coming from the Mars Warehouse located on Vetter Road.

XIV. Mayor And Council Comments:

Councilwoman Gavin thanked the Brown Chapel AME Church for honoring Councilwoman Gavin with the Distinguished Community Service Award.

Councilman Hug asked the community and media to be respective of those in our community that have suffered devastating losses.

Councilman Mudron stated the Joliet Slammers Baseball Team had an advertising sign on the gate from Cards Against Humanity and the sign has been removed.

Councilwoman Quillman highlighted a packet from District 86 Public Schools to assist parents with getting their children ready for kindergarten.

Mayor O'Dekirk highlighted a Joliet Cyborgs presentation he attended. He also discussed his trip to Washington D.C.
