Village of Elwood Board of Trustees met May 3.

Here is the minutes provided by the Trustees:

The Regular Meeting of the Village Board of Trustees, Village of Elwood, May 3, 2017, at 7:00 PM, was called to order by Village President William E. Offerman.

Present: Village President William E. Offerman, Village Board Trustees: Don LaPaglia, Doug Jenco, Mary Matichak and Dean Lowrance

Also, Present: Village Clerk Julie Friebele, Village Administrator Marian T. Gibson, Public Work Superintendent Larry Lohmar, Police Chief Fred Hayes and Attorneys: Tom Gilbert and John Motylinski

Not Present: Trustees: Jasen Melahn and Patrick Cotter, Assistant Village Administrator Ashleigh Spacht

The meeting opened with the Pledge to the Flag.

Presentations and Public Hearings

William E. Offerman thanked the Village Board of Trustees, Public Works, Police and Administration Departments for their extraordinarily hard work and tireless commitment to the Village.

Village Clerk Julie Friebele administered the Oath of Office to Village President Elect Todd C. Matichak.

Village Clerk Julie Friebele administered the Oath of Office to four (4) Trustees Elect:

• Mary Matichak

• Don LaPaglia

• Dean Lowrance

• Darryl P. Lab

Newly elected Village President Todd C. Matichak presented William E. Offerman a plaque of appreciation and thanked him for his many years of service, loyalty and dedication as Village President of the Village of Elwood.

Newly elected Village President Todd C. Matichak presented a plaque of appreciation for Patrick Cotter’s service as Village Trustee of the Village of Elwood.

Village President Todd C. Matichak presented a Proclamation issued by the Ottawa City Council in Recognition of the assistance the Village of Elwood Public Works employees provided through the IPWMAN following the EF3 tornado that impacted the Ottawa area on February 28, 2017.

Public Comments

Village resident Carrie Lab extended her congratulations to the newly elected officials.

Consent Agenda

A motion was made by Trustee Jenco to approve the Consent Agenda as follows:

• The Regular Minutes of April 19, 2017, Village Board meeting.

• The Presentation of Bills – Paid Invoice Report March 21, 2017 through April 26, 2017 in the amount of $278,820.64.

Trustee LaPaglia seconded the motion. A vote was called: Trustee LaPaglia – yes, Trustee Jenco – yes, Trustee Matichak – yes, Trustee Lowrance – yes, Trustee Lab – yes. The motion carried.

Reports & Communications from Village Officials Safebuilt Illinois, LLC Building Department Services Contract

The SafeBuilt Illinois, LLC Building Department Services Contract was presented at the Village Board meeting on April 5, 2017.

Agenda item is pending. No action was taken.

Intergovernmental Agreement for the Funding of A 9-1-1 Surcharge Reallocation Grant

The Will County Emergency 9-1-1 Telephone System Board has announced the 2017 9-1-1 Surcharge Reallocation Grant Program. The program is designed to provide financial support for communications activities to the public safety fire and law enforcement agencies that are part of the Will County 9-1-1 Emergency Telephone System. As a member of WESCOM, the Elwood Police Department through the intergovernmental agreement would pass and allow WESCOM to capture the Surcharge Reallocation Grant.

A motion was made by Trustee Jenco to approve the Intergovernmental Agreement for the funding of a 9-1-1 surcharge reallocation grant. Trustee LaPaglia seconded the motion. A vote was called: Trustee LaPaglia – yes, Trustee Jenco – yes, Trustee Matichak – yes, Trustee Lowrance – yes, Trustee Lab – yes. The motion carried.

Elwood Baseball – Waive Water/Sewer Fees

In July 2016, the water service for the Elwood Baseball Local Little League concession/washroom building sprung a leak. The quantity was metered at 88050 gallons. The concession/washroom building account was billed for 88050 gallons of water/sewer service in the amount of $669.32 (water $314.31 & sewer $354.98). The balance of $669.32 on the account remains outstanding. A representative from the Elwood Baseball Local Little League requested a waiver of the fees charged due to the leak in the amount of $669.32.

A motion was made by Trustee Matichak to approve a waiver of the fees charged to Elwood Baseball due to the leak in the amount of $669.32. Trustee LaPaglia seconded the motion. A vote was called: Trustee LaPaglia – yes, Trustee Jenco – yes, Trustee Matichak – yes, Trustee Lowrance – yes, Trustee Lab – yes. The motion carried.

Amend the Agenda now and in the Future to Include the Public Comments Agenda Item at the Beginning and at the End of the Meeting

Village President Matichak discussed the importance of public comments during the Village Board meeting. He made the recommendation to have the Public Comments agenda item in the beginning and at the end of the meeting.

A motion was made by Trustee Jenco to approve the Public Comments agenda item in the beginning and at the end of the meeting. Trustee LaPaglia seconded the motion. All Village Trustees present voted in favor of the motion. The motion carried.

No other business.

Public Comments

Village resident Carrie Lab requested clarification on the charges to the Elwood Baseball account in relation to the water leak. She questioned if the leak only affected the account in a single month. Village Clerk Julie Friebele explained that the increased usage was only in a single month period therefore only charged the increased fees in that single month.

Adjournment

A motion was made by Trustee LaPaglia to adjourn the meeting. Trustee Jenco seconded the motion. All the Village Board Trustees present voted in favor of the motion. The motion carried.
