Proclamation - Bobby Boekeloo & Ben Wielgos

Councilman Hug read a Proclamation issued by Mayor O'Dekirk recognizing the courageous, quick actions of Bobby Boekeloo and Ben Wilegos for saving a family pet from a fire that broke out in a home located in the Stone Creek Subdivision.

Plainfield Central High School Baseball Coach Bayer thanked the Mayor and Council for their recognition of Bobby and Ben.

2. Proclaiming March 29, 2018 as Vietnam Veteran's Day Proclamation - Vietnam Veteran's Day

Councilwoman Quillman read a Proclamation issued by Mayor O'Dekirk proclaiming March 29, 2018 as Vietnam Veteran's Day.

Wayne Horne thanked the Mayor and Council for their recognition on behalf of the Vietnam Veterans.

Councilman Morris arrived at the meeting at 6:40 p.m.

VII. Council Committee Reports:

A. Economic Development

Councilman Hug stated the Economic Development Committee met on Thursday, March 15, 2018 at 3:00 p.m. in the Executive Conference Room to discuss tax abatements for Saddle Creek, Mars (Osprey), and Cadence Premier Logistics. He stated the Committee also discussed the first amendment approval for Mickey's Oil, and the agreement for economic incentives to waive fees for Joliet Bulk, Barge, and Rail, LLC.

B. Finance

Councilman Turk stated the Finance Committee met today at 5:30 p.m. in the Executive Conference Room and discussed an Ordinance Amending Chapter 28 – Taxation, Article IX. – Retail Purchase of Motor Fuel, of the City of Joliet Code of Ordinances (Clarifying the use of compressed natural gas as a motor fuel and removing the $0.50 gasoline tax cap.) He stated the Committee also reviewed the monthly Financial Report, Personnel Summary, Travel Expense Report, Invoices Paid and found them all to be in order and recommended their approval

C. Public Service

Councilman Hug stated the Public Service Committee met today at 4:00 p.m. in the Executive Conference Room and reviewed the 2018 Deteriorated Roadway Resurfacing. Jim Trizna, Director of Public Works, briefly discussed the resurfacing program. Councilman Hug stated all the items on the Public Service Committee were recommended to full Council for approval.

A communication from the City Manager contained his recommendation that the report be received and placed on file.

C. Council Memo #142-18: Position Vacancies

It is recommended the City Manager be authorized to fill one Communication Technical Support Supervisor in the Police Department and any subsequent vacancies which may occur.

D. Council Memo #143-18: 2018 Deteriorated Roadway Resurfacing Program

A communication from the City Manager contained his recommendation that the Mayor and Council approve the 2018 Deteriorated Roadway Resurfacing Program and authorize the administration to pursue the engineering plans and advertisements for bids for the program.

Motion to concur in the recommendations of the City Manager was made by Councilman Larry E. Hug.

XIII. City Manager:

The City Manager recognized Director of Public Utilities James Eggen and Director Inspections Division Dave Mackley. The Mayor and Council thanked Jim Eggen and Dave Mackley for their dedicated service and wished them well in their retirement.

XV. Public Comments:

Heather Mills, General Mills with the Joliet Slammers, gave a brief update on the calendar of events for the 2018 season at the Route 66 Stadium.

XVI. Mayor And Council Comments:

Councilwoman Gavin congratulated Alzada's Convenient Store and Carry-Out located on Woodruff Avenue on their grand opening.

Councilwoman Quillman highlighted an IDOT meeting regarding the I-80/I-55 corridor on Thursday, April 11, 2018 at Joliet Junior College from 4:00 p.m. - 7:00 p.m. and the Miracle League of Joliet registration. She thanked Peggy Thomas, Val Hall, and Sharon Offermann and the other retirees for their service.

Councilwoman Quillman asked the Director of Finance Jim Ghedotte to explain the new Local Administered Tax Applications (LATA). Mr. Ghedotte explained the new automated programs located on computers in the lobby of City Hall to provide better customer service to Joliet residents.

Councilman Turk thanked all the retirees for their service to the City.

Mayor O'Dekirk highlighted St. Francis's community stakeholder's open forum, a celebration of a new pastor at All-Nations Church of God in Christ, Joliet Junior College hosting of the State of the City Address, and the grand opening of the new location of the Will County Children's Advocacy Center on Scott Street.
