Village of Manhattan Board of Trustees met Dec. 5.

Here is the minutes provided by the Board:

A Regular Meeting of the Village of Manhattan President and Board of Trustees was held on Tuesday December 5, 2017. Mayor Doyle opens the meeting at 7:00 P.M. Roll call: Trustee Beemsterboer aye, Trustee McDonough aye, Trustee Doyle aye, Trustee Naughton aye. Trustee Reeves and Trustee Biscan are absent. Also present are Becker, Doyle, Kendall, Pintar, Sing, Taylor, Tyk and Wazny.

Naughton motion to Open A Public Hearing For The Levy And Assessment Of Taxes For The Village Of Manhattan, Will County, Illinois For The Fiscal Year Beginning May 1, 2017 And Ending April 30, 2018. Doyle second. Roll call: Beemsterboer aye, McDonough aye, Doyle aye, Naughton aye. (4 ayes, 0 nays, 2 absent). Motion Carried.

A Public Hearing is being held tonight for the 2017 Tax Levy for the Village of Manhattan. The recommended levy of $1,827,359 reflects an increase of the recommended police pension contribution, capture of new construction property within the Village, along with a 1.57% CPI increase. If approved, the increase is a 6.92% over last year’s tax levy. If approved, the levy increase would impact individual homeowners based on how their assessed values changed up or down. For a $200,000 home, the approximate increase would be $9.00 a year. At this time there are no questions.

Beemsterboer second. Roll call: McDonough aye, Doyle aye, Naughton aye, Beemsterboer aye. (4 ayes, 0 nays, 2 absent). Motion Carried.

Under Public Comment Stephanie Ooykaas reads a speech expressing to the Mayor and Village Board how the Village of Elwood has no consideration for the Village of Manhattan or the residents of Elwood and Manhattan. The Village of Elwood and North Point have not and will not honor the Boundary Agreement, or any other Resolution and Moratoriums that are in place. The North Point Plan is still one single development from Route 53 to Cherry Hill, and the proposal is for employees to use the existing roads or any roads that are built, with no mention of the bridge. Stephanie Ooykaas wants the Village to protect its resident and community; she feels that the Village of Manhattan has the right to get angry and legally in force the Boundary Agreement. The Mayor and Board of Trustee Thank Stephanie Ooykaas.

Naughton motion to approve the Consent Agenda As Follows: The Regular Minutes of the November 21, 2017, And Bills List For December 5, 2017, To Cancel The January 2nd 2018, Manhattan Board Meeting, An Ordinance Abating The Tax Heretofore Levied For The year 2017 To Pay The Interest And Principal On $5,140,000 General Obligation Bonds, Series 2012A, Of The Village Of Manhattan, Will County, Illinois, An Ordinance Abating The Tax Heretofore Levied For The year 2017 To Pay The Interest And Principal On $2,925,000 General Obligation Bonds, Series 2013, Of The Village Of Manhattan, Will County, Illinois And An Ordinance Abating The Tax Heretofore Levied For The year 2017 To Pay The Interest And Principal On $3,690,000 General Obligation Bonds, Series 2016, Of The Village Of Manhattan, Will County, Illinois. Doyle second. Roll call: Doyle aye, Naughton aye, Beemsterboer aye, McDonough aye. (4 ayes, 0 nays, 2 absent). Motion Carrie

Village Administrator Sing informs the Mayor and Board of Trustees that they have before them Approval of State Street Auto Invoices Totaling $160.00. Trustee Doyle is the owner of State Street Auto, for the Village to continue using State Street Auto; we followed the Illinois Municipal Code which sets parameters for doing business with elected officials. The Village Executed the final Contract not to exceed $2,000 annually with State Street Auto. If approved the total expended under the extended contract is $943.50.

Beemsterboer motion to approve the State Street Auto Invoices Totaling $160.00. McDonough second. Roll call: Naughton aye, Beemsterboer aye, McDonough aye, Doyle abstains because of the Personal Interest He Has in State Street Auto, (3 ayes, 0 nays, 1 abstain, 2 absent). Motion Carried.

Village Administrator Sing informs the Mayor and Board of Trustees that they have before them A Resolution Authorization The Execution Of A Grant Of License By And Between Brookstone Springs Master Operating Association, Inc And The Village Of Manhattan, Will County, State Of Illinois. Village Administrator Sing explains that no action will take place on this tonight. The Master Association for the Brookstone Springs Subdivision has requested approval to place a monument sign at the intersection of Route 52 and Brookstone Drive. In working with representatives from the association; we feel that the best location is in Village right of way along Brookstone Drive. Other options considered were various locations on the commercial lot owned by the Village at the intersection. Staff felt that the best location was the ROW to avoid a potential conflict with future development of the commercial lot. The Association did turn in a drawing of the sign, but it is not up to code. Staff will be meeting with them to review the requirements.

