Plainfield Committee of the Whole hears update on Drinkall Farm concept plan

Plainfield Committee of the Whole met Monday, Aug. 8.

Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on August 8,2016 In the Boardroom

Mayor Collins called the meeting to order at 7:00 p.m. Board Present: Mayor Collins, Trustee Wojowski, Trustee Bonuchi, Trustee Lamb, Trustee O'Rourke, Trustee Peck, and Trustee Racich. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Jon Proulx, Planning Director; Ken Goska, Building Official; and John Konopek, Chief of Police. There were approximately 8 persons in the audience. 

Trustee Lamb moved to approve the Minutes of the Committee of the Whole Workshop and Executive Session held on July 25, 2016. Second by Trustee Peck. Voice Vote. All in favor, 0 opposed. Motion carried.

TRUSTEE COMMENTS

Trustee Wojowski asked Chief Konopek for an update on the Walker's Grove park equipment fire. Chief Konopek stated that the suspects were identified and the Park District is trying to get the equipment replaced.

PUBLIC COMMENT

Carol O'Rourke, Grande Park, expressed concern regarding parking. Administrator Murphy stated that staff has identified parking issues in other areas as well and is sending out letters to residents.

WORKSHOP

#1 DRINKALL FARM CONCEPT PLAN

Mr. Jon Proulx, stated that the applicant is considering purchasing the property at 12464 S. Heggs Road and is seeking input from the Village Board on their proposed use of the property prior to closing on the sale. Mr. Kurt Watson gave a presentation highlighting the intended use for the property to include the use of a residence as well as converting the barn into a special event venue. The farmland would be used to grow produce for sale on-site as a farmstand to supplement the residential and special event venue uses.

Mr. Proulx pointed out that development of the property as proposed would entail annexation into the Village with the opportunity to identify detailed rights and restrictions of the proposed uses in the annexation agreement. The entitlement process would require public hearings and certified notice to abutting property owners as part of the review process.

There was general consensus of support from the Village Board to proceed with the project and to hook up to the Village's water and sewer.

#2 STRATEGIC PLAN STUDIES

The Village staff and Lance Dorn, SB Friedman gave a presentation regarding proposals to complete two studies related to strategic planning initiatives. The studies include Van Dyke Road Site— Market Feasibility and Site Assessment and Comprehensive Housing Study. There was some general discussion regarding the proposals for the studies. It was general consensus of the Board not to proceed with either study at this time.

Mayor Collins read the reminders.

Trustee Lamb moved to adjourn. Second by Trustee Bonuchi. Voice Vote. All in favor, 0 opposed. Motion carried.
