Crest Hill City Council approves TIF policy

Crest Hill City Council met Monday, July 18.

The Crest Hill City Council includes eight members, two each from the city’s four wards. The members serve staggered, four-year terms.

MINUTES OF THE REGULAR MEETING CITY COUNCIL OF CREST HILL WILL COUNTY, ILLINOIS

July 18, 2016

The regular meeting of the City of Crest Hill was called to order by Mayor Raymond R. Soliman at 7:00 p.m. in the Council Chambers, 1610 Plainfield Road Crest Hill, Will County, Illinois.

The Pledge of Allegiance was recited in unison.

Mayor Soliman asked that everyone remain standing to honor those who recently lost their lives in France, Turkey and in the United States.

Pastor Green from the Church of the Good Shepherd Evangelical Covenant gave the opening prayer.

Roll call indicated the following present: Mayor Raymond Soliman, City Clerk Vicki Hackney, Alderman Scott Dyke, Alderman John Vershay, Alderwoman Claudia Gazal, Alderwoman Tina Oberlin, Alderwoman Candi Thuringer, Alderman Charles Convery, Alderman Tom Inman.

Also present were: City Administrator Jim Elmquist, City Attorney/Assistant City Administrator Heather McGuire, Deputy City Clerk Janet Serdar, Deputy Police Chief Brad Hertzmann, Public Works Director Tony Torres, Economic Development and Zoning Manager Scott McMaster.

Absent was: City Treasurer Glen Conklin, Alderwoman Barbara Sklare.

APPROVAL OF MINUTES: Mayor Soliman presented the minutes from the regular meeting held on July 5, 2016 for Council approval.

(#1) Motion by Alderwoman Thuringer, seconded by Alderwoman Gazal, to approve the minutes from the regular meeting held on July 5, 2016 as presented. On roll call, the vote was: AYES: Ald. Convery, Inman, Dyke, Vershay, Gazal, Oberlin, Thuringer. NAYES: None. ABSENT: Ald. Sklare. There being seven (7) affirmative votes, the MOTION CARRIED. (110)

(120) Mayor Soliman asked to deviate from the regular agenda for a business presentation. Debbie Kenmore from Unlimited Graphics 1453 Caton Farm Road gave a presentation on the business. Members of the Council commended the business on their success.

(337) Mayor Soliman presented a proclamation honoring Pastor David Timothy Green on his 20th Anniversary with the Church of the Good Shepherd Evangelical Covenant. Members of the Council read the proclamation.

(#2) Motion by Alderwoman Thuringer, seconded by Alderman Convery, to approve a proclamation honoring Pastor David Timothy Green on his 20th Anniversary with the Church of the Good Shepherd Evangelical Covenant. On roll call, the vote was: AYES: Ald. Inman, Dyke, Vershay, Gazal, Oberlin, Thuringer, Convery. NAYES: None. ABSENT: Ald. Sklare. There being seven (7) affirmative votes, the MOTION CARRIED. (441)

(456) Mayor Soliman presented Pastor Green with a copy of the proclamation. Pastor Green gave a speech. Members of the Council congratulated Pastor Green on his 20 year anniversary. Members of the Church congratulated Pastor Green.

CITY ATTORNEY: (1048) City Attorney/Assistant Administrator Heather McGuire requested an executive session on 5 ILCS 120/2(c)(11) litigation.

CITY ADMINISTRATOR: (1061) City Administrator Jim Elmquist presented a request for the approval of the Safe Routes To School resolution per the memo dated July 18, 2016. Administrator Elmquist went over the background of the request.

(#3) Motion by Alderman Dyke, seconded by Alderman Vershay, to approve the Safe Routes To School resolution per the memo dated July 18, 2016. On roll call, the vote was: AYES: Ald. Gazal, Oberlin, Thuringer, Convery, Inman, Dyke, Vershay. NAYES: None. ABSENT: Ald. Sklare. There being seven (7) affirmative votes, the MOTION CARRIED. Resolution #978 (1078)

PUBLIC WORKS DEPARTMENT: (111) Director of Public Works Tony Torres presented a request for the hiring of a qualified replacement for an employee that is retiring from the Public Works Department as a wastewater operator per the memo dated July 15, 2016.

(1143) Director Torres presented a request for the water tower long term maintenance program for the city’s three water towers per the memo dated July 15, 2016.

(#5) Motion by Alderwoman Oberlin, seconded by Alderwoman Gazal, to approve the request for the water tower long term maintenance program for the city’s three water towers per the memo dated July 15, 2016. On roll call, the vote was: AYES: Ald. Thuringer, Convery, Inman, Dyke, Vershay, Gazal, Oberlin. NAYES: None. ABSENT: Ald. Sklare. There being seven (7) affirmative votes, the MOTION CARRIED. (1165)

(1194) Mayor Soliman wished Mr. Tadey good luck on his retirement from the City.

ECONOMIC DEVELOPMENT DEPARTMENT: (1224) Economic Development and Zoning Manager Scott McMaster presented the request for the approval of the TIF policy adoption per the memo dated July 18, 2016. Manager McMaster went over the background of the policy.

(#6) Motion by Alderman Convery, seconded by Alderman Inman, to approve the TIF policy per the memo dated July 18, 2016. On roll call, the vote was: AYES: Ald. Thuringer, Oberlin, Gazal, Vershay, Dyke, Inman, Convery. NAYES: None. ABSENT: Ald. Sklare. There being seven (7) affirmative votes, the MOTION CARRIED. (1249)

(1275) Manager McMaster presented the second quarter report on file. He went over the report.

POLICE DEPARTMENT: (1299) Deputy Chief Brad Hertzmann presented the report on file.

