Joliet City Council considers special use permits

Meeting 04

Joliet City Council met Monday, June 6.

Joliet is a home-rule city with a council-manager form of government. All matters of local policy and legislation are determined by the council with the mayor presiding.

PRE-COUNCIL MEETING of the Council of the City of Joliet, Illinois was held on Monday, June 6, 2016 at 5:30 P.M. in the Council Chambers, Joliet Municipal Building, 150 W. Jefferson Street, Joliet, Illinois. 

I. ROLL CALL: PRESENT: Mayor Robert O’Dekirk, Councilwoman Bettye Gavin, Councilman John E. Gerl, Councilman Larry E. Hug, Councilman Jim McFarland, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Hallums Quillman, Councilman Michael F. Turk. ABSENT: None. 

ALSO PRESENT: City Manager James D. Hock, Corporation Counsel Martin Shanahan, Jr.

 II. MAYOR: A. Mayor O'Dekirk- Appointments 

III. PRESENTATION: Operational Study for the Fire Department - Fitch & Associates, LLC Fire Chief Joe Formhals introduced Dr. Steven Knight, Ph.D from Fitch & Associates regarding a Fire Department Operational Study. Dr. Knight gave a brief overview of the company's fire-based experience, Joliet's proposed project team, data collection process, and project study objectives. He stated the analysis is a risk-based approach which includes variability in demand, types of demand, and optimal utilization of resources.

CITIZENS TO BE HEARD ON AGENDA ITEMS: John Boyle, current owner of Century Tile, spoke in favor of Council Memo 263-16 - Special Use Permit to Allow a Used Car Dealership and Outdoor Sales Lot in an Existing Commercial Structure Located at 1395 N. Larkin Avenue. Michael R. Martin, representative of Drive Time, spoke in favor of Council Memo 263-16 - Special Use Permit to Allow a Used Car Dealership and Outdoor Sales Lot in an Existing Commercial Structure Located at 1395 N. Larkin Avenue. Mike Martin, representative of Drive Time, spoke in favor of Council Memo 263-16 - Special Use Permit to Allow a Used Car Dealership and Outdoor Sales Lot in an Existing Commercial Structure Located at 1395 N. Carol Ann Heinemann, representative of St. Patrick's Neighborhood Association spoke in opposition of Council Memo 263-16 - Special Use Permit to Allow a Used Car Dealership and Outdoor Sales Lot in an Existing Commercial Structure Located at 1395 N. The City Manager gave an overview of this Council Memo. He stated the petitioner is creating four lots on this industrial subdivision. Tom Osterberger, Legal representative for the petitioner, discussed blasting concerns.

2. COUNCIL MEMO #259-16: Ordinance Approving a Reclassification of 210 – 220 Collins Street (5 parcels) from R-2 (Single-Family Residential) and R-4 (Multi-Family Residential) Zoning to B-3 (General Business) Zoning (Z-2-16)  The City Manager gave a brief overview of this Council Memo. 

3. COUNCIL MEMO #260-16: Ordinance Approving a Special Use Permit to Allow the Addition of 8 Multi-Family Residential Apartment Units Located at 1 E. Cass Street (PETITION 2016-20) COUNCIL MEMO #260-16 The City Manager gave a brief overview of this Council Memo. 

4. COUNCIL MEMO #261-16: Ordinance Approving a Special Use Permit to Allow a Resale Shop (mainly Refurbished Furniture) Located at 650 Ruby Street (PETITION 2016-23) COUNCIL MEMO #261-16 The City Manager gave a brief overview of this Council Memo. 

5. COUNCIL MEMO #262-16: Ordinance Approving (Resolution Denying) a Special Use Permit to Allow Construction of a 120 ft. High Wireless Communications Monopole and Related Equipment Located at 100 S. 129th Infantry Drive (PETITION 2016-25) COUNCIL MEMO #262-16 The City Manager gave a brief overview of this Council Memo. He stated this item was denied in the past. Alan Green, representative of SBA and Verizon, stated various proposals were presented to the Joliet Park District over an eight month period with no agreement. Planning Director, Kendall Jackson, stated the Director of Joliet Park District confirmed the Park District is not interested in the cell tower. 

6. COUNCIL MEMO #263-16: Ordinance Approving (Resolution Denying) a Special Use Permit to Allow a Used Car Dealership and Outdoor Sales Lot in an Existing Commercial Structure Located at 1395 N. 7. COUNCIL MEMO #264-16: Ordinance Approving a Special Use Permit to Allow the Addition of a Muffler Shop and Other Minor Auto Repair to an Oil Change Facility Located at 426 S. Chicago Street (PETITION 2016-019) COUNCIL MEMO #264-16 The City Manager gave a brief overview of this Council Memo. Councilman McFarland asked if this could be altered with the following conditions: All cars will be stored in the rear of the building. Mr. Patel, owner, spoke regarding this Memo.
