Meeting Minutes

May 24, 2016

The meeting was held at 4:01 p.m. in the Mayor’s Conference Room located at 400 S. Eagle Street in Naperville.

Call to Order: The meeting was called to order at 4:01 p.m. by Chairman Kenn Miller and attendance taken by Kathy Mackenzie:

Minutes:

A motion was made by Commissioner Mary Schulte to accept the minutes of the May 10, 2016 meeting, seconded by Commissioner Kim Widup. The motion carried with a unanimous voice vote.

Police Department Status Report

Update

Commander Kammerer noted that a walk-thru had been conducted at the construction site of the Police Department’s Defensive Tactics Training Facility. The commander stated he would like to give the commissioners a special tour of the facility.

Commander Kammerer stated that they had nine (9) police officer interns start on Monday, May 23rd and will have two (2) more start on June 1st. He will send us a copy of the evaluation form that is done on the interns for our review.

Nine (9) interns just completed the program and six (6) of them will receive preference points.

115 applications have been received for police officer as of May 20, 2016.

Arrangements have been made for two (2) active military duty police officer candidates to receive accommodation to take the test in early June.

Fire Department Status Report

Update

Deputy Chief Sander noted that the Naperville Fire Department now has five (5) openings which they will take to the Personnel Review Committee (PRC) for approval in the first week of June.

New Business

1. Chief Marshall introduced Dr. Alan Friedman, psychologist, with the Friedman Group. Dr. Friedman shared with the commissioners and Carolyn Clifford the Matrix Statistical Selection Methodology. Afterwards, the Commission determined that there are a few follow-up questions for Dr. Friedman which Commander Kammerer will address with him.

2. Education Preference Points – it was clarified that the Commission can award from zero (0) to five (5) preference points. To candidates who have successfully obtained an associate’s degree in the field of fire science or a bachelor’s degree. The Commission agreed to continue to award up to five (5) preference points under this sub-section and points are not cumulative if a candidate has more than associate’s degree in the field of fire service or emergency medical services, or a bachelor’s degree from an accredited college or university.

3. Purchasing provided the Commission with a vendor from their RFP process for psychological evaluations for police and fire candidates. Stanard and Associates was the lowest bidder. Kathy Mackenzie will contact Stanard and Associates to schedule two (2) psychological evaluations on fire department candidates.

Action Taken

1. A motion was made by Commissioner Mary Schulte to authorize to hire police officer candidate Frederich Krueger #19. It was seconded by Commissioner David Blaydes. The motion carried with a unanimous voice vote.

2. A motion was made by Commissioner Mary Schulte to accept the closed session minutes of the May 10, 2016 closed session meeting and retain restriction, seconded by Commissioner Kim Widup. The motion carried with a unanimous voice vote.

Adjournment

A motion was made by Commissioner Kenn Miller to adjourn the meeting at 6:33 p.m., seconded by Commissioner Benny White. The motion carried with a unanimous voice vote.
