Councilman Larry E. Hug read a Proclamation recognizing Joliet Township District 204 Central Campus Student Center and Galleria and Athletic Field House Additions as the 11th Annual Joliet Historic Preservation Award.

Members of the Joliet Township High School District 204 Board of Education Members accepted and thanked the Mayor and Council for the Proclamation and 11th Annual Joliet Historic Preservation Award.

D. Mayor O’Dekirk– Appointments

Mayor O'Dekirk thanked Joliet Central High School English Teacher, Ms. Emily Petronio for encouraging her students to write persuasive essays regarding important community topics.

Mayor O'Dekirk stated he did not have any appointments.

III. PRESENTATION: Will Grundy Medical Center - Lauren Las

Ms. Lauren Las gave a brief presentation regarding a fundraiser to support the Will Grundy Medical Center which is a free clinic supplying medical care to individuals who do not have healthcare.

Reverend Peter Jankowski addressed the Mayor and Council regarding the City's support of St. Pat's Church.

IV. CITIZENS TO BE HEARD ON AGENDA ITEMS:

Mr. John Sheridan addressed the Mayor and Council concerning Council Memos #267-16 and #269-16.

Mr. Bob Nachtrieb addressed the Mayor and Council concerning Council Memo #263-16.

Councilwoman Jan Quillman stated the CTIS Committee met to discuss the City of Joliet summer advertising campaign.

Anthony Ardolino gave an overview of the IT assessment discussion, an update on the implementation of Tyler Munis, the Network Maintenance Program, and updates to the City's websites.

B. Economic Development

Councilman Larry E. Hug stated the Economic Committee met on May 12, 2016 in the Planning Conference Room and discussed the redevelopment agreement for 1 E. Cass Street (Crabigale's building), finalized the

Economic Development Committee Mission Statement, and discussed the preliminary expansion of the current downtown Special Service Area. He stated the Committee also discussed the Union Station Grand Ballroom Request for Quotes.

C. Public Safety

Councilman Gerl stated the Public Safety Committee met this evening to discuss Council Memo #272-16: Request to Amend the Budget and Purchase In-Car Video System and IT Infrastructure for Police Department from WatchGuard Video, LLC and Council Memo #273-16: Request for Authorization to Approve a Professional Services Agreement with Stanard for Administering Testing of Fire and Police Promotional Exams and Entry-Level Police Officers.

D. Public Service

Councilman McFarland stated the Public Service Committee met yesterday to discuss Contracts, Change Orders, and Pay Estimates and recommend their approval. He stated the Committee also discussed Council Memo #276-16: Request for Authorization to Award a Re-Lamp Project for Silver Cross Field.

Mr. Michael Martin, 15 W. Jefferson Street, addressed previously asked questions stating Drive-Time does allow the purchase of vehicles outright and does allow outside financing of their vehicles. He also gave a brief presentation demonstrating before and after pictures of other Chicagoland Drive-Time facilities.

Mr. Mike Martin thanked CAPA and the St. Pat's neighborhood groups for their involvement in protecting the interest of Joliet residents. He addressed the Consumer Financial Protection Bureau imposed $8 million fine on Drive-Time. He also discussed potential sales and sales tax generated by Drive-Time, interest rates charged by Drive-Time, the number of used car sales dealers in the City of Joliet, and site improvements.

The City Manager discussed the City's incentive offer to Thomas Toyota on Larkin Avenue to give them property located behind the dealership. He also stated Romeoville's incentive plan to Thomas Toyota was $8.2 million; 70% sales tax rebate for the first five years, then 60% sales tax rebate second five years, and then a 50% sales tax rebate for the next 15 years.

The City Manager stated Alfredo Melesio, Director of Neighborhood Services, provided documentation indicating where the CDBG monies would be adjusted and utilized for public street improvements.

Mr. Haller further clarified the funding adjustments made to the 2015 CDBG Budget.

The City Manager stated this is a grant in the amount of $980,000 from the Illinois Housing Development Authority. He stated the money will be used for acquisition and demolition. He also discussed how the City intends to utilize the money for this program.

XII. CITY MANAGER:

Corporation Counsel Marty Shanahan addressed the Mayor and Council concerning residential reclassifications appearing on title searches.

The City Manager discussed the Joliet Multi-Modal Regional Transportation Project.

XIII. NEW BUSINESS (Not For Final Action Or Recommendation):

Councilman Gerl discussed the IHSA Tournament and New Orleans events in downtown Joliet this weekend. The City Manager and Mayor O'Dekirk briefly discussed the City's efforts to retain the IHSA Baseball Tournament at Silver Cross Field for the next five years.

Mayor O'Dekirk and City Manager briefly discussed the City's Mosquito Abatement Program.

Mayor O'Dekirk briefly discussed the City's Water Quality Report, and stated the report is available on the City's website.

XIV. PUBLIC COMMENTS:

Mr. John Sheridan shared with the Mayor and Council various ideas concerning nuisance and abandon properties.

Mr. Ed Cierkies addressed the Mayor and Council regarding the City allowing two designated parking spaces for Midland States Bank customers.

Christopher Pedersen addressed the Mayor and Council regarding the HUD Grant.

Mr. Patel requested the City Manager refer to Stickney Township's website for information regarding Mosquito Abatement.

XV. MAYOR AND COUNCIL COMMENTS:

Councilman Hug congratulated the Rialto on their 90th Anniversary Celebration and discussed Will County's proposed financial support of the theatre.

Pat Mudron invited everyone to the downtown area this weekend for the IHSA baseball games or New Orleans North.

Councilwoman Quillman thanked Marty Shanahan for his efforts to resolve the residential reclassification issue.

Councilman Turk stated a resident who lives on Waverly experienced a sewer problem and was very pleased with the City's sewer crew.

Mayor O'Dekirk congratulated the Bluestem Earth Festival at the University of St. Francis and Sister Mary France on her 100th birthday. He also congratulated the Village of Elwood on the Memorial Day Service at Abraham Lincoln Memorial Cemetery. He continued by recognizing several other events taking place in Joliet over the last several weeks which were: Relay for Life, the Park District on the grand opening of Crombie Park (located at Second and Wilson), and Star Wars days, He thanked Amazon for doubling their commitment to Joliet creating an additional 2,000 jobs. He also thanked Cadence Premier Logistics for bringing their organization and Corporate Headquarters to Joliet.
