Village of Frankfort Board of Trustees met March 2.

CALL TO ORDER & ROLL CALL

Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order on Monday, March 2, 2026, at 6:00 p.m., at the Village Administration Building, 432 W. Nebraska Street, Frankfort, Illinois.

Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Michael Leddin, Jessica Petrow, Maura Rigoni, Dan Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Village Administrator Rob Piscia, Assistant Village Administrator John Burica, and Police Chief Leanne Chelepis.

Clerk Schubert announced a quorum of the public body was present.

PLEDGE OF ALLEGIANCE

Mayor Ogle led the Pledge of Allegiance to the Flag.

APPROVAL OF SPECIAL ORDERS – UNANIMOUS CONSENT AGENDA

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

A. Approval of Minutes

1. Regular Meeting (February 1 7, 2026)

B. Approval of Bills – $517,767.86

C. Plan Commission Report Summary

1. Adoption of Village of Frankfort Official Zoning Map

Accept the Plan Commission recommendation and adopt the Village of Frankfort 2026 Official Zoning Map, Will and Cook Counties, Illinois.

D. International Union of Operating Engineers, Local 150, Public Employees Division Collective Bargaining Agreement – Resolution

Adopt A RESOLUTION (NO. 26-03) AUTHORIZING THE EXECU:TION OF A COLLECTIVE BARGAINING AGREEMENT BETWEEN THE VILLAGE OF FRANKFORT AND THE INTERNATIONAL UNION OF OPERATING ENGINEERS, LOCAL 150, PUBLIC EMPLOYEES DIVISION, effective May 1, 2026, through April 30, 2030.

E. IDOT Resolution for Construction on State Highways – Resolution

Adopt A RESOLUTION (NO. 26-04) FOR CONSTRUCTION ON STATE HIGHWAYS, ILLINOIS DEPARTMENT OF TRANSPORTATION, for calendar years 2026 and 2027.

Trustee Savaria moved, seconded by Trustee Rigoni, to approve the Unanimous Consent Agenda.

Following a motion to approve, Trustees Borrelli, Petrow, Rossi, and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Leddin, Petrow, Rigoni, Rossi, and Savaria. Nays: None. The motion carried.

MAYOR’S REPORT

• Mayor Ogle reported eighth grade students from Hickory Creek Middle School participated in the annual Student Government Day, touring Village facilities including the Village Administration Building, Frankfort Fire District, Police Station, Wastewater Treatment Plant, and the Utilities/Public Works facility. The day concluded with a mock Village Board meeting. He thanked Superintendent Doug Wemet, Principal Tricia Dotson, and teacher Tara O’Hea for their cooperation and assistance in preparing the students for this valuable experience.

• Mayor Ogle announced members of the Frankfort Police Department, competing as Team Frigid, will participate in the Manteno Polar Plunge on Saturday, March 7 to benefit the Illinois Special Olympics, and thanked participating personnel.

• Mayor Ogle invited residents to attend “Spring on the Green” on Sunday, March 22, from noon to 2:00 p.m. at Breidert Green, co-sponsored by the Village of Frankfort and the Frankfort Park District.

• Mayor Ogle encouraged residents to complete the Downtown Urban Design and Planning Study survey available on the Village website.

• Mayor Ogle reported on proposed State legislative measures, including House Bill 5626 and the matters related to the Local Government Distributive Fund, and encouraged residents to contact their state legislators to express opposition to the proposals.

• Mayor Ogle requested prayers for the safety of U.S. troops.

BOARD COMMENTS

Clerk Schubert announced Early Voting for 2026 Consolidated Primary Election is available at Village Hall, from 9:30 a.m. to 3:00 p.m., Monday through Friday, through March 13. Additional Early Voting locations are available at www.willcountyclerk.gov. She noted the next Village Board meeting will be held Monday, March 16, at 6:00 p.m. at Village Hall.

Board members congratulated participants of Student Government Day and expressed appreciation to staff and Frankfort School District 157-C for their partnership and efforts in making the event a success.

The Board welcomed one new business to the community.

Residents and businesses were encouraged to complete the Downtown Urban Design and Planning Study online survey available on the Village website.

Board members echoed the Mayor’s comments regarding House Bill 2526 and other proposed State legislative measures, and extended wishes for safety for all.

There were no other items of business.

PUBLIC COMMENT

There were no comments from the public.

ADJOURNMENT

Hearing no further business, Mayor Ogle called for a motion to adjourn. Trustee Borrelli moved, seconded by Trustee Savaria, to adjourn the regular board meeting of Monday, March 2, 2026. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 6: 18 p.m.
