Village of Frankfort Board of Trustees met Feb. 17.

CALL TO ORDER & ROLL CALL
Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order on Tuesday, February 17, 2026, at 6:00 p.m., at the Village Administration Building, 432 W. Nebraska Street, Frankfort, Illinois.
Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Michael Leddin, Jessica Petrow, Maura Rigoni, Dan Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Village Administrator Rob Piscia, Assistant Village Administrator John Burica, and Police Chief Leanne Chelepis.
Clerk Schubert announced a quorum of the public body was present.
PLEDGE OF ALLEGIANCE
Mayor Ogle led the Pledge of Allegiance to the Flag.
APPROVAL OF SPECIAL ORDERS – UNANIMOUS CONSENT AGENDA
All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

Trustee Borrelli moved, seconded by Trustee Petrow, to approve the Unanimous Consent Agenda.
Following a motion to approve, Trustee Rigoni presented a brief overview of the consent agenda docket items under consideration for approval.
Clerk Schubert called the roll. Ayes: Trustees Borrelli, Leddin, Petrow, Rigoni, Rossi, and Savaria. Nays: None. The motion carried.
MAYOR’S REPORT
• Mayor Ogle congratulated the Lincoln-Way East Cheer Team on winning the IHSA Competitive Cheerleading State Championship on Saturday, February 7. The team captured the Class 3A title with an exceptional score of 97.92, marking the eighth state championship for the Griffin cheer program. He extended congratulations to the team, coaches, and all who contributed to this outstanding accomplishment.
• Mayor Ogle also extended congratulations to the Hickory Creek Middle School Cheer Team for earning state runner-up honors at the IESA Cheerleading State Championship.
• Mayor Ogle invited residents to attend the Frankfort Police Department’s next “Coffee with a Cop” event on Tuesday, February 24, from 11 :00 a.m. to 12:30 p.m. at Dimes Coffee Lounge, 10850 W. Laraway Road, Unit 1 W.
• Mayor Ogle announced an Open House workshop will be held on Wednesday, February 25, from 4:00 p.m. to 6:00 p.m. in the lower level of Trail’s Edge Brewing Company, 20 Kansas Street. The event will provide residents and business owners an opportunity to share input regarding the Downtown Urban Design and Planning Study currently being conducted by The Lakota Group.
• Mayor Ogle reported that applications are being accepted for a free, nine-session Citizens Police Academy offered by the Frankfort Police Department in partnership with the Will County Sheriffs Office and the police departments of Mokena, New Lenox, and Manhattan. The academy will meet Thursday from 7:00 p.m. to 9:30 p.m., March 19 through May 21, at the Will County Sheriffs Building, 16911 W. Laraway Road, Joliet.
BOARD COMMENTS
Clerk Schubert announced the next Village Board and Committee of the Whole meetings will be held on Monday, March 2, at 6:00 p.m. at Village Hall. She reported that Student Government Day will also take place on March 2.
Early Voting will be available at Village Hall from Monday, March 2, through March 13, from 9:30 a.m. to 3:00 p.m., Monday through Friday, for the 2026 Consolidated Primary Election. Election Day is Tuesday, March 17, 2026.
Members of the Village Board congratulated the Lincoln-Way East and Hickory Creek Middle School cheer teams for their respective first and second place state finishes.
Members encouraged residents to attend the Downtown Urban Design and Planning Study Open I
House workshop on Wednesday, February 25, from 4:00 p.m. to 6:00 p.m. at Trail’s Edge Brewing.
Members encouraged residents to visit the Village’s newly updated website.
Members noted the Plan Commission/Zoning Board of Appeals held a workshop on February 12 regarding the Frankfort Pointe Commercial and Industrial Center, which includes a proposed solar facility at the southeast comer of Harlem Avenue and Sauk Trail.
OTHER BUSINESS
There were no other items of business.
PUBLIC COMMENT
Tom Becker, Chairman of the Watershed Committee, a volunteer organization, which advocates for the conservation of local national resources and the preservation of quality of life, voiced objections to Earthrise’s proposed 6,000-acre solar facility. The project is proposed to span three townships – Green Garden, Wilton, and Manhattan – and include the installation of approximately 1.5 million solar panels. Mr. Becker outlined the organization’s concerns regarding the project and requested the Village’s support in opposing the proposed solar development. He also shared information on how members of the public may support the organization’s efforts.
Jeff Becker encouraged board members to consider the potential impact of the proposed solar facility on Frankfort’s long-term growth and future development if the project is approved.
ADJOURNMENT TO EXECUTIVE SESSION
Trustee Savaria moved, seconded by Trustee Rigoni, to convene into closed session pursuant to 5 ILCS 120/2(c)(l) and 120/2(c)(2) to discuss employees and collective bargaining matters.
Clerk Schubert called the roll. Ayes: Trustees Borrelli, Leddin, Petrow, Rigoni, Rossi, and Savaria. Nays: None. The motion carried.
The Village Board convene into Executive Session at 6:23 P .M.
The Village Board came out of Executive Session at 7 :26 P .M. and resumed the regular board meeting.

In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Michael Leddin, Jessica Petrow, Maura Rigoni, Dan Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Village Administrator Rob Piscia, Assistant Administrator John Burica, and Police Chief Leanne Chelepis.
No action was taken as a result of the Executive Session.
ADJOURNMENT
Hearing no further business, Mayor Ogle called for a motion to adjourn. Trustee Savaria moved, seconded by Trustee Rigoni, to adjourn the regular board meeting of Tuesday, February 17, 2026. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:28 p.m.