Assistant Finance Director Kendall informs the Mayor and Board of Trustees that they have before them An Ordinance For The Levy And Assessment Of Taxes For The Village Of Manhattan, Will County, Illinois For The Fiscal Year Beginning May 1, 2017 And Ending April 30, 2018.

Naughton motion to Approve An Ordinance For The Levy And Assessment Of Taxes For The Village Of Manhattan, Will County, Illinois For The Fiscal Year Beginning May 1, 2017 And Ending April 30, 2018. Assistant Finance Director Kendall informs the Mayor and Board of Trustees that they have before them a Request for Approval To Enter Into A Contract With Invoice Cloud For Utility Billing Electronic Bill Presentment And Payment Services. Invoice Cloud is compatible with our current MSI Software to begin providing our residents with convenience of viewing their accounts online, via a mobile phone, or over the phone. It will also provide reminders/notifications about receipt of new bills and payment reminders. The residents can even go “paperless” if they choose. Payments would then be processed through our MSI Software and posted to their accounts. This will reduce staff time needed to process payments, reprinting of invoices lost in the mail and balance lookups. The monthly access fee is $100.00. The agreement is for a term of 3 years but they stated they would accommodate 1 year if requested. The only other costs would be $.25 per paperless billing, which we would save on paper and postage; credit card chargebacks or ACH rejects $15.00. The charge to use the payment options would be paid by the resident, same as E-Pay that we currently use. By implementing Invoice Cloud, payments can be made with Visa where E-Pay they couldn’t. The convenience fee to the resident for payments will be $2.95 with a $150 transaction cap. Along with utility billing, miscellaneous payments can also be accepted for permits, licenses, and tickets. The convenience fee per transaction is 2.95% or $1.95 minimum. Trustee Naughton would like to know if they entering into 2 agreements, one with the Cloud and one with Harris. Assistant Finance Director Kendall informs him that it is part of the Cloud Agreement and Village Attorney Taylor confirms that they do not have to approve them separately.

EMA Director Doyle informs everyone that the Parade went off with no incidents and there were a lot of people in attendance.

Mayor Doyle informs the Board of Trustees that because Elwood will be holding Public Hearings on the Compass Business Park at 7:00 P.M, he is recommending that the Board of Trustees Reschedule the Regular Meeting that was to be held on Tuesday December 19, 2017, to Wednesday December 20, 2017. Mayor Doyle also wants to make everyone aware that they all will be in attendance at the Public Hearing in Elwood, but by Legally they cannot speak, they will be there to listen and learn. Mayor Doyle also informs everyone that they do have a meeting scheduled with Northpoint tomorrow to review the petition and to see if they have any new information for the Village of Manhattan, but Mayor Doyle is doubtful.

Mayor Doyle wants to Thank Manhattan Township for putting up the Tree again this year, and he would like to Thank Skip Krause for his assistance with this. It was a great time and there were a lot of residents in attendance, which was good to see.

Trustee McDonough would like to Thank EMA and the Police Department for all their assistance with traffic at the parade. Trustee McDonough points out that she heard the cookies and hot chocolate were the best. Trustee McDonough would also like to remind everyone that this weekend is the Winter Wonderland Event at the Round Barn and Thursday the Manhattan Junior High will also be hosting there Winter Holiday Performances. Trustee McDonough invites everyone out to attend.

Trustee Doyle thought the Parade and Floats were really nice, but Trustee Doyle is concern that nothing was planned after the lighting of tree and recommends that they look into planning some events for after the parade and tree light. Trustee McDonough will discuss this with the other Board Members on the Chamber Board.

Trustee Naughton also wants to express how everything was great at the Parade, but he also wants to Thank Laura and Jim Doran, who own Country Flooring for supplying the Hot Chocolate and Cookies. The Doran’s have done this since the event started and it is greatly appreciated. Trustee Naughton would also like to Thank Public Works, EMA and the Police Department for all they did at the event.

Mayor Doyle also wants to inform everyone that the Jefferson County EMA came to Manhattan to Pick- up the Vehicle that the Village gave them for a dollar, they were very appreciative.