(1305) Deputy Chief Hertzmann announced that the Crest Hill Police Department will be hosting their annual car show for Special Olympics on Sunday July 24, 2016 at Richland Grade School from 2:00 p.m. to 6:00 p.m.

(1322) Alderwoman Thuringer commended Deputy Chief Hertzmann on his completion at the FBI academy.

MAYOR: (1330) Mayor Ray Soliman presented a request from the Crest Hill Police Association for the waiving of the $50.00 entertainment license for the annual car show to be held on July 24, 2016 per the memo dated July 12, 2016.

(#7) Motion by Alderwoman Oberlin, seconded by Alderman Vershay, to approve the request from the Crest Hill Police Association for the waiving of the $50.00 entertainment license for the annual car show to be held on July 24, 2016 per the memo dated July 12, 2016. On roll call, the vote was:

(1385) Mayor Soliman announced that O’Reilly Auto Parts has broken ground on their new facility in the City.

(1409) Mayor Soliman commended the Crest Hill baseball team on their tournament win. Alderwoman Oberlin congratulated the Mayor on his daughter’s recent marriage.

CITY CLERK: (1450) City Clerk Vicki Hackney presented a request to waive the 2016/2017 restaurant fee for Crest Hill Pony Baseball per the memo dated July 12, 2016.

(#8) Motion by Alderman Inman, seconded by Alderman Dyke, to approve the request to waive the 2016/2017 restaurant fee for Crest Hill Pony Baseball per the memo dated July 12, 2016. On roll call, the vote was: AYES: Ald. Gazal, Oberlin, Thuringer, Convery, Inman, Dyke, Vershay. NAYES: None. ABSENT: Ald. Sklare. There being seven (7) affirmative votes, the MOTION CARRIED. (1465)

(1481) City Clerk Hackney presented a request for the closure of Elsie Avenue from the intersection of Dearborn Street to the intersection of Highland Avenue on August 6, 2016 from noon to 11:00 p.m. for a block party per the memo dated July 12, 2016.

CITY TREASURER: (1524) Mayor Soliman presented the regular and overtime payroll from June 27, 2016 through July 10, 2016 in the amount of $207,591.01.

(1539) Mayor Soliman presented the list of bills in the amount of $651,374.49 for Council approval.

(#10) Motion by Alderman Convery, seconded by Alderwoman Gazal, to approve the list of bills in the amount of $651,374.49 as presented. On roll call, the vote was:

AYES: Ald. Oberlin, Thuringer, Convery, Inman, Dyke, Vershay, Gazal. NAYES: None. ABSENT: Ald. Sklare. There being seven (7) affirmative votes, the MOTION CARRIED. (1545)

UNFINISHED BUSINESS: (1562) There was no unfinished business.

NEW BUSINESS: (1565) Mayor Soliman presented a request for the approval for the attendance of the elected officials along with the City Administrator, City Attorney/Assistant Administrator and Deputy City Clerk at the annual IML conference per the memo dated July 18, 2016. Mayor Soliman went over the background of the request.

(#11) Motion by Alderwoman Thuringer, seconded by Alderwoman Oberlin, to approve the attendance of the elected officials along with the City Administrator, City Attorney/Assistant Administrator and Deputy City Clerk at the annual IML conference per the memo dated July 18, 2016. On roll call, the vote was: AYES: Ald. Convery, Inman, Dyke, Vershay, Gazal, Oberlin, Thuringer. NAYES: None. ABSENT: Ald. Sklare. There being seven (7) affirmative votes, the MOTION CARRIED. (1601)

COMMITTEE REPORTS: (1625) Alderwoman Gazal announced that there will be a Senior Expo at Richland School on August 3, 2016 from 9:00 a.m. to 1:00 p.m. The Crest Hill Lion’s Club will be hosting free hearing and vision testing.

(1650) Alderwoman Oberlin announced that the annual picnic will be on Sunday August 7, 2016 from noon to 10:00 p.m. She announced the various events going on throughout the day.

COUNCIL COMMENTS: (1720) Alderman Vershay announced that there will be an open house at the Oakland Avenue Well from 10:00 a.m. to 1:00 p.m. on August 6, 2016. Alderman Dyke congratulated Rick Tadey on his retirement. Alderwoman Gazal announced that there will be an open discussion on August 2, 2016 at 6:30 p.m. with the representatives from Ward II and members of the Police Department in the City Council Chambers. Alderwoman Oberlin congratulated Mr. Tadey on his retirement. Alderwoman Thuringer congratulated Mr. Tadey on his retirement. She also congratulated Pastor Green on his anniversary. Alderman Convery congratulated Mr. Tadey. He wished the Mayor and Alderwoman Oberlin a happy birthday. Alderman Inman congratulated Mr. Tadey and Pastor Green.

PUBLIC COMMENT: (1846) There were no citizens wishing to address the Council.

(1852) Mayor Soliman informed the Council that there was a need for an executive session on 5 ILCS 120/2(c)(11) litigation.

(#12) Motion by Alderwoman Oberlin, seconded by Alderman Inman, to go into an executive session on 5 ILCS 120/2(c)(11) litigation. On roll call, the vote was: AYES: Ald. Dyke, Vershay, Gazal, Oberlin, Thuringer, Convery, Inman. NAYES: None. ABSENT: Ald. Sklare. There being seven (7) affirmative votes, the MOTION CARRIED. Executive session 7:52 p.m. (1860)

(#13) Motion by Alderwoman Oberlin, seconded by Alderman Inman, to reconvene from the executive session on 5 ILCS 120/2(c)(11) litigation. On roll call, the vote was: AYES: Ald. There being no further business before the Council, and no action needed from the executive session a motion for adjournment was in order.
