REGULAR MEETING of the Council of the City of Joliet, Illinois was held on Tuesday, August 16, 2016 at 6:30 P.M. in the Council Chambers, Joliet Municipal Building, 150 W. Jefferson Street, Joliet, Illinois.

MAYOR: 

A. Proclamation Congratulating Reverend Clint Wilburn on his 20th Anniversary at Mt. Moriah Baptist Church PROCLAMATION - Pastor Wilburn Councilwoman Gavin read a Proclamation issued by Mayor O'Dekirk congratulating Reverend Clint Wilburn for his 20 year Anniversary at Mt. Moriah Baptist Church. Pastor Wilburn accepted and thanked the Mayor and Council for their recognition. 

B. Mayor O’Dekirk– Appointments None

III. PRESENTATION: Introduction of Dr. Theresa Rouse, Superintendent, Joliet Grade School District 86 Dr. Theresa Rouse discussed plans for the 2016-2017 school year for Joliet School District 86.

V. APPROVAL OF AGENDA:

Motion to approve the Agenda as written was made by Councilwoman Jan Hallums Quillman. Motion seconded by Councilwoman Bettye Gavin. VI. COUNCIL COMMITTEE REPORTS: 

A. Economic Development Councilman Hug stated the Economic Development Committee met on August 11, 2016 at 4:00 p.m. in the Planning Conference Room to discuss the recommendation of Mistwood Golf Club to operate the Union Station Grand Ball Room, the expansion of the downtown commercial Special Service Area (SSA), and the expansion of Cap Barbell Manufacturing. Steve Jones, Deputy City Manager, briefly discussed the Mistwood Golf Club contract. 

B. Finance Councilman Turk stated the Finance Committee met prior to the City Council Meeting in the Executive Conference Room and discussed the Comprehensive Water and Sewer Study Update and proposed rate adjustment on the Agenda to take effect in November. He stated the Committee reviewed the monthly Financial Report, Personnel Summary, Travel Expense Report, Invoices Paid Report and found them all to be in order and recommended their approval. 

C. Public Service Councilman McFarland stated the Public Service Committee and reviewed the contracts, change orders, pay estimates, final payments, and discussed rescinding Council Memo #389-16. 

VII. CONSENT AGENDA: 

A. Approval of Minutes 1. Pre-Council Meeting – August 1, 2016 8-1-16 Minutes 2. Regular Meeting – August 2, 2016 8-2-16 Minutes The minutes of the Pre-Council Meeting of the Council of the City of Joliet, Illinois held on Monday, August 1, 2016 at 5:30 p.m. and of the Regular Meeting of the Council of the City of Joliet, Illinois held on Tuesday, August 2, 2016 at 6:30 p.m. stand approved as recorded. 

B. Invoices Paid Report INVOICES PAID 7-2016 A communication from the City Manager contained his recommendation that the report be received and placed on file. 

C. COUNCIL MEMO #375-16: Position Vacancies COUNCIL MEMO #375-16 A communication from the City Manager contained his recommendation that he be authorized to: 1) Fill one Public Safety Clerk position; 2) Fill one Fire Captain position; 3) Fill one Fire Lieutenant position; 4) Fill one Firefighter/Paramedic position; and 5) Fill one Public Utilities Engineering Aide I position and any subsequent vacancies.

D. COUNCIL MEMO #376-16: Regular Payroll for July 8 - July 21, 2016 - $3,441,681.11 COUNCIL MEMO #376-16 The Biweekly Payroll Summary Reports of the total cost of regular salaries for the period July 8 through July 21, 2016, including a Summary of Overtime and an Overtime Budget Status Report, were accompanied by a recommendation from the City Manager that said Regular Payroll be approved. 

E. COUNCIL MEMO #377-16: Appointment of Auxiliary Police Officers COUNCIL MEMO #377-16 A communication from the City Manager contained his recommends the Mayor and City Council appoint Scott Lewandowski and Michael Slaasted as Auxiliary Police Officers for the City of Joliet. 

Motion to concur in the recommendations of the City Manager was made by Councilwoman Bettye Gavin. Motion seconded by Councilman Jim McFarland. Motion carried by the following vote: AYES: Councilwoman Bettye Gavin, Councilman John E. Gerl, Councilman Larry E. Hug, Councilman Jim McFarland, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilman Michael F. Turk NAYS: None ABSTAIN: Mayor Robert O’Dekirk Councilwoman Quillman voted aye with the exception of those that pertain to her employer. Police Chief Brian Benton and Captain Bruce Larson introduced Auxiliary Officers Scott Lewandowski and Mike Slaasted.

XII. CITY MANAGER: The City Manager stated there will be a Public Open House to discuss proposed changes to the Special Service Area (SSA) that presently serves Downtown Joliet. He stated the Open House will be at City Hall in the Council Chambers on August 24, 2016 between 4:00 p.m. - 6:00 p.m. 

XIII. NEW BUSINESS (Not For Final Action Or Recommendation): Dan Vera, Board Chairman for the Will County Metropolitan Exposition and Auditorium Authority (WCMEAA), Mayor O'Dekirk, Council, and the City Manager had a lengthy discussion regarding the selection of a new manager for the Rialto Theatre, the Request for Proposal (RFP) process for the new manager, and the actions of the Committee of the Whole. They also discussed the Rialto's monthly income, payroll, staff (including the two unions), and intentions regarding the sale of the Rialto office building. 

XIV. PUBLIC COMMENTS: Delores Quin spoke to the Mayor and Council concerning violence toward her by the Joliet Police Department. 

Robert Webb addressed the Mayor and Council concerning equal protection of the law. 

Tim Shanahan addressed the Mayor and Council concerning the Rialto Theatre and the third party administrator selection. 

Robert Hernandez addressed the Mayor and Council concerning the Rialto Theatre and the Joliet Police Department. 

Kathy Spieler addressed the Mayor and Council concerning parking at the Rialto Theatre and clarification regarding the petition concerning the third party administrator for the Rialto Theatre.

 Carol Mulvihill addressed the Mayor and Council concerning the Rialto Theatre. 

Mary Beth Gannon addressed the Mayor and Council concerning the Rialto. 

Candace Johnson addressed the Mayor and Council concerning the Rialto. Richard Dean addressed the Mayor and Council concerning people of color and the justice system. 

XV. MAYOR AND COUNCIL COMMENTS: Councilwoman Gavin thanked Fire Station 4 for replacing the flag at the Forest Park Community Center memorial piece. Councilman Gerl introduced Ethan Winkle from Boy Scout Troop 175. Councilwoman Quillman discussed the number of participants in the Project Aspire, a neighborhood pride program, and having the winners of this project at a future Council Meeting. Mayor O’Dekirk thanked Senior Services of Will County for their annual Senior Resource Festival, City Center Partnership for Kids Fest, New Covenant Worship Center for their Back-to-School Book Bag Give Away at Sacred Heart Church, Chamber of Commerce for their ribbon cutting for Homes for Heroes, and Joliet Unity Movement 815 back to school event and weekend festival in Nowell Park. He congratulated Joliet Junior College on their 1st Annual State of the College Address. He invited everyone to attend the Route 66 Grudge Match Charity Event at the Chicagoland Speedway on Saturday.
