Village of Manhattan Regular Board met April 3.

Here is the minutes provided by the Board:

A Regular Meeting of the Village of Manhattan President and Board of Trustees was held on Monday April 3, 2017. Mayor Doyle opens the meeting at 7:00 P.M. Roll call: Trustee Beemsterboer aye, Trustee McDonough aye, Trustee Reeves aye, Trustee Biscan aye, Trustee Doyle aye, Trustee Naughton aye. Also present are Becker, Doyle, Nelson, Pintar, Sing, Taylor, Tyk and Wazny.

Reeves motion to approve the Consent Agenda As Follows: The Regular Minutes of the March 21, 2017, And Bills List For April 3, 2017. Naughton second. Roll call: Beemsterboer aye, McDonough aye, Reeves aye, Biscan aye, Doyle aye, Naughton aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Village Administrator Sing informs the Mayor and Board of Trustees that they have before them Approval of State Street Auto Invoices Totaling $22.50. Trustee Doyle is the owner of State Street Auto, for the Village to continue using State Street Auto; we followed the Illinois Municipal Code which sets parameters for doing business with elected officials. The Village Executed the final Contract not to exceed $2,000 annually with State Street Auto and this is the last invoice for the last Fiscal Year. If approved the total expended under the extended contract is $1,311.35.

Beemsterboer motion to approve the State Street Auto Invoices Totaling $22.50. McDonough second. Roll call: McDonough aye, Reeves aye, Biscan aye, Doyle abstains because of the Personal Interest He Has in State Street Auto, Naughton aye. (5 ayes, 0 nays, 1 abstain, 0 absent). Motion Carried.

Village Administrator Sing informs the Mayor and Board of Trustees that they have before them an Ordinance Providing for Qualifications For Full Time Police Officers In The Village Of Manhattan, Will County, and State Of Illinois First Read. The hiring of full time police officers falls under the jurisdiction of the Manhattan Police Commission. The commission must follow a set of state required procedures when hiring an officer. Being Home Rule, the Village can enact additional requirements or criteria for full time police officers. This ordinance would add or change the following, Increase age from 21 to 23 for all applicants, sets maximum hiring age at 35 for all hires, and up to 45 years old with active duty military duty, 30 hours of college credit, this would be waived with honorable military discharge or 180 days military combat duty and Lateral transfers must have worked in an organization with a population of 5,000 as a full time police officer. This will have no impact on the current budget. Trustee Naughton is concern that someone that has complete collage, but who is 21 cannot apply. Chief Wazny explains that the list is for 2 years so they could apply and then turn 23 before the list expires. Chief Wazny also explains that communities are look for young adults with some type of work experience.

Director Doyle informs the Mayor and Board of Trustees that he will have his monthly report at the next meeting along with the Irish Fest Report.

Public Works Superintendent Tyk informs the Mayor and Board of Board of Trustees that they have before them the 2017 Summer Employee Roster and the 2017 Part-Time Mowing Roster. The Summer Roster is Kyle Filkins, Ryan Murray, Zachary Paymaster, Eric Ramos and Jacob McGrath.

McDonough Motion to Approve The 2017 Summer Employee Roster Kyle Filkins, Ryan Murray, Zachary Paymaster and Eric Ramos at a Rate of 10.25 Per Hour. Doyle second. Roll call: Reeves aye, Biscan aye, Doyle aye, Naughton aye, Beemsterboer aye, McDonough aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Public Works Superintendent Tyk informs the Mayor and Board of Board of Trustees that they have before them the 2017 Mowing Roster. The Mowing Roster is Bill Weber, Bill Dudeck, and Al Vlach, and Tyk will be adding Larry Becker.

Motion to Approve The 2017 Part-Time Mowing Employee Roster is Bill Weber, Bill Dudeck, and Al Vlach, and Larry Becker At A Rate Of $11.25 An Hour. Second. Roll call: Biscan aye, Doyle aye, Naughton aye, Beemsterboer aye, McDonough aye, Reeves aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Public Works Supervisor Tyk informs the Mayor and Board of Trustees that they have before them a Request to Replace Metra Parking Lot Lighting. Public Works applied for an Energy Grant to replace the lights at the Metra Train Station. We were awarded $12,250.00 dollars towards this project. The lowest of 3 bids to replace all 50 lights came to $37,276.00, from S&S Electric. The savings to the Village would be right away. The new LED lights will have a lifespan of 11 years with the first Five (5) being covered by warranty. Trustee Beemsterboer would like to see the Village replacing Street Lights with the LED. Public Work Supervisor Tyk informs him that they have started future planning on this. Staff recently applies for and found out that they have a received $6,000 in Grant Funding for a $8,000 project replacing the sewer plant lights.

Biscan motion to Approve Hiring S&S Electric To Replace 50 Lights AT The Metra Parking Lot At A Cost Of $37,276.00. Doyle second. Roll call: Doyle aye, Naughton aye, Beemsterboer aye, McDonough aye, Reeves aye, Biscan aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Community Development Director Nelson informs the Mayor and Board of Trustees that they have before them A Resolution Demanding Payment On A Certain Irrevocable Letter Of Credit For Sunset Lakes-Phase 3 (Also Referred To A “Unit 3”) Offsite Improvements (Baker Road) In The Village Of Manhattan, Illinois. On January 12, 2017, the Village was notified that Sunset Lakes Letters of Credit #SB 109241948 Will be Expiring on April 18, 2017. As of this date, the bank has not provided the Village with a revised Letter of Credit. Therefore, in order to ensure the guarantee of the remaining improvements, staff is recommending that the Village Board take action to demand payment of the Letter of Credit. If the Letter of Credits are received prior to April 18, 2017, the Village can take action to rescind the draw.

Naughton motion to Approve A Resolution Demanding Payment On A Certain Irrevocable Letter Of Credit For Sunset Lakes-Phase 3 (Also Referred To A “Unit 3”) Offsite Improvements (Baker Road) In The Village Of Manhattan, Illinois. Doyle second. Roll call: Naughton aye, Beemsterboer aye, McDonough aye, Reeves aye, Biscan aye, Doyle aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Mayor Doyle informs the Board of Trustees that the other day he was leaving Church and residents from the Village stopped him to tell him that they want to Thank the Village Engineer Pintar for all of her assistance getting their property out of the flood plain. They want the Village to Know how grateful they are that Pintar could help them and she made sure it was all done correctly. The Mayor and Board of Trustees would also like to thank Village Engineer Pintar for going above and beyond.

Naughton motion to Enter Into Executive Session For The Consideration To Purchase, Lease Or Acquire Specific Real Estate Property Or For The Probable or Imminent And Pending Litigation. Doyle second. Roll call: Beemsterboer aye, McDonough aye, Reeves aye, Biscan aye, Doyle aye, Naughton aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Doyle motion to Re-open The Regular Meeting. McDonough second. Roll call: Biscan aye, Doyle aye, Naughton aye, Beemsterboer aye, McDonough aye, Reeves aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Doyle motion to adjourn the Regular Meeting at 7:25 P.M. McDonough second. All members are in favor.
