CALL TO ORDER:

The Regular Meeting of the Mayor and Board of Trustees of the Village of Bolingbrook was called to order at the hour of 7:30 p.m. on January 20, 2026, in Bolingbrook, Illinois, by Mayor Mary S. Alexander-Basta.

PLEDGE OF ALLEGIANCE:

Mayor Mary S. Alexander-Basta requested Cheryl Burger of the Special Events Commission to lead the pledge to the Flag.

RESOLUTION 26R-010

APPROVING THE PROPOSAL OF FEDERAL SIGNAL SAFETY AND SECURITY FOR UPGRADE TO THE VILLAGE’S EARLY OUTDOOR WARNING SYSTEM (TORNADO SIRENS):

Motion Kelly, second Patel to adopt a resolution approving the proposal of Federal Signal Safety and Security for an upgrade to the Village’s Early Outdoor Warning System (Tornado Sirens):

This Resolution approves an upgrade to the Village’s Early Outdoor Warning System, commonly known as the tornado sirens. The current system is outdated, and the new system will include automated siren testing, real time alerts and improved reliability. Federal Signal Safety and Security will perform the upgrade over 9 weeks for a total cost not to exceed $90,694.00 This action was reviewed and approved by the Public Safety Committee.

RESOLUTION 26R-011

APPROVING THE PROPOSAL OF COVER THE TEES FOR AN ALUMINUM DRIVING RANGE COVER AT THE BOLINGBROOK GOLF CLUB:

Motion Lawler, second Quintero to adopt a resolution approving the proposal of Cover The Tees for an aluminum driving range cover at the Bolingbrook Golf Club.

This Resolution authorizes the first of several phases of construction for a structure at the Bolingbrook Golf Club to allow use of the range year-round and in most weather conditions. The project will be funded with hotel-motel tax funds received by the Village and the total budgeted amount for the project is $2,000,000.00. Due to the complexity of the different types of work to be completed, the Village is seeking several contracts to maximize expertise and efficiency of each one. This contract is with Cover the Tees for $713,043.25. The project is aimed to not only benefit serious golfers, but also to expand the use of the facility to residents of all ages and skill levels. The projected net revenue for the project will exceed $250,000.00 annually.

ORDINANCE 26-003

AMENDING THE VILLAGE FEE SCHEDULE AND SECTION 22-87 “FEES FOR SERVICES” OF CHAPTER 22 “FIRE PROTECTION” OF THE BOLINGBROOK VILLAGE CODE TO ESTABLISH LIFT ASSIST SERVICE FEES:

Motion Patel, second Doris to pass an ordinance amending the Village Fee Schedule and section 22-87 “Fees for Services” of Chapter 22 “Fire Protection” of the Bolingbrook Village Code to establish lift assist services fees:

Newly passed legislation allows the Village and other communities to impose fees for lift assists, which are responses by the Fire Department to assist an individual who has fallen or requires physical assistance to stand, sit or reposition, and no medical transport occurs. This Ordinance amends the Village Code to allow for fees for lift assists at facilities and residents’ homes. The Village Fee Schedule is also amended to reflect fees of $0 for the first six (6) lift assists and $350.00 per incident for facilities. Residents will not be charged for the first 6 lift assists and thereafter will be charged escalating fees based upon the number of lift assists in a calendar year, from $100.00 to $300.00 This Ordinance was reviewed and approved by the Public Safety Committee.

ORDINANCE 26-004

AUTHORIZING THE SALE OF ELEVEN (11) USED POLICE VEHICLES TO ADVANTAGE CHEVROLET:

Motion Lawler, second Quintero to pass an ordinance authorizing the sale of eleven (11) used police vehicles to Advantage Chevrolet.

This Ordinance authorizes the sale of 11 police vehicles that are inoperable, in need of costly repairs or otherwise no longer useful to the Village. They will be sold to Advantage Chevrolet for $17,000.00, which will offset the purchase price of the two new Ford Interceptors. This action was reviewed and approved by the Public Safety Committee.

QUESTIONS/COMMENTS FROM THE AUDIENCE/PRESS:

ATTORNEY COMMENTS

Attorney Odelson commented that as soon as the new law was passed that allowed municipalities to charge facilities and residents for lift assists, the staff and chiefs “were all over it” and the Village moved to put the ordinance passed this evening before the Board for approval. He also mentioned that there have been changes made to the FOIA law, and a memo will be sent to the members of the Board detailing the changes.

TRUSTEE COMMENTS AND REPORTS:

TRUSTEE KELLY:

Wished everyone a Happy New Year, congratulated the new commissioners, and mentioned that she is looking forward to all of the events coming up this year.

TRUSTEE DORIS:

Echoed the sentiments of Trustee Kelly.

TRUSTEE PATEL:

Wished everyone a Happy New Year, announced the Bolingbrook Park District’s Winterfest on Saturday, Jan. 24th, and mentioned how much she is looking forward to all the events of the new year.

TRUSTEE QUINTERO:

Expressed his Happy New Year wishes to all residents, encouraged them to be safe during the cold weather, to check on neighbors, and to practice kindness.

TRUSTEE LAWLER:

Congratulated the new Special Events commissioners, mentioning that it’s a great team and that the commissions are an excellent way to volunteer. Also announced Pastor Zilzah Trotter’s Rhyz to Flye fundraising event at Tailgaters on Jan. 23rd and its Build-a-Bike Giveaway at Home Depot on Jan. 24th.

MAYOR ALEXANDER-BASTA:

Mentioned the Blues Jam at Tailgaters on Jan 21st, the Black History event at Bolingbrook High School on Feb. 7th, and Coffee with the Chiefs on Tuesday, Feb. 10th at Town Center. She also commented that the State of the Village will be on Thursday, Feb. 12th at Bolingbrook Golf Club, and that tickets for the event are available now.
